The Educational Materials for Professional Organizations Working on Efficiency and Renewable Energy Developments (EMPOWERED) funding program is a collaborative effort across EERE’s Solar Energy Technologies Office (SETO), Vehicle Technologies Office (VTO), and Building Technologies Office (BTO), to provide professionals with educational materials and training resources in fields newly interacting with distributed energy resources (DER).
This proven program helps municipal water utilities work with their customers to:
- Provide water efficiency improvements with
- Deliver immediate savings on utility bills.
- Reduce water consumption to address current and future supply restrictions.
- Meet current and upcoming state codes.

The Regional Conservation Partnership Program (RCPP) promotes coordination of NRCS conservation activities with partners that offer value-added contributions that expand our collective ability to address on-farm, watershed, and regional natural resource concerns. NRCS seeks to co-invest with RCPP partners to implement projects that demonstrate innovative solutions to conservation challenges and provide measurable improvements and outcomes tied to the resource concerns they seek to address.
In November 2019, the U.S. Department of Energy (DOE) announced the Plastics Innovation Challenge, a comprehensive program to accelerate innovations in energy-efficient plastics recycling technologies. This FOA will support high-impact R&D for plastics by developing new plastics that are capable of efficient recyclability and improving recycling strategies that can break existing plastics into chemical building blocks that can be used to make higher-value products.

This Small-Scale Water Efficiency Projects FOA supports Small-Scale Water Efficiency Projects that have been prioritized through planning efforts led by the applicant. These projects are generally in the final design stage, environmental and cultural resources compliance have been initiated or already completed, and the non-Federal funding, necessary permits, and other required approvals have been secured.
The Volkswagen (VW) Mitigation Trust (also known as the Trust or Mitigation Trust) was established as part of a settlement with Volkswagen for their role in utilizing illegal defeat devices in certain 2.0 and 3.0 liter VW vehicles that resulted in excess emissions. The Trust will provide funding to mitigate these excess emissions through the replacement or repower of older, heavy-duty vehicles, engines and equipment with zero emission and other clean technologies.
The objective of this funding opportunity is to invite states, tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing drought contingency planning with Reclamation to build resilience to drought in advance of a crisis. Applicants under this funding opportunity may request funding to develop a new drought plan or to update an existing drought plan.
