Caltrans Sustainable Communities Grants

Caltrans is pleased to release the FY 2019-20 Grant Application Guides and call-for-applications for State and federal funding, as well as grant funding from Senate Bill 1, the Road Repair & Accountability Act of 2017.

The Sustainable Communities Grants will provide $29.5 million in funding to local and regional multimodal transportation and land use planning projects that further local Sustainable Communities Strategies, contribute to the State’s GHG reduction targets, and also assist in achieving the Caltrans Mission and Grant Program Overarching Objectives.

BUILD Discretionary Grants

The U.S. Department of Transportation (DOT) has published a Notice of Funding Opportunity (NOFO) to apply for $1.5 billion in discretionary grant funding through the Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grants program.

FY 2018 BUILD Transportation grants are for investments in surface transportation infrastructure and are to be awarded on a competitive basis for projects that will have a significant local or regional impact. BUILD funding can support roads, bridges, transit, rail, ports or intermodal transportation.

Economic Development Administration Disaster Grants

The U.S. Economic Development Administration (EDA) is awarding $587 million in grants to eligible entities to address economic challenges in disaster-impacted areas. These grants will support disaster recovery activities in areas receiving a major disaster designation as a result of Hurricanes Harvey, Irma, Maria, and wildfires and other 2017 natural disasters. EDA disaster grants will be made by regional offices under the Economic Adjustment Assistance (EAA) program, which can support a wide range of construction and non-construction activities.

The Active Transportation Program (ATP)

The Active Transportation Program (ATP) was created by Senate Bill 99 (Chapter 359, Statutes of 2013) and Assembly Bill 101 (Chapter 354, Statutes of 2013) to encourage increased use of active modes of transportation, such as biking and walking. The ATP consolidates various transportation programs - including the federal Transportation Alternatives Program, state Bicycle Transportation Account, and federal and state Safe Routes to School programs - into a single program to:
  • Increase the proportion of biking and walking trips

CalTrans Transportation Planning Grant Program

Senate Bill 1, The Road Repair & Accountability Act of 2017 (SB 1) planning grant funds include: Transportation Planning Grants ($25 million annually) to encourage local and regional planning that further state goals, including, but not limited to, the goals and best practices cited in the regional transportation plan guidelines adopted by the California Transportation Commission. Adaptation Planning Grants ($20 million over three years) to local and regional agencies for climate change adaptation planning. It is envisioned that these planning grants will provide much needed funding to support regional sustainable communities strategies and ultimately achieve the State's greenhouse gas reductions targets of 40 and 80 percent below 1990 levels by 2030 and 2050, respectively. Affordable Housing and Sustainable Communities Program

Round 4 now open for Affordable Housing and Sustainable Communities (AHSC) Program which provides grants and affordable housing loans for compact transit-oriented development and related infrastructure and programs that reduce greenhouse gas ("GHG") emissions. These projects increase the accessibility of housing, employment centers, and key destinations via low-carbon transportation options (walking, biking, transit) resulting in fewer vehicle miles traveled (VMT) and mode shift. Urban Greening Grant Program

Eligible urban greening projects will reduce GHG emissions and provide multiple additional benefits, including, but not limited to, a decrease in air and water pollution or a reduction in the consumption of natural resources and energy. Eligible projects will result in the conversion of an existing built environment into green space that uses natural and green infrastructure approaches to create sustainable and vibrant communities. A competitive project will maximize opportunities to reduce GHG emissions through project design and implementation, and will incorporate green infrastructure solutions that improve the sustainability and function of existing urban hardscapes and landscapes. California Lending for Energy and Environmental Needs (CLEEN) Center through IBank

The CLEEN Center provides direct public financing to Municipalities, Universities, Schools and Hospitals (MUSH) to help meet the State's goals for greenhouse gas emissions reduction, water conservation and environmental conservation. Financing can be funded via a combination of a direct loan from IBank or public market tax-exempt bonds in amounts from $50 thousand to $30 million (or higher with board approval).

Affordable Housing and Sustainable Communities Program (AHSC)

The Strategic Growth Council's Affordable Housing and Sustainable Communities (AHSC) Program funds land-use, housing, transportation, and land preservation projects to support infill and compact development that reduces greenhouse gas ("GHG") emissions. These projects facilitate the reduction of the emissions of GHGs by improving mobility options and increasing infill development, which decrease vehicle miles traveled and associated greenhouse gas and other emissions, and by reducing land conversion, which would result in emissions of greenhouse gases.
