The Bureau of Educational and Cultural Affairs of the U.S. Department of State (the Bureau) and the U.S. Embassy to Ukraine announce an open competition for organizations to submit proposals for funding through the Bureau’s U.S. Ambassadors Fund for Cultural Preservation – Ukraine Response (AFCP-UR) to carry out urgent projects to preserve and protect cultural heritage in Ukraine impacted by Russia’s unjust and unprovoked war of aggression. The overall intent of this program is to safeguard prominent examples of Ukraine’s cultural heritage. It will support the following activities: Assessment and documentation of risk and damage to cultural heritage sites, objects, and collections. Protection of cultural heritage sites, objects, and collections from theft, damage, or further damage. Stabilization or temporary repair of damaged cultural heritage sites, objects, and collections. Recovery or conservation of cultural heritage objects and collections as conditions allow. Recovery, restoration, or reconstruction of damaged cultural heritage sites as conditions allow. AFCP-UR will support projects in the following two categories: 1) Site-Specific Projects, and 2) Regional Assessment and Rapid Response Projects. Eligible applicants may submit multiple applications and may apply to one or both project categories. Site-Specific Projects: For these projects, an applicant shall carry out protection and stabilization activities at a specific site or for a specific collection. It is expected that an initial damage assessment has already been conducted and can form the basis of a project proposal. Regional Assessment and Rapid Repair Projects: For these projects, an applicant shall identify a geographic area in Ukraine, conduct risk and damage assessments in that area, and prioritize and implement response and recovery activities. FY21 Cultural Property Agreement Implementation Grants No Due Date Given $100,000.00

Administered through the U.S. Cultural Antiquities Task Force, Cultural Property Agreement Implementation Grants support projects that contribute to the implementation of provisions in emergency determinations or cultural property agreements between the United States and foreign governments. This competition is organized through U.S. embassies in countries with which the United States has a signed bilateral cultural property agreement or where emergency import restrictions on archaeological and ethnological material are in effect under the Convention on Cultural Property Implementation Act (19 U.S.C. 2601 et seq). Applications for projects that foster cooperation, build best practices, and engage communities through the following types of activities will be considered: training, inventories, site security and protection, public education and outreach for crime prevention, and supporting sustainable livelihoods.

FY 2023 International Visitor Leadership Program $3,720,000.00

The United States Department of State’s Bureau of Educational Cultural Affairs’ Office of International Visitor’s (ECA/PE/V) announces an open competition for up to four cooperative agreements to support the staff expenses and overhead costs of the FY 2023 International Visitor Leadership Program (IVLP). Launched in 1940, the IVLP is a professional exchange program that seeks to build mutual understanding between the United States and other nations through carefully designed short-term visits to the U.S. for current and emerging leaders. These visits support U.S. foreign policy goals and reflect the participants’ professional interests. Only one proposal will be considered by ECA from each applicant organization. In cases where more than one submission from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review from that applicant. It is the ECA’s intent to award up to four cooperative agreements in FY 2023 for a total of approximately $6,420,000, pending the availability of FY 2023 funding, plus two non-competitive continuations. FY 2023 International Visitor Leadership Program Collaborative Services $3,300,000.00

The U.S. Department of States’ Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V), announces an open competition for the FY 2023 International Visitor Leadership Program (IVLP) Collaborative Services. The IVLP is the U.S. Department of State’s premier professional exchange program. It seeks to build mutual understanding between the United States and other nations through carefully designed short-term visits to the United States for current and emerging foreign leaders. These visits reflect the International Visitors’ professional interests and support the foreign policy goals of the United States. Only one proposal will be considered by ECA from each applicant organization. In cases where more than one submission from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review from that applicant. It is the Bureau’s intent to award one cooperative agreement for one base year plus two non-competitive continuations for an estimated total amount of $3,300,000, pending the availability of funds. The Office of Private Sector Exchange (BridgeUSA) of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the administration of the FY 2023 BridgeUSA STEM Scholarship Fund. The Office plans to issue one cooperative agreement of approximately $260,000, pending the availability of FY 2022 recovery funds that are being carried over for obligation in FY 2023, to implement the BridgeUSA STEM Scholarship Fund in the academic and professional categories. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide approximately 50 STEM scholarships to foreign university students, scholars, and professionals evenly distributed across Africa (AF), East Asia and Pacific (EAP), and Western Hemisphere (WHA) regions. Proposals must include a focus on climate change and should include U.S. partnership collaboration with institutions that focus on various STEM fields shared across continents, including improving understanding of climate systems, developing precision agricultural capabilities, enhancing risk assessment tools, and increasing societal resilience in the face of catastrophic natural or human induced disasters. FY2023 BridgeUSA Journalism and Rule of Law Scholarship Program $100,000.00

