Polluting Automobile Scrap and Salvage

The PASS Repair Component offers a FREE car emissions test at Tune In, Tune Up events throughout the San Joaquin Valley. Since its adoption, the PASS Replacement and Retirement components have purchased more than 700 polluting vehicles and funding has been exhausted. Details will be available this spring for new updates to this program.

Incentives range from $2,500 to $9,500 depending on the household income level, residential status in a disadvantaged community, and the type of vehicle purchased.

The final event in the series is being held at Kern County Fair Grounds in Bakersfield on June 17, 2017.
Eligible Applicant: 
Additional Eligibility Information: 
The vehicles that are found to be repairable will receive a voucher for repairs at a participating STAR Test and Repair station. Repairs can only be completed at a participating smog shops.
Assistance Type: 
Through Tune In Tune Up weekend events Valley residents may be eligible to receive incentives to repair, replace, or provided directions on scrapping their high polluting vehicle.
