The California Energy Commission’s Energy Conservation Assistance Act (ECAA) program provides 1 percent interest loans to cities, counties, special districts, public colleges and universities, public care institutions, and public hospitals. Loans finance energy efficiency and energy generation projects. The maximum loan is $3 million.

The Sacramento County Incentive Project promotes easy access to zero-emission vehicle infrastructure by offering $14 million in rebates for the purchase and installation of eligible Electric Vehicle (EV) chargers in Sacramento County. $7.7 million in rebates is available for Level 2 EV chargers, and $6.3 million is available for DC fast chargers.
The U.S. Economic Development Administration (EDA) is awarding $587 million in grants to eligible entities to address economic challenges in disaster-impacted areas. These grants will support disaster recovery activities in areas receiving a major disaster designation as a result of Hurricanes Harvey, Irma, Maria, and wildfires and other 2017 natural disasters. EDA disaster grants will be made by regional offices under the Economic Adjustment Assistance (EAA) program, which can support a wide range of construction and non-construction activities.
Southern California Gas Company (SoCalGas) offers non-residential equipment rebates to encourage energy efficiency. Restaurant Refresh makes it easy for restaurants to reduce operating costs and improve facility performance. The program combines enhanced rebates and performance incentives. Enhanced rebates are available for ovens, fryers, dishwashers, boilers, and more. A list of qualified equipment and rebate amounts can be found on the program website. Performance incentives are paid one year after installation.
The electric program makes insured loans and loan guarantees to nonprofit and cooperative associations, public bodies, and other utilities. Insured loans primarily finance the construction of electric distribution facilities in rural areas. The guaranteed loan program has been expanded and is now available to finance generation, transmission, and distribution facilities.
This program assists in the development, construction, and retrofitting of new and emerging technologies for advanced biofuels, renewable chemicals and biobased products.
