California Lending for Energy and Environmental Needs (CLEEN) Center through IBank

The CLEEN Center provides direct public financing to Municipalities, Universities, Schools and Hospitals (MUSH) to help meet the State's goals for greenhouse gas emissions reduction, water conservation and environmental conservation. Financing can be funded via a combination of a direct loan from IBank or public market tax-exempt bonds in amounts from $50 thousand to $30 million (or higher with board approval).

  • Solar, wind, biomass, hydroelectric
  • Energy efficiency retrofits, LED lights, building automation and controls, environmental mitigation, water treatment and distribution
Energy Storage
  • Transmission and distribution, electrical vehicle charging stations
Statewide Energy Efficiency Program (SWEEP)
For small, medium and large-scale energy efficiency upgrades and projects for California’s public MUSH borrowers. SWEEP Projects include comprehensive efficiency improvements to new and existing facilities that save energy.
Light Emitting Diode Street Lighting Program (LED Program)
For the installation of LED street lights for public MUSH Borrowers as another energy efficiency strategy for the State.

CLEEN Projects may receive financings in amounts ranging from $500,000 to $30 million. Larger financing amounts may be approved by the Board subject to availability of funding for the applicable CLEEN Center Program and other factors including collateral and credit quality/review.
