PROGRAM DESCRIPTION The U.S. Embassy in Kyiv, Ukraine (Embassy Kyiv), in collaboration with the Bureau of Population, Refugees, and Migration (PRM), is pleased to welcome proposals for projects via the Julia Taft Refugee Fund from potential partners working in the area of refugee protection in Ukraine. Program Objectives The U.S. Department of State’s Julia Taft Refugee Fund responds to critical gaps in refugee assistance by funding durable solutions to the problems refugees and other displaced persons face. The intent of this initiative is to provide U.S. ambassadors with the means to respond to critical gaps that have not been addressed in larger multilateral refugee programs. The Taft Fund is intended for projects that include a target beneficiary base of at least 50 percent refugees, internally displaced persons, or returned refugees. PRM is also interested in supporting projects to prevent and resolve statelessness and seeks to support local organizations to support equal access to protection, assistance, and other solutions for LGBTQI+ refugees, internally displaced persons, and stateless persons. Consideration for support is also given to projects that benefit both populations of concern and their host communities. The Julia Taft Refugee Fund is not meant as an emergency fund. B. Development Cooperation Partnership (DCP) Program $100,000.00

A. PROGRAM DESCRIPTION U.S. Embassy Kyiv’s Office of the Assistance Coordinator announces an open competition for organizations to submit applications for the tenth round of the DCP to continue building U.S. foreign assistance partnerships with 11 partner donor governments (PDGs) in Central and Eastern Europe aimed at supporting aspirations of the Ukrainian people for European integration, democratic transformation, peace, and security. Please carefully follow all instructions below. Priority Region: EUR (Ukraine) This notice is subject to availability of funding. Funding Instrument Type: Grant Program Objectives: The U.S. Department of State Office of the Assistance Coordinator for Europe and Eurasia (EUR/ACE) has launched the tenth round of the DCP program in Ukraine to continue building U.S. foreign assistance partnerships with 11 partner donor governments in Central and Eastern Europe: Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia. Through the DCP initiative, the United States builds partnerships with these partner donor countries by co-financing joint foreign assistance activities aimed at sharing the PDGs’ transition and EU integration experiences with Ukraine, and promoting Ukraine’s legislative, economic, social, and technological approximation to EU standards in light of recent approval of EU candidate status for Ukraine. EUR/ACE has identified the following priority objectives for the tenth round of DCP funding: Energy and Cyber Security: The U.S. Embassy Kyiv’s Office of the Assistance Coordinator will consider proposals that improve energy and cyber security in Ukraine. On energy, proposals could support Ukraine’s efforts to improve the legislative and regulatory environment for the energy sector and comply with EU and Energy Community requirements. Proposals could also enhance energy diversification by improving the ability of Ukraine to plan, implement, and sustain energy projects, including clean technology and renewable energy initiatives, and by increasing opportunities for Western investment. Cyber activities could include proposals to assist Ukraine to develop critical cybersecurity capacities within the public and private sector, promote public awareness of cybersecurity and cyber hygiene, strengthen detection and response mechanisms, or develop curricula for cybersecurity training. Access to Western Markets: The U.S. Embassy Kyiv’s Office of the Assistance Coordinator will consider proposals that increase integration with Western markets, establish a fair and transparent business environment, and increase opportunities for U.S. investment and trade. Proposals could include facilitating the implementation of relevant EU and international standards, improving the ease of doing business, or enhancing the ability of private sector companies to compete in Western markets and increase exports. Strengthening Resilience through Democratic Consolidation: The U.S. Embassy Kyiv’s Office of the Assistance Coordinator will consider proposals that build greater democratic resilience in Ukraine. This could include proposals to strengthen independent media and civil society organizations, combat disinformation, improve media literacy, approximate EU legislation in judicial and anti-corruption areas, bolster democratic institutions, and increase government transparency and accountability, including through e-governance capabilities and decentralization reform and other efforts needed to narrow the space for corruption to occur. The tenth round of the DCP will also consider environmental journalism proposals to raise public awareness about the facts of environmental crimes and to record environmental war crimes. Societal Resilience & Protection: The U.S. Embassy Kyiv’s Office of Assistance Coordinator invites PDGs’ organizations to submit social protection proposals under the tenth round of the DCP program in Ukraine. This could include services provided to women and children, who have been the victims of war crimes, including the victims of the gender bases violence (GBV), and accountability & oversight element of holding individuals responsible for GBV; uninterrupted provision of social services to refugees, internally displaced people (IDPs), vulnerable and war-affected