On-Road Clean Air Vehicles and Infrastructure

The Air District offers funds for the following:

Trucks: Funding is available to replace or repower on-road vehicles with newer, lower-emission equipment through our Carl Moyer Program, or the Goods Movement Program.

Electric Vehicle Charging Stations: Funding is available for public agencies and businesses to expand the network of publicly available plug-in electric charging stations at workplaces, multifamily dwelling units, and public locations.

Light Duty EVs in fleets: Funding is available to public agencies and businesses for the purchase or lease of zero-emissions light-duty vehicles in very high-mileage fleets.

School Buses: Funding is available to public agencies and businesses to replace or repower public school buses, replace on-board natural gas tanks, and to install charging/fueling infrastructure as part of an equipment project.

Off-Road Equipment

Off-road Equipment: Upgrade or replace off-road diesel equipment.

Marine Vessels: Upgrade or replace commercial diesel-powered marine vessels.

Agricultural Equipment: Upgrade or replace off-road diesel farm equipment.

Locomotives: Upgrade or replace locomotive equipment.

Yolo-Solano AQMD Clean Air Funds No Due Date Given Varies

Yolo-Solano AQMD’s Clean Air Funds Program offers grants for projects designed to reduce emissions from mobile sources. Private businesses, non-profit organizations and public agencies are eligible for Clean Air Funds.

Projects that have been awarded Clean Air Funds include:

  • Replacing or retrofitting diesel trucks and off-road equipment that do not qualify for other regional programs
  • New electric or alternative fuel vehicles
  • Design and construction of pedestrian and bicycle facilities
  • Transit projects
  • Public information and education programs

Proposition 1B: Goods Movement Emission Reduction Program No Due Date Given Varies

The Proposition 1B: Goods Movement Emission Reduction Program (GMERP) provides incentives to quickly reduce air pollution emissions and health risk from freight movement along California's trade corridors. Financial incentives will be provided to owners of equipment used in freight movement to upgrade to cleaner technologies through truck replacement or engine replacement. Projects funded under this Program must achieve emission reductions not required by law or regulation. Please note that the Proposition 1B Goods Movement Emission Reduction Program is not a rebate program. Any new truck or new engine purchased, or installed prior to contract execution is ineligible. Community Air Protection Funds No Due Date Given Varies

Community Air Protection funds allow for immediate actions to improve the air quality of the most impacted communities across the state, while the other aspects of AB 617 are developed and implemented. Partnering with communities is essential to the success of these incentives, and both the California Air Resources Board (CARB) and air districts are looking to local community members and groups to help identify funding priorities

FY 2023 Emergency Relief Grants for Public Transportation Systems Affected by Major Declared Disasters in Calendar Years 2017, 2020, 2021, and 2022 Varies

The Federal Transit Administration (FTA) announces the opportunity to apply for $212,301,048 in grants under the Public Transportation Emergency Relief Program (Emergency Relief Program) for states, territories, local government authorities, Indian tribes, and other FTA recipients affected by major declared disasters in calendar years 2017, 2020, 2021, and 2022. Projects may include costs for disaster response, recovery, and rebuilding activities. Costs related to the COVID-19 pandemic are not eligible for this funding. FTA will distribute these funds in a manner consistent with the eligibility requirements of this program, subject to the priorities set forth in the Notice of Availability of Emergency Relief Funding.

Butte County AQMD Carl Moyer Program No Due Date Given Varies

The Carl Moyer Program was established in 1998 as a partnership between the California Air Resources Board (CARB) and local air districts. This grant program provides funding for replacing, repowering, or retrofitting eligible heavy-duty engines with cleaner-than-required technology.

The Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program provides funding through local air districts for agricultural harvesting equipment, heavy-duty trucks, agricultural pump engines, tractors, and other equipment used in agricultural operations. The FARMER Program is supported in part by California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work.

Yolo-Solano AQMD Clean School Bus Program No Due Date Given Varies

Older school buses can produce high amounts of air pollution, much of which poses a risk to the children riding in those buses. The Yolo-Solano AQMD has made cost-effective bus retrofits and replacements a funding priority. Our Clean School Bus Program improves air quality and helps protect the health of children and others who work or live where school buses operate.

Truck Replacement Program No Due Date Given Varies

The District is currently accepting applications to replace on-road diesel trucks with cleaner technology units or to expand fleets with the cleanest technology available. Truck replacement projects that will accelerate emission reductions in low income and disadvantaged communities experiencing greater air quality impacts may receive priority through the project review and selection process. Projects funded under this program must achieve emission reductions not required by law or regulation. Please note that Truck Replacement Program is not a rebate program, any new truck purchased prior to contract execution is ineligible. The purpose of the CARSI Round 2 grant program is to improve safety at public railway-highway crossings. The program provides funding to eligible entities for the construction of projects for the elimination of hazards at railway-highway crossings. Specific program goals include: 1) Improve safety at railway-highway crossings through the elimination of hazards at public railway-highway crossings; 2) Reduce fatalities, serious injuries, and crashes at public railway-highway crossings; 3) Reduce the number of existing public at-grade crossings by closure or grade separation; and 4) Reduce delays or improve system performance by eliminating hazards posed by blocked grade crossings due to idling trains. Eligible Projects: Eligible projects under this grant program are limited to the following: (1) the separation or protection of grades at crossings; (2) the reconstruction of existing railroad grade crossing structures; (3) the relocation of highways to eliminate grade crossings; or (4) projects at grade crossings to eliminate hazards posed by blocked grade crossings due to idling trains. NOTE: The proposed location of theproject is not required to be the location of the accident previously investigated by the NTSB. The proposed location of the project is up to the discretion of the applicant. Eligible Applicants: To be eligible, an applicant must be a “commuter authority” as defined in 49 U.S.C. 24102, which is a State, local, or regional entity established to provide, or make a contract for, commuter rail passenger transportation. An eligible commuter authority must have experienced at least one accident investigated by the National Transportation Safety Board (NTSB) between January 1, 2008, and December 31, 2018, and for which the NTSB issued an accident report. The applicant must be either: (1) a commuter authority that meets the eligibility requirements listed above; OR (2) a public or non-profit entity partnering with an eligible commuter authority. NOTE: Applicants are encouraged to partner with their State DOT and are encouraged to have their State DOT apply as the prime applicant for receipt of DOT Federal funding. As appropriate, awards may be made to State DOTs as pass-through grantees for administration of the funds to a commuter authority as a subawardee. Per 2 CFR 200.1, a pass-through entity is a non-Federal entity that provides a subaward to a subrecipient to carry out part of a Federal program. FY22 Advanced Driver Assistance Systems (ADAS) for Transit Buses Demonstration and Automated Transit Bus Maintenance and Yard Operations Demonstration Varies

Federal Transit Administration (FTA) announces the opportunity to apply for a total of up to $6.5 million for transit bus automation demonstration projects under the Public Transportation Innovation Program (49 U.S.C. § 5312 ). The notice seeks to fund demonstrations in two areas: (1) up to $5 million for Advanced Driver Assistance Systems (ADAS) for Transit Buses and (2) up to $1.5 million for Automated Transit Bus Maintenance and Yard Operations. Selected projects will demonstrate transit bus automation technologies in real-world settings. The demonstrations will help establish the feasibility of ADAS and Automated Transit Bus Maintenance and Yard Operations use cases and improve understanding of the impacts.