The Office of Private Sector Exchange (BridgeUSA) of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the administration of the BridgeUSA Journalism and Rule of Law Scholarship (JROL) Program. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to provide 20 exchange visitors from select European countries with scholarships in the Intern, Trainee, and Specialist program categories of the Exchange Visitor Program. The program will be administered over 36 months from the date the award is made. The award recipient will recruit and select exchange visitors from marginalized populations (social, political, and economic) in Albania, Belarus, Bosnia and Herzegovina, Bulgaria, Estonia, Finland, Georgia, Greece, Hungary, Kosovo, Latvia, Lithuania, North Macedonia, Moldova, Poland, Romania, Russia, Serbia, Slovakia, and Ukraine. BridgeUSA JROL scholarship selection should ensure that at least five countries are represented among the exchange visitors and ensure a balance of exchange visitors with any of the following academic or professional backgrounds: media and communications, governance and rule of law, or public administration and policymaking. Exchange visitors may come from any of these three backgrounds but should be able to demonstrate a clear nexus to journalism and/or rule of law in their intern/trainee/specialist exchange program. The scholarships would be used to cover exchange visitors’ program fees, including placement at a U.S.-based host organization, health benefits coverage, visa fees, SEVIS fees, and airfare. The award recipient shall oversee all aspects of the BridgeUSA JROL Scholarship Program including, but not limited to, recruitment, screening and selection of candidates, distribution of scholarship funds to exchange visitors, placement of exchange visitors with pre-selected host organizations, providing pre-arrival and in-country orientations, monitoring of exchange visitors, and evaluation of program the effectiveness. FY 2023 BridgeUSA Africa Polytechnic Collaboration Initiative $100,000.00

The Office of Private Sector Exchange (BridgeUSA) of ECA will announce an open competition for the administration of the FY2023 BridgeUSA Africa Polytechnic Collaboration Initiative. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) including organizations that represent consortia or other combinations of accredited U.S. community colleges/universities may submit only one proposal to cooperate with BridgeUSA under this competition to provide approximately 20 scholarships to scholars and professionals evenly distributed across participating countries from East Africa (AF) for the FY2023 BridgeUSA Africa Polytechnic Collaboration Initiative. The scholarship will cover BridgeUSA program fees, healthcare benefits coverage, visa fees, SEVIS fees, and airfare. The program should be implemented in a 36-month time frame. The BridgeUSA Africa Polytechnic Collaboration Initiative scholarships would further ECA’s goal of promoting mutual understanding and lasting partnerships between emerging leaders from foreign countries and the United States as well as provide opportunities for BridgeUSA exchange visitors to collaborate with U.S. counterparts and share ideas, approaches, and strategies to develop solutions to pressing local and global challenges and address foreign malign influence in higher education space in the region. This pilot will initially focus on East Africa including the islands along the east coast of Africa: Burundi, Comoros, Djibouti, Democratic Republic of Congo, Ethiopia, Kenya, Madagascar, Malawi, Mauritius, Mozambique, Rwanda, Seychelles, Somalia, South Sudan, Tanzania, Uganda, and Zambia. Proposals should address the combination of at least five countries from the list above and the proposed eligible J-1 categories described under Section C.2.1 Eligible Countries and J-1 Categories. FY 2023 On-Demand Youth Leadership Program $400,000.00

The Bureau of Educational and Cultural Affairs (ECA), Office of Citizen Exchanges (CE), Youth Programs Division announces an open competition for the FY 2023 On-Demand Youth Leadership Program. The On-Demand Youth Leadership Program supports U.S. foreign policy goals by allowing the U.S. Department of State to respond quickly to evolving priorities and support U.S. embassies worldwide to meet mission-specific goals stemming from changing or emerging local conditions.