populations, including support for critical local and regional government functions and provision of education. The proposals may include training of social service professionals to continue providing social protection services, psycho-social support, psychological and physical rehabilitation of war victims and war veterans. Programmatic Restrictions: The DCP Program is limited to the abovementioned key thematic areas, and is unable to consider proposals that involve: Physical infrastructure projects, including reconstruction, renovations, repair works. Humanitarian assistance projects, including the provision of emergency food, shelter, or relief commodities to vulnerable populations. Humanitarian demining operations. Participants and Audiences: A typical assistance activity will likely be a joint project, implemented with one donor partner in Ukraine, for which the U.S. cost share will be no more than 50 percent. No single U.S. contribution may exceed $100,000. Multiple PDG partners may contribute to the same activities, and implementing organizations may include government entities, research institutions, and/or nongovernmental organizations. Most DCP activities will likely entail co-financing new projects. U.S. Embassy Kyiv, however, may consider other means of collaboration, such as co-financing existing U.S. or PDG assistance activities or enhancing ongoing U.S. assistance activities by facilitating the participation of PDG officials or PDG-identified experts. Selected activities should include a significant amount of content from institutions, advisors or other sources of knowledge in the PDG countries in order to meet the DCP objective of fostering the transfer of transition experience to the beneficiary country. There is no limitation on the number of proposals submitted from one organization. B. Public Diplomacy Small Grants - EDUCATION $50,000.00

A. PROGRAM DESCRIPTION The U.S. Embassy Kyiv announces an open competition for organizations to submit applications to carry out a Public Diplomacy Small Grants – EDUCATION Program. This Program is subject to availability of funding from the U.S. Government. Priority Region: Ukraine Program Objectives: The U.S. Embassy Kyiv announces the 2022 Public Diplomacy Small Grants - EDUCATION Program to support projects aimed at the post-war Ukraine’s restoration with an assistance from the academic community. Pending availability of funds, the U.S. Embassy will award small grants to Ukrainian non-governmental, not-for-profit organizations (NGOs) to administer the projects in collaboration with counterparts in education (secondary schools, colleges and universities). The U.S–Ukraine collaboration is highly recommended, should be clearly justified, and will be considered an advantage of the project during the competition. Specific thematic priorities for the projects: 1. Collaboration between educational institutions, local administrations, and businesses to support regional economic recovery and development. 2. Career advising and re-training opportunities for IDPs, veterans and individuals with disabilities. 3. Support of educational services continuity and access to educational information for educational institutions that suffered the most from Russian invasion. 4. Developments of educational tools to support Ukraine's recovery in the areas of Treatment of PTSD, Biomechanics and Prosthetics, and Urban Planning 5. Civic Education - development of methodology for teaching civic education courses, primarily, history, at secondary and post-secondary educational institutions. Projects’ specific requirements are: • The project must be tailored towards Ukrainian audiences at the secondary and higher education levels; • All project activities supported by the U.S. Embassy grant should take place in Ukraine; • Substantive U.S. component is highly recommended; • The length of the project may be up to one year. *The projects at the maternity and elementary school levels are not eligible Registration requirements All organizations applying for federal assistance must register at the System for Award Management (SAM.gov) portal and have an active registration before an award can be made, and through the entire length of the project. Any applicant listed on the Excluded Parties List System (EPLS) in the System for Award Management (SAM) is not eligible to apply for an assistance award in accordance with the OMB guidelines at 2 CFR 180 that implement Executive Orders 12549 (3 CFR, 1986 Comp., p. 189) and 12689 (3 CFR, 1989 Comp., p. 235), “Debarment and Suspension.” Additionally, no entity listed on the EPLS can participate in any activities under an award. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding. 3.2. This competition does not support proposals focused on kindergarten and primary education. 