FY 2023 Young Transatlantic Innovation Leaders Initiative (YTILI) Fellowship Program $1,050,000.00

The Office of Citizen Exchanges at the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) invites proposal submissions for the FY 2023 Young Transatlantic Innovation Leaders Initiative (YTILI) Fellowship Program. YTILI is a two-way exchange program for emerging entrepreneurs from Europe, ages 25-35, and American professionals. The program is designed to strengthen the transatlantic relationship, develop sustainable partnerships between U.S. and European innovators, promote regional integration and cooperation in Europe, and encourage European governments, businesses, and civil society to improve their innovation eco-systems. The FY 2023 program will support approximately 65 participants, including 50 European business and social entrepreneurs and 15 American business professionals. The defining YTILI program activity is a five-week U.S.-based fellowship for European participants including a four-week placement in a professionally relevant U.S. business and mentorship from American peers in those organizations. The U.S.-based exchange should also provide Fellows with opportunities to complement their professional fellowship through workshops, peer-to-peer learning, and networking activities. Following the U.S.-based program, American participants will travel to select European countries to assist YTILI Fellows implement business action plans and joint projects in their home communities. The YTILI Fellowship Program should also include follow-on alumni engagement activities. Only one proposal will be considered by ECA from each applicant organization. FY 2023 BridgeUSA Ukrainian Academic Fellows Program $500,000.00

ECA’s Office of Private Sector Exchange (BridgeUSA) announces an open competition for the administration of the FY 2023 BridgeUSA Ukrainian Academic Fellows Program. Accredited U.S. colleges and universities (to include community colleges), U.S. consortia of accredited colleges and universities, or U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) are eligible to submit one proposal to cooperate with BridgeUSA to provide between 30 to 45 scholarships for academic participants from within Ukraine. The scholarship will cover BridgeUSA program fees, healthcare benefits coverage, visa fees, SEVIS fees, and airfare. The program will be implemented in a 36-month time frame. The BridgeUSA Ukrainian Academic Fellows Program will focus on Ukrainian academics living in Ukraine in any of the three eligible J-1 categories: Professor, Research Scholar, and Short-Term Scholar. Scholars may be selected from disciplines in any of the following eligible fields: Agricultural Technology, Conflict Resolution/Peace Studies, Engineering, Information Technology, Mental Health, Pedagogy, and Urban Planning (refer to Section C.2.1. for details on eligible J-1 categories and eligible fields). Competitive proposals will demonstrate the ability to place exchange visitors across a wide variety of eligible fields. To ensure maximum program flexibility and in recognition of the challenges created by long-term absences from Ukraine given Russia’s full-scale invasion, the award recipient may have the capability of the Out of Country functionality in SEVIS for eligible J-1 categories to allow for continued program participation from Ukraine.Please see the full announcement for additional information.

FY 2023 BridgeUSA Global STEM Scholarship Fund $360,000.00

The Office of Private Sector Exchange (BridgeUSA) of the Bureau of Educational and Cultural Affairs (ECA) announces an open competition for the administration of the FY 2023 BridgeUSA Global Science, Technology, Engineering, and Mathematics (STEM) Scholarship Fund. The Office plans to issue one cooperative agreement of approximately $360,000, pending the availability of funds, to implement the BridgeUSA STEM Scholarship Fund in the academic and/or professional categories. U.S. accredited colleges/ universities, U.S. consortia of accredited colleges and universities including consortia of community colleges, or U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501(c)(3) who are interested in collaborating with ECA to promote STEM education and career STEM initiatives in the United States, may submit proposals to provide between 20 and 30 STEM scholarships to foreign university students, scholars, and professionals evenly distributed across eligible countries in Africa (AF), East Asia and Pacific (EAP), and Western Hemisphere (WHA) regions. Exchange visitors will be recruited from any of the following eligible academic and professional J-1 visa categories: College/University Students, Interns, Research Scholars, and Trainees. U.S. consortiums representing universities/colleges are encouraged to apply. Proposals must include a focus on climate change and should include U.S. partnership collaboration with institutions that focus on various STEM fields shared across continents, including improving understanding of climate systems, developing precision agricultural capabilities, enhancing risk assessment tools, and increasing societal resilience in the face of catastrophic natural or human induced disasters. FY 2024 Fulbright Teacher Exchange Programs $10,440,000.00

The Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State, announces an open competition for one cooperative agreement to administer the Office's Fulbright Teacher Exchange Programs in Fiscal Year (FY) 2024. For more than 75 years, Fulbright Teacher Exchanges have offered opportunities for educators to learn, teach, consult, observe, and collaborate in classrooms and schools abroad. Fulbright Teacher Exchanges provide professional learning programs for elementary and secondary (K-12) educators in the United States and around the world. Fulbright Teachers develop their educational practice and bring global knowledge, skills, and perspectives to their schools. These educators forge lasting connections that foster mutual understanding and prepare their students to be future leaders, equipped to collaborate with others around the world to address global challenges. Fulbright Teachers’ participation in these programs has a powerful multiplier effect in their classrooms, influencing millions of students around the world over the course of their careers. More specific information for each program component is provided below and in the Project Objectives, Goals, and Implementation (POGI) document. Fulbright Teacher Exchanges are part of the suite of offerings within the Fulbright Program. The Presidentially appointed J. William Fulbright Foreign Scholarship Board (FFSB) is responsible for the programs listed below, and establishes policies and procedures that govern the Fulbright program including overall policy guidelines and selection criteria which are available at the following website: https://eca.state.gov/fulbright/about-fulbright/fulbright-foreign-schol…. The FFSB is responsible for the final selection of all Fulbright candidates. Organizations must ensure compliance with all FFSB policies and procedures and fully and properly identify this program as both a Fulbright Program and a U.S. Department of State Program in all communications. U.S. public and private non-profit organizations or consortia or other combinations of eligible organizations meeting the provisions described in Internal Revenue Code section 501(c)(3) may submit a proposal to cooperate with the Bureau in the administration of the FY 2024 Fulbright Teacher Exchange Programs. Only one proposal will be considered by ECA from each applicant organization. In cases where more than one submission from an applicant appears in grants.gov, ECA will only consider the submission made closest in time to the NOFO deadline; that submission would constitute the one and only proposal ECA would review from that applicant. Applicants should submit one budget that clearly details the costs per program component. Applicant organizations are encouraged to develop synergies across and among program components, look for administrative efficiencies, and explore public and private partnership opportunities with U.S. for-profit and non-profit entities, school districts, and other education stakeholders to increase support for selected U.S. Fulbright educators. U.S. public and private applicant organizations meeting the provisions of a 501(c)(3) must be based in the United States. U.S. Ambassadors Fund for Cultural Preservation - Ukraine Response No Due Date Given $500,000.00

The Bureau of Educational and Cultural Affairs of the U.S. Department of State (the Bureau) and the U.S. Embassy to Ukraine announce an open competition for organizations to submit proposals for funding through the Bureau’s U.S. Ambassadors Fund for Cultural Preservation – Ukraine Response (AFCP-UR) to carry out urgent projects to preserve and protect cultural heritage in Ukraine impacted by Russia’s unjust and unprovoked war of aggression. The overall intent of this program is to safeguard prominent examples of Ukraine’s cultural heritage. It will support the following activities: Assessment and documentation of risk and damage to cultural heritage sites, objects, and collections. Protection of cultural heritage sites, objects, and collections from theft, damage, or further damage. Stabilization or temporary repair of damaged cultural heritage sites, objects, and collections. Recovery or conservation of cultural heritage objects and collections as conditions allow. Recovery, restoration, or reconstruction of damaged cultural heritage sites as conditions allow. AFCP-UR will support projects in the following two categories: 1) Site-Specific Projects, and 2) Regional Assessment and Rapid Response Projects. Eligible applicants may submit multiple applications and may apply to one or both project categories. Site-Specific Projects: For these projects, an applicant shall carry out protection and stabilization activities at a specific site or for a specific collection. It is expected that an initial damage assessment has already been conducted and can form the basis of a project proposal. Regional Assessment and Rapid Repair Projects: For these projects, an applicant shall identify a geographic area in Ukraine, conduct risk and damage assessments in that area, and prioritize and implement response and recovery activities. FY 2023 Community College Administrator Program (CCAP) $500,000.00

