F23AS00284 FWS Year 2 Klamath Basin Bi-Partisan Infrastructure Law Funding Opportunity $5,000,000.00

For more than two decades, the Klamath Basin has encountered numerous challenges due to ongoing drought conditions, limited water supply and diverse needs. The Interior Department, along with the U.S. Fish and Wildlife Service (Service), the Bureau of Reclamation and numerous other state and federal entities have sought collaborative solutions to address conditions that impact Tribes and other stakeholders who are intimately connected to the Klamath Basin. For Year 2 (FY 23) of its Bipartisan Infrastructure Law (BIL) funding opportunity for the Klamath Basin, the Service is soliciting project pre-proposals that advance restoration activities in the Klamath Basin of Southern Oregon and Northern California. During an Interior Department workshop on Klamath restoration funding opportunities on December 15, 2022, many Klamath Basin stakeholders expressed an interest in having federal agencies adopt a more efficient process for navigating the complexities of funding opportunities across the federal and state government. As an initial response to that request, the Service, in collaboration with the Interior Department and other federal and state partners, invites applicants to submit project pre-proposals for its Year 2 BIL Klamath Basin funding opportunity. This funding opportunity incorporates a two-step process. Step one involves submitting pre-proposals, which will be ranked and evaluated by the Service. For Step two, by invitation only, the Service request full-proposals from the highest ranked projects. Both the pre-proposal process and the by-invitation-only full-proposal process are described below. Potential for Leveraging and Coordinating Funding The Service recognizes that there will likely be more request for project funding, than what is available within the Service’s Year 2 BIL funding opportunity. In an effort to leverage additional funds for high-ranking projects, the Service may share pre-proposal abstracts with other funding agencies and conservation partners in order to determine level of support, overlap with ongoing work, potential additional collaboration opportunities, and potential coordination of funds.

FY 2023 Equity in Conservation Outreach Cooperative Agreements $1,000,000.00

The primary goal of this outreach opportunity is for NRCS, in collaboration with partners, to expand conservation assistance to historically underserved producers and underserved communities and to provide opportunities for students to pursue careers in agriculture, natural resources, and related sciences. In this Notice of Funding Opportunity (NFO), NRCS requests proposals addressing priority areas listed under “Program Description” in this NFO (see section A). Projects should support outreach activities that encourage diverse and inclusive participation in NRCS programs and introduce conservation planning and climate smart practices to protect farmland ecosystems, watersheds, and wildlife habitat in geographical areas of underserved communities ranging from rural agriculture to urban and small acreage producers. This NFO is being released prior to appropriation and apportionment of funds for fiscal year 2023. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program. The NRCS’s Outreach and Partnerships Division provides leadership to ensure that access to all programs and services is fair and equitable, with attention given to reaching historically underserved producers and underserved communities. Ensuring Research Integrity - Research, Development, and Demonstration $150,000.00

The Office of Research Integrity (ORI) announces the anticipated availability of funds for Fiscal Year (FY) 2023 grant awards under the authority of Sec. 301 of the Public Health Service Act, 42 U.S.C. § 241. ORI seeks projects that will: 1) conduct research, on one of the four focus areas identified below, related to ensuring research integrity and compliance with 42 C.F.R. Part 93; 2) develop innovative approaches/tools/resources based on the results of this research; and 3) demonstrate the impact and/or effectiveness of these approaches/tools/resources. The purpose of this initiative is to provide assistance to recipients to promote the integrity and reliability of PHS-funded research through the development and implementation of innovative practical approaches/tools/resources that improve practices related to one of the following four focus areas: 1) transparency in the reporting of research; 2) effective communication between authors/collaborators for the purpose of avoiding, mitigating, and resolving authorship/collaborator disputes and/or issues related to the integrity of the research (e.g. conflicts of interest, research integrity, rigor, reproducibility, transparency, reliability); 3) handling allegations of research misconduct under 42 C.F.R. Part 93; or 4) interventions to address issues related to research culture and climate (e.g., ultra-competitive environments, toxic workplaces, bullying, harassment, etc.) that can negatively impact the integrity, conduct, quality, and reliability of research. ORI expects that approaches/tools/resources developed through this funding opportunity will be disseminated to and made freely available for use by the PHS-funded research community. This funding opportunity does not support projects with the primary purpose of holding meetings, conferences, or workshops (see opportunity IR-ORI-23-002). ORI anticipates making awards of between $75,000 and $150,000 in total federal share (direct plus indirect) per year, for a project period not to exceed two years (two 12-month budget periods). Recipients will be required to submit a non-competing application for any budget period after the first. (Budget periods are typically 12 months). Continuation award funding will be contingent upon availability of funding, satisfactory performance (including awardee progress towards meeting stated project milestones goals, timely submission of required reports, and compliance with all grant terms and conditions), and the best interests of the government.