3.3. This competition does not support any partisan or political activities. E. A complete application package consists of the following documents: an application form with relevant attachments and a separate budget spreadsheet calculated in USD (Excel document). Providing false or misleading information in an application or failure to furnish all information or comply with stated requirements will result in disqualification from the competition. Applicants must set forth full, accurate, and complete information in English only, on the items mentioned below. Project Description, Timeline/Activities Plan: A clear overview of the project, as well as project focus, need and objectives, should be indicated in the proposal. The Embassy Public Diplomacy Grants Committee will closely consider whether the overall objectives lead to attaining educational reform goals in Ukraine. Applicants should describe what they propose to do, how they will do it and how they will measure activities’ effectiveness (see below). The Grants Committee will evaluate the activities planned in terms of their relevance to project focus and objectives, the feasibility of the proposed activities, and the sustainability of the project. Project Monitoring and Evaluation Plan: Proposals should have a clear monitoring and evaluation plan to ensure proper implementation of the project. Proposals should identify specific measurable objectives and include a plan for gathering data before and after the project to illustrate whether objectives were met. Organizational Capacity: Proposals must include a clear description of the project management structure and previous experience with similar projects. Besides general organization information, this section must also identify the proposed managerial structure and staffing plan for the project. Applicants must demonstrate the ability and commitment to complete the project. Project outcome and sustainability: Proposals should clearly state what results they expect to attain and how it will change their institution, field, community, society. It is expected that the projects have a short-term outcome (result of the project itself) and a long-term impact. Applicants are expected to provide their vision for the period when the project funding ends through the period when the long-term outcome becomes visible, which will illustrate how sustainable the project and its concept are without an external funding. It should not be expected that the U.S. Embassy continues the project funding in the future. Budget Justification: All applicants are required to provide a separate file in excel format to describe each of the budget items in detail. Costs should be reasonable and realistic in relation to the project activities: • Allowable costs are those directly related to the project activities, and do not include the regular operational costs of the applicant. • Requests for equipment may be under 30% of the overall proposal budget. • The project encourages but does not require organizations to provide cost-share and/or coordinate funding with other donors. • Costs incurred before the official grant period begins (pre-award costs) will not be reimbursed. Funding Restrictions: Proposals may not include funding requests for the following: • Office rent and utilities; • Capital improvements, such as construction and renovation; • Purchase of vehicles; • Activities that convey the appearance of partisanship or support for electoral campaigns; • Social welfare activities; • Academic or analytical research (if not part necessary to accomplish a larger project); • Scholarships; • Entertainment, including receptions, social activities, ceremonies, cocktail parties, guided tours; • Travel to the United States and activities in the United States; • Writing novels or non-fiction books; • Alcoholic Beverages. Guidelines for Budget Justification Personnel and Fringe Benefits: Describe the wages, salaries, and benefits of temporary or permanent staff who will be working directly for the project, and the percentage of their time that will be spent on the project. Travel: Estimate the costs of travel and per diem for this project, for project staff, consultants or speakers, and participants/beneficiaries. If the project involves international travel, include a brief statement of justification for that travel. Equipment: Describe any machinery, furniture, or other personal property that is required for the project, which has a useful life of more than one year (or a life longer than the duration of the project), and costs at least $5,000 per unit. Supplies: List and describe all the items and materials, including any computer devices, that are needed for the project. If an item costs more than $5,000 per unit, then put it in the budget under ‘Equipment’. Contractual: Describe goods and services that the applicant plans to acquire through a contract with a vendor (outsourcing). Also describe any sub-awards to non-profit partners that will help carry out the project activities. Other Direct Costs: Describe other costs directly associated with the project, which do not fit in the other categories. For example, shipping costs for materials and equipment, bank fees or applicable taxes. All ‘Other’ or ‘Miscellaneous’ expenses must be itemized and explained. Indirect Costs: These are costs that cannot be linked directly to the project activities, such as overhead costs needed to help keep the organization operating. If your organization has a Negotiated Indirect Cost Rate (NICRA) and includes NICRA charges in the budget, attach a copy of your latest NICRA. Organizations that have never had a NICRA may request indirect costs of 10% of the modified total direct costs as defined in 2 CFR 200.68. Cost Sharing: refers to contributions from the organization itself, partner organizations or other sponsors. It also includes in-kind contributions such as volunteers’ time and donated venues. *Currency for calculations is U.S. Dollars. Civil Society Program to Counter Disinformation in Ukraine $1,975,000.00

