REAP Energy Audit and Renewable Energy Development Assistance Program

This program assists rural small businesses and agricultural producers by conducting and promoting energy audits and providing Renewable Energy Development Assistance (REDA).

The assistance must be provided to agricultural producers and rural small businesses. Rural small businesses must be located in eligible rural areas. This restriction does not apply to agricultural producers. Assistance provided must consist of:

  • Energy audits.
  • Renewable energy technical assistance.
  • Renewable energy site assessments.

USDA Assistance to High Energy Cost Communities

The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces the availability of up to $10 million in competitive grants to assist communities with extremely high energy costs. The grant funds may be used to acquire, construct, or improve energy generation, transmission, or distribution facilities serving communities where the average annual residential expenditure for home energy exceeds 275% of the national average.

Green Infrastructure Grant Program

The California Natural Resources Agency will be accepting proposals for the Green Infrastructure Program from May 13 through June 28, 2019 via the System for Online Application Review (SOAR) . $18.5 million in awards will be funded by this program. Applicants submitting the most competitive proposals will be invited to participate in the next level of the competitive process, anticipated for late Summer/early Fall 2019.

USDA Energy Efficiency and Conservation Loan Program

The Energy Efficiency and Conservation Loan Program (EECLP) provides loans to finance energy efficiency and conservation projects for commercial, industrial, and residential consumers. With the EECLP, eligible utilities, including existing Rural Utilities Service borrowers can borrow money tied to Treasury rates of interest and re-lend the money to develop new and diverse energy service products within their service territories.

Renewable Energy Systems & Energy Efficiency Improvement Loans & Grants

USDA Rural Development is seeking applications for its Rural Energy for America Program. The program provides grants and guaranteed loans to farmers and small businesses to support the installation of renewable energy and energy efficiency improvements. Applicants may apply for grants up to 25% of the total project costs. Energy efficiency grants can range from $1,500 to $250,000 while renewable energy grants range from $2,500 to $500,000. Examples of former projects include, but are not limited to, the installation of:
  • wood pellet boilers
  • solar panels

Community CarShare Program

The SacMetro AQMD has been awarded grant funds by the California Air Resources Board from the Greenhouse Gas Reduction Fund, which are proceeds from the State's Cap-and-Trade Program. These grant funds will be used to launch a pilot car sharing program to benefit disadvantaged communities (CarShare) in the greater Sacramento area. The SacMetro AQMD is partnering with Zipcar, the city of Sacramento, the Sacramento Municipal Utility District (SMUD), the Sacramento Housing Redevelopment Authority, Mutual Housing and Policy in Motion.

E-Mobility Project Funding

The District is currently accepting applications for the development or expansion of telecommunications services and electronic technology applications to directly replace vehicle travel by the general public. Funding is available for eligible projects such as video teleconferencing, Internet business transactions, and telework sites.
