The Office of State and Community Energy Programs is issuing this Funding Opportunity Announcement (FOA) titled Energy Improvements at Public K-12 School Facilities - Bipartisan Infrastructure Law (BIL) - Renew America's Schools. The activities to be funded under this FOA support BIL section 40541 and the broader government-wide approach to support projects that enable replicable and scalable impacts, create innovative, sustaining partnerships, leverage funding and economies of scale, focus on disadvantaged communities, improve student, teacher, and occupant health, enrich learning and growth, assist schools that serve as community assets (e.g., neighborhood cooling centers or disaster recovery shelters), and are crafted thoughtfully within the context of public school facilities (e.g., procurement restraints, construction windows, etc.). Topic Area 1 – High-Impact Energy Efficiency and Health Improvements Proposals contemplated under this topic area will include energy improvements that result in direct reduction to school energy costs, increase energy efficiency, and lead to improvements in teacher and student health, including indoor air quality. Energy cost savings may be realized by reduced loads and/or by demand flexibility and demand response approaches. Topic Area 2 - Innovative Energy Technology Packages Proposals contemplated under this topic include innovative energy technology packages. Applicants may include any improvement, repair, or renovation to a school that incorporates two or more of the following energy improvements: • Energy efficiency measures • Installation of renewable energy technologies • Alternative fueled vehicle infrastructure on school grounds • Purchase or lease of alternative fueled vehicles to be used by a school DOE expects to make a total of approximately $80,000,000 of federal funding available for new awards under this FOA, subject to the availability of appropriated funds. DOE anticipates making approximately 20-100 awards under this FOA. DOE may issue one, multiple, or no awards. Individual awards may vary between $500,000 and $15,000,000. This FOA seeks to advance innovative fish passage technologies by providing data on biological effects and fish passage performance. Technology innovations include: 1) novel solutions that are accompanied by analytical or experimental evidence that has established proof-of-concept and provides a rationale for next steps testing needs in terms of a critical path for research and development leading to market adoption; and 2) innovations to existing technologies that reduce negative impacts to fish, increase performance, show potential to dramatically reduce costs, and/or present applications to novel use cases (e.g., different fish species evaluations, environmental conditions, or types of infrastructure). The development of technical solutions to enable and improve safe, timely, and effective fish passage and protection at hydropower dams can improve hydropower’s environmental performance, supports infrastructure sustainability, and contributes to fish restoration goals. This multitopic FOA is a joint effort between EERE’s Advanced Materials and Manufacturing Technologies Office (AMMTO), the Building Technologies Office (BTO), and DOE’s Office of Electricity (OE). Specifically, the goals of this multi-topic FOA are to: • Validate and demonstrate next generation materials and manufacturing processes including domestic pilot demonstrations and related technologies to support the transition to U.S. manufacturing; • Enable environmentally and socially responsible domestic manufacturing with diversified domestic supply of feedstocks including from recycled goods; and • Mature nascent technologies, processes, and methods that improve the performance and market penetration of clean energy technologies and emerging building efficiency technologies. This FOA will support activities to advance efficiency improvements and enhance manufacturing competitiveness through technological innovation by focusing on three main topic areas: (1) Next Generation Materials and Manufacturing Processes; (2) Secure and Sustainable Materials; and (3) Energy Technology Manufacturing. The multi-topic FOA integrates several identified research opportunities across AMMTO into a single funding opportunity that is intended to fund high-impact RD&D.

The Energy Policy Act of 19921 authorized the Secretary of Energy to establish a fund with the stated purpose of providing competitive grants to federal agencies to assist them in meeting the energy and water conservation requirements of the National Energy Conservation Policy Act (NECPA), 42 U.S.C. 8253 (a)-(b). Through this authority, the U.S. Department of Energy (DOE) Federal Energy Management Program (FEMP) created the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) program to provide direct funding to federal agencies for the development of capital projects to initiate, supplement, improve or otherwise increase the viability and deployment of widespread energy efficiency, renewable energy, climate change mitigation and adaptation-resilience technology at U.S. federal government-owned facilities. Pursuant to 42 U.S.C. 8256 (b) (3), FEMP will make selections and awards through a competitive process detailed in the Federal Agency Call (FAC). FEMP will be seeking to make awards that support achievement of the Administration’s goals for federal leadership in clean energy, climate, environmental justice and equity as described in Executive Order (E.O.) 14057, Catalyzing America’s Clean Energy Economy Through Federal Sustainability, E.O. 14008, Tackling the Climate Crisis at Home and Abroad, and section 543 of the National Energy Conservation Policy Act (Pub. L. 95-619), as amended through the Energy Act of 2020 (Pub. L. 117-58; EA2020), codified at 42 U.S.C. 8253. This is a Request for Information (RFI) issued by the U.S. Department of Energy’s (DOE) Office of State and Community Energy Programs (SCEP). The intent of this RFI is to obtain public input regarding the solicitation process and structure of a DOE Funding Opportunity Announcement (FOA) to fund Sec. 40552, the Energy Efficiency and Conservation Block Grant (EECGB) Competitive Program, which aims to support units of local government including Indian Tribes ineligible for direct formula grants from DOE under the EECGB program to lower fossil fuel emissions and energy use in their jurisdictions, in accordance with the Program’s authorizing legislation, Title V, Subtitle E of the Energy Independence and Security Act of 2007. Specifically, this RFI seeks input on: 1. Potential partnership structures and models to achieve the goals of the provision and leverage the financial investment for deeper impact; 2. Technical assistance needs of applicants and their stakeholders and partners; 3. Program criteria and metrics; 4. The purpose of this RFI is to solicit feedback from industry, academia, research laboratories, government agencies, and other stakeholders on issues related to Community Programs for Organic Waste. EERE is seeking to understand which of these economic, environmental, and social impacts are of highest priority to communities. EERE is also seeking additional information about how to make this program more effective and identify additional technical assistance needs that are most in demand by rural communities.