A. Project Description A. Project Description The U.S. Department of State, U.S. Embassy Kyiv announces an Open Competition for organizations interested in submitting applications for projects that support combatting disinformation and malign narratives spread via social and traditional media in Ukraine. A.1 Background The U.S. Embassy in Kyiv announces a call for institutional partners with extensive experience and capacity in training and outreach among Ukrainian non-governmental and media organizations in the field of countering disinformation to submit proposals for sustaining the efforts of such Ukrainian organizations by conducting and funding a small grants competition. The grants competition would provide funds to successful applicants to combat disinformation and malign narratives spread via social and traditional media in Ukraine. Subject to availability of funds, the Embassy will award a grant as described below to an organization. The successful applicant must have previous experience managing the award amount in Section A or greater and must demonstrate capacity to manage a nation-wide grants competition in countering disinformation. The criteria for the competition should ensure that proposals be tailored toward Ukrainian audiences, and all project activities supported through these funds should take place in Ukraine. Proposed projects should demonstrate sustainability after their completion and include monitoring and evaluation plans. The length of the project may be up to two years. Individual projects may be funded at a range between $40,000 and $150,000. A.2 Goals Projects should Empower citizen activists engaged in the broad effort to combat malign narratives and disinformation. Analyze information identified via data analytical tools and open-source digital research and disseminate that analysis to the public, media/journalists, government bodies, international partners, and other relevant groups. Conduct outreach to specific Ukrainian audiences in an effort to reduce their vulnerability to disinformation, misinformation, and malign narratives. Projects should be designed to achieve the following: Objective 1: Support the work of established activists, media, volunteers, and civil society organizations to assertively combat disinformation. Objective 2: Collect and analyze data on disinformation campaigns via both open source and data analytical tools to inform target audiences (media, activists, volunteers, and civil society organizations) and award implementer. Objective 3: Identify relevant information that will be disseminated to the media/journalist. A.3Main Activities To achieve the goals and expected results, the program should include the following: Active coordination with other organizations including, but not limited to, activists, media, volunteers, and civil society organizations engaged in similar efforts, relying on existing networks (Note: Projects could provide support to smaller organizations already involved in combating disinformation to continue their work. Projects that use data analysis and digital forensics from their own or other existing organizations active in Ukraine will be viewed favorably.). Provide resources, including in online format. Empower and support activists, possibly through trainings and other methodology. Support subawards to established and effective grassroots-level organizations. Research and analysis of open-source materials regarding disinformation campaigns targeting Ukraine. Development and/or use of existing data analytical tools to collect and analyze data on disinformation efforts in Ukraine. Development of informational products to be shared with media/journalists to reduce their vulnerability to disinformation, misinformation, and malign narratives. Information sessions specifically for media/journalists on combatting disinformation, misinformation and malign influences and the role of media in this effort. The proposal may be based on “business as usual” environments, where international travel, large public gatherings, and other programming parameters are unaffected by public health constraints; however, it should include your ideas on how to execute the desired project goals in a manner that accounts for restrictions on public gatherings and travel, as well as public health concerns. C. ELIGILIBITY INFORMATION 1. Eligible Applicants The following organizations and individuals are eligible to apply. Individuals: Any Ukrainian citizen, with permanent residency in Ukraine, who is an alumnus or alumna of one or more of the following U.S. Government-funded exchange and training programs is eligible to apply. · Programs funded by the State Department’s Bureau of Educational and Cultural Affairs, including the Future Leaders Exchange (FLEX), Global UGRAD, Edmund S. Muskie Graduate Exchange Program, Fulbright Exchanges, Teacher Exchanges, International Visitor Leadership Exchange Program, and the Professional Fellows Program, others. · Participants of other State Department-funded programs, such as press tours and tech camps. · Exchange and training programs funded by the U.S. Agency for International Development, the U.S. Department of Agriculture (such as the Faculty Exchange Program), and the Department of Commerce, including SABIT training, others. · The Open World Leadership Program, funded by the U.S. Library of Congress. Organizations: A registered Ukrainian non-governmental, non-profit organization is eligible if: 1) An individual U.S. government exchange program alumnus or alumna is a member, and 2) That exchange program participant will have a significant role in the planning and implementation of the project to be supported with Alumni Small Grant Program funds. 3) Groups with a clear connection to U.S. government alumni networking, such as alumni associations, are also eligible. Individuals and Organizations Not Eligible to Apply: U.S. and third-country organizations or individuals are not eligible.
