Objective Jail Classification Project $100,000.00

Objective Jail Classification (OJC) should be the heart of every jail’s operation. When incarcerated individuals are classified according to their risks and needs, proper management and rehabilitative programs can then be set to address them more successfully. Since the inception of NIC’s Point Additive Classification process, the field has seen increases in female intakes, and changes in the levels of seriously mentally ill and substance-addicted arrestees. Violent gang membership has risen and rival members need to be kept separate but still have their needs addressed equitably.New laws such as the Prison Rape Elimination Act (PREA) have been enacted, which specifically address many functions of a jail’s operation to increase inmate and staff safety that need to be taken into account but were not part of the original process.Accurate inmate classification also plays a key role in determining facility designs for jurisdictions replacing outdated and/or dilapidating jails. Determining the security levels for housing areas and types of recreational and program spaces allows the funding authority to hone in on more precise expenses.

Indian Country Jails-Training and Related Assistance $140,000.00

The jail is a key component of the tribal justice system. Tribal courts, probation, and law enforcement all intersect in scope and mission with Indian Country jails. Given the public service nature, and importance of Indian Country jails, it is essential to recognize them as part of the community. As such, jails play an integral part in public safety, re-entry, reunification, and reducing recidivism.Jails are a complex ecosystem with a variety of challenges. Jail Administrators, correctional staff, tribal leadership, and the Bureau of Indian Affairs (BIA) correctional staff must have knowledge and skills in a wide array of areas to effectively manage and operate a jail in Indian Country. Staffing, health care, budgeting, adequate funding and resources, recruitment, hiring, and retention, aging facilities, jail planning, managing inmate behavior and special populations, appropriate staff training, and a host of other items are all relevant issues for Indian Country jails.Both tribes and the BIA have responsibility in the administration and operation of jails in Indian Country. An overarching mission of safe, secure, and humane facilities guide their work. Additionally, many jails include components of rehabilitation, culturally relevant environments, respect, and dignity. To realize its role, the jail must focus on effective operations and ingrain sound practices and procedures throughout the agency.

Staffing Analysis - Virtual Instructor-Led Training Delivery $120,000.00

In an unprecedented era of staffing shortages, good staffing plans and practices go a long way toward achieving an agency's most important mandate: providing safety for staff, the public, and those in custody. Agencies that conduct a staffing analysis by following an industry-recognized process, will compile and analyze the data necessary to recognize where efficiencies can be made, establish or modify policies that affect staffing, and provide justification for current or future staffing needs.Though well regarded by the corrections community for the quality content and delivery of our in-class training programs, restrictions brought about by the COVID-19 pandemic forced NIC to rethink our instructional delivery methods in order to continue delivering the quality services our constituents deserve and have come to expect. Through this process, we discovered that some training programs are delivered more effectively and result in better outcomes using the virtual instructor-led training (VILT) model. Agencies and personnel that might not have previously been able to attend an in-person training event due to workload or other factors can now participate in this virtual training.NIC is committed to providing the training, technical assistance, and materials to the field to ensure correctional agencies are equipped with the knowledge and tools to deploy staff appropriately and effectively. NIC will expect the provider selected under this program to deliver the virtual instructor-led training curriculum for staffing analysis.