The Office of Global Educational Programs of the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) announces an open competition to administer the FY 2023 Community College Administrator Program (CCAP). Accredited U.S. colleges and universities and other U.S. public or private non-profit organizations meeting the provisions described in Internal Revenue Code section 501(c)(3) may submit proposals to design, administer and implement one, approximately five to six-week intensive exchange program including a virtual component and a minimum of three weeks of programming in the United States. The program is designed for foreign participants, including institutional administrators and government officials, with significant responsibilities related to post-secondary vocational and technical education in selected countries. The program will examine the key tenets of community college administration and cutting-edge programs at U.S. community colleges that address local educational and workforce development needs. In support of U.S. foreign policy, the program will build participant skills in community college administration in key areas including, but not limited to, workforce development, leadership, governance, student affairs and student services, program assessment, finance and fundraising, private sector partnerships, community engagement, and distance learning. The successful applicant will provide responsive and flexible programming and exhibit an ability to tailor activities to selected countries’ priorities for vocational and technical education and workforce development that leads to measurable institutional and broader positive change in the sector. ECA, in consultation with the Department’s regional bureaus, embassies/consulates and/or Fulbright Commissions, will select the final participating country or countries to reflect current foreign policy priorities.

FY 2023 Sports Visitor and Sports Envoy Programs $3,640,000.00

The Office of Citizen Exchanges, Sports Diplomacy Division, of the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) announces an open competition for implementation of two exchange programs under a single cooperative agreement: the FY 2023 Sports Visitor and Sports Envoy Programs. U.S. public and private non-profit organizations meeting the provisions described in Internal Revenue Code section 26 U.S.C. 501(c)(3) may submit proposals to implement Sports Visitor and Sports Envoy international exchanges. The Sports Visitor and Sports Envoy Programs support U.S. foreign policy goals and promote key U.S. values, on and off the field, and an understanding of the political, economic, social, and cultural contexts from which they arise. These programs are an effective way to engage priority audiences, including at-risk youth, women, minorities, people with disabilities, and non-English speakers. Sports Visitor Programs designed for elite athlete on-the-field training are ineligible under C.2. “Other Eligibility Requirements" in the NOFO.ECA plans to issue one Cooperative Agreement for a total of $3,640,000 ($2,250,000 for the Sports Visitor Program, $650,000 for the Sports Envoy Program, and $740,000 in one-time funds to support Ukraine activities) to a U.S. public or private non-profit organization for the implementation and oversight of the FY 2023 Sports Visitor and Sports Envoy Programs. The Bureau anticipates that the single award recipient will manage the comprehensive organizational and administrative responsibilities of these programs, and will identify qualified sub-award recipients to implement programming for at least two outbound student-athlete exchanges under the Sports Visitor Program. ECA encourages applicants to detail how sub-awards will be administered and managed. The award will provide funding for approximately 160 Sports Visitor Program participants (100 foreign and 60 U.S.) and 40-50 Sports Envoy Program participants. The applicant is highly encouraged to go beyond these numbers should their expertise lead to cost-efficiencies. Only one proposal will be considered by ECA from each applicant organization. FY 2023 Study of the U.S. Institute for Student Leaders from Pakistan on Comparative Public Policymaking $430,000.00

The Study of the U.S. Branch (ECA/A/E/USS), Office of Academic Exchange Programs, Bureau of Educational and Cultural Affairs (ECA), invites proposal submissions from accredited U.S. post-secondary education institutions (community colleges, liberal arts colleges, minority serving institutions, public and private universities) and other U.S. public and private non-profit organizations (see section C. Eligibility Information in the NOFO) for the design and implementation of one Study of the U.S. Institute (SUSI) for Student Leaders from Pakistan on Comparative Public Policymaking to take place in summer 2024.The SUSI for Student Leaders from Pakistan on Comparative Public Policymaking will provide approximately 20 undergraduate students from Pakistan with a deeper understanding of U.S. society, culture, values, and institutions. The SUSI will be approximately five weeks, including a four-week academic residency and a one-week integrated educational study tour. The study tour must complement the academic residency and should take participants to diverse communities in the United States. This component should include a minimum of three days in Washington, DC. The program should include opportunities for continued follow-on engagement once participants return to Pakistan.
