Project Title: Natural/Cultural Resources Program Sikes Act Support to United States JBSA Lackland, TXResponses to this Request for Statements of Interest will be used to identify potential investigators for a project to be funded by Air Force Civil Engineer Center (AFCEC)/Environmental Quality Technical Support Branch (CZTQ), which provides Natural/Cultural Resources Program Sikes Act Support in order to facilitate successful implementation of the 16 USC 670c-1 Sikes Act.Approximately $1,362,201.19 is expected to be available to support this project during the 12-month base period or performance. Additional funding may be available for follow on work in subsequent fiscal years to the successful Recipient/Awardee.Background:This statement of objectives (SOO) defines requirements for natural and cultural resources management support to the United States Air Force (AF) Civil Engineer Center, Environmental Management Directorate, Technical Support Division, (AFCEC/CZTQ), as it is the center of expertise for the administration and management of natural and cultural resources on Air Force installations. The AF manages lands in all states and territories in accordance with Federal environmental laws and regulations, including the Sikes Act, National Environmental Policy Act, National Historic Preservation Act, Endangered Species Act, Clean Water Act, and others.Cooperator support is required to assist the Air Force with the implementation of the natural and cultural resources management programs as mandated in the Sikes Act (16 U.S.C. 670 et seq.), and in accordance with Air Force and Department of Defense policy. The Cooperator shall provide technical support for installation conservation programs to ensure that AF, federal, and state environmental regulations are met while minimizing the impact of AF activities on natural and cultural resources. The Sikes Act requires Integrated Natural Resources Management Plans (INRMPs) to be updated no less often than every five years (16 U.S.C. 670a(b)(2)) with updates and signatures of approval from the U.S. Fish and Wildlife Service and State fish and wildlife agency. DoD must report the status of INRMP Sikes Act compliance and Integrated Cultural Resources Management Plan (ICRMP) annually in the Defense Environmental Program Annual Report to Congress. AFCEC is responsible for overseeing the update and management of 96 INRMPs for Sikes Act compliance and 117 ICRMPs. The Cooperator will assist with updates to the Master Tracker Compliant INRMP Excel spreadsheet for the purpose of tracking INRMP compliance status and dates.Brief Description of Anticipated Work:This research focuses on the following major requirements and tasks:See Attached DRAFT SOONote: A full study proposal and proposed budget are NOT requested at this time.Review of Statements Received: All statements of interest received will be evaluated by a board comprised of one or more people at the receiving installation or activity, who will determine which statement(s) best meet the program objectives.
