Notice of Funding Opportunity (NFO) Summary Up to approximately $1 billion will be made available for the Partnerships for Climate-Smart Commodities projects through this funding opportunity, which will build markets and invest in America’s climate-smart farmers, ranchers, and forest owners to strengthen U.S. rural and agricultural communities. Through the Partnerships for Climate-Smart Commodities, USDA will support the production and marketing of climate-smart commodities through a set of pilot projects that provide voluntary incentives through partners to producers and land owners, including early adopters, to: a. implement climate-smart production practices, activities, and systems on working lands, b. measure/quantify, monitor and verify the carbon and greenhouse gas (GHG) benefits associated with those practices, and c. develop markets and promote the resulting climate-smart commodities. Grant agreements under this funding opportunity will be with a single entity, i.e., “partner”; however, USDA encourages multiple partners to coordinate on projects. A range of public and private entities are eligible to apply, as described in Section C of the Full Announcement which can be found in the Related Documents tab of this opportunity. Proposals must provide a plan to pilot implementation of climate-smart agriculture and/or forestry practices on a large-scale, including meaningful involvement of small or historically underserved producers, consistent with spirit of the Justice40 initiative; a quantification, monitoring, reporting, and verification plan; and a plan to develop markets and promote climate-smart commodities generated as a result of project activities. Funding will be provided through two funding pools. Proposals in the first funding pool (requests for amounts from $5 million to $100 million per proposal) will be large-scale pilot projects that emphasize the greenhouse gas benefits of climate-smart commodity production and include direct, meaningful benefits to a representative cross-section of production agriculture, including small and/or historically underserved producers. Proposals in the second funding pool (requests for amounts from $250,000 to $4,999,999 per proposal) are limited to particularly innovative pilot projects with an emphasis on · enrollment of small and/or underserved producers and/or · monitoring, reporting, and verification activities developed at minority-serving institutions. All projects must be tied to the development of markets and promotion of climate-smart commodities. For the purposes of this funding opportunity, a “climate-smart commodity” is an agricultural commodity that is produced using agricultural (farming, ranching, or forestry) practices that reduce greenhouse gas emissions or sequester carbon. Markets for climate-smart commodities may include companies or processors sourcing climate-smart commodities to meet internal targets or other supply chain goals, biofuel and renewable energy markets, companies seeking to sell branded consumer products, or other opportunities that could provide a premium or additional revenue for participating producers and land owners. Sufficient incentives to encourage producer participation, as well as, generation of verifiable greenhouse gas reductions and carbon sequestration are critical to project success and will be considered in the evaluation criteria. Projects or activities under CIG must comply with all applicable federal, tribal, state, and local laws and regulations throughout the duration of the project; and Use a technology or approach that was studied sufficiently to indicate a high probability for success; Demonstrate, evaluate, and verify the effectiveness, utility, affordability, and usability of natural resource conservation technologies and approaches in the field; Adapt and transfer conservation technologies, management, practices, systems, approaches, and incentive systems to improve performance and encourage adoption; Introduce proven conservation technologies and approaches to a geographic area or agricultural sector where that technology or approach is not currently in use. Technologies and approaches that are eligible for funding in a project’s geographic area using an EQIP contract for an established conservation practice standard are ineligible for CIG funding, except where the use of those technologies and approaches demonstrates clear innovation. NRCS is announcing the availability of CIG On-Farm Conservation Innovation Trials (On-Farm Trials) to stimulate the adoption and evaluation of innovative conservation approaches in partnership with agricultural producers. For 2020, applications are accepted from eligible entities for projects addressing at least one priority listed in this announcement. Up to $25 million is available for On-Farm Trials in 2020. NRCS easement programs restoration and stewardship assistance. $1,000,000.00

The Wetlands Reserve Program (WRP) was authorized as part of the Food Security Act of 1985, Title XII, Public Law 99-198 (7 U.S.C. 1281), as amended; Food, Agriculture, Conservation and Trade Act of 1990, Public Law 101-624, as amended; Omnibus Budget Reconciliation Act of 1993; Federal Agriculture Improvement and Reform Act of 1996; Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act of 1998 and Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriations Act of 2001 and as amended, Farm Security and Rural Investment Act of 2002 and Section II of the Food, Conservation and Energy Act of 2008, Public Law 110-234 authorized the Secretary of Agriculture to provide technical assistance under this program to eligible producers.

It was repealed as part of the Agricultural Act of 2014, Title II of Public Law 113-79. However, funds have been authorized for the remaining restoration needs for this program.The Agricultural Conservation Easement Program (ACEP) was established under the Agricultural Act of 2014, Public Law 113-79 Section 1265C (b)(4) (16 U.S.C. 3865). This authorized NRCS to establish the agricultural conservation easement program for the conservation of eligible land and natural resources through easements or other interests in land and combines the purposes and coordinates the functions of the wetlands reserve program, the grassland reserve program, and the farmland protection program. Under Agricultural Conservation Easement Program – Wetland Reserve Easements (ACEP-WRE), NRCS restores, protects, and enhances wetlands and associated uplands.The purpose of the NRCS easement programs (ACEP-WRE, WRP) is voluntary conservation by landowners.

The easement programs promote the restoration, enhancement, protection, maintenance and management of wetland systems and associated uplands that would contribute significantly to functions and values of these habitats. Through the easement programs, landowners may receive assistance to install or implement structural and/or vegetative and associated upland restoration practices on eligible land. The easement programs allow NRCS to request the services of, and enter into cooperative agreements with, non-Federal entities to assist in providing specialized assistance necessary to implement restoration plans..Applicants will be responsible for assisting NRCS and landowners by providing technical assistance necessary to design and implement ACEP-WRE and WRP restoration plans, while at the same time improving and protecting habitats for environmental benefits. Performance may include any part or all operations necessary to design, construct, inspect, manage, and monitor various restoration, enhancement, and creation practices. Performance may also include other restoration-related conservation practices that meet NRCS standards and specifications. TN FY2021 Collaborative Outreach for Natural Resources Conservation $25,000.00

The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is announcing the availability of funding for the purpose of leveraging NRCS resources to encourage collaboration with partners in providing farm bill program outreach to historically underserved groups.
