FY22 National Network Cooperative Agreement to the National Railroad Passenger Corporation $498,906,450.00

Pursuant to the Extending Government Funding and Delivering Emergency Assistance Act, Pub L. 117-43 and Further Extending Government Funding Act, Pub L. 117-70, the Federal Railroad Administration is to make available to Amtrak $498,906,450 to cover Operating, Capital, Debt Service and American Disabilities Act (ADA) expenses of which $27,234,150 will be used for ADA expenses until December 31, 2024 or until expended. In order to receive these funds, Amtrak must complete the grant application and submit the following items electronically: (a) Application for Federal Assistance SF-424; (b) Statement of Work, (c) A description of the projected operating and capital costs for the upcoming fiscal year for Northeast Corridor activities, including train services and infrastructure, and National Network activities, including State-supported routes and long-distance routes, in comparison to prior fiscal year actual financial performance; (d) A description of the capital projects to be funded, with cost estimates and an estimated timetable for completion of the projects covered by the request; (e) An assessment of Amtrak's financial condition; (f) SF-424B Assurances Non-Construction Programs; (g ) SF- 424D Assurances Construction Programs; and (h) Signed copies of the U.S. Department of Transportation Federal Railroad Administration Assurances and Certification forms (http://www.fra.dot.gov/downloads/admin/assurancesandcertifications.pdf).

FY22 Rail Safety Innovations Deserving Exploratory Analysis (Rail Safety IDEA) $400,000.00

Innovations Deserving Exploratory Analysis (IDEA) programs explore promising but unproven concepts with the potential to advance specific surface transportation systems. The Rail Safety IDEA program investigates innovative concepts and methods to improve safety and performance of railroads. The Federal Railroad Administration (FRA) endeavors to provide funding for the Transportation Research Board (TRB) of the National Academy of Sciences (NAS) to continue to carry out the Rail Safety IDEA program. FRA funding for the Safety IDEA program has been provided since October 2002. FRA joined the Federal Motor Carrier Safety Administration (FMCSA), as a joint sponsor of the Safety IDEA program. FMCSA has been funding the Safety IDEA program since the program started in October 2001. In 2013, the Rail Safety IDEA program has become completely independent and separate from the FMCSA; therefore, all projects funded by this Grant must be railroad related projects. The Rail Safety IDEA programs explore innovative concepts that are initiated and proposed by researchers, inventors, universities, or companies, both within and outside the usual transportation research community.

FY22 Wireless Digital Train Line (WiDTL) for Passenger Trains - Phase IV $173,000.00

Study a Wireless Digital Trainline (WiDTL) system for passenger and freight rail services, to investigate the feasibility of providing a wireless interconnect approach for passenger trainline signaling and communication that meets and exceeds the railroad requirements regarding robustness, manageability, and performance provided by the current analog trainline system. This includes identifying and evaluating existing and upcoming technologies that are feasible for wireless trainline operation, utilizing comprehensive modeling and computer simulations.
