Water Infrastructure Finance and Innovation Act 2019 Direct Loans and Credit Assistance

In its FY 2019 NOFA, the WIFIA program opened its third selection round and allowed prospective borrowers to submit letters of interest for 90 days, beginning the day the NOFA is published in the Federal Register. It also announced four priorities:

-Readiness for a project to proceed toward development;
-Provide for clean and safe drinking water, including reducing exposure to lead in the nation’s drinking water systems;
-Repair, rehabilitate, and replace aging infrastructure and conveyance systems; and
-New or innovative approaches including water reuse and recycling.

In the Consolidated Appropriations Act, 2019, signed by the President on February 15, 2019, Congress provided $60 million in budget authority for the Water Infrastructure Finance and Innovation Act of 2014 (WIFIA) program to cover the subsidy required to provide a much larger amount of credit assistance. EPA estimates that this budget authority may provide approximately $6 billion in credit assistance and may finance approximately $12 billion in water infrastructure investment.
