Study a Wireless Digital Trainline (WiDTL) system for passenger and freight rail services, to investigate the feasibility of providing a wireless interconnect approach for passenger trainline signaling and communication that meets and exceeds the railroad requirements regarding robustness, manageability, and performance provided by the current analog trainline system. This includes identifying and evaluating existing and upcoming technologies that are feasible for wireless trainline operation, utilizing comprehensive modeling and computer simulations.

Innovations Deserving Exploratory Analysis (IDEA) programs explore promising but unproven concepts with the potential to advance specific surface transportation systems. The Rail Safety IDEA program investigates innovative concepts and methods to improve safety and performance of railroads. The Federal Railroad Administration (FRA) endeavors to provide funding for the Transportation Research Board (TRB) of the National Academy of Sciences (NAS) to continue to carry out the Rail Safety IDEA program. FRA funding for the Safety IDEA program has been provided since October 2002. FRA joined the Federal Motor Carrier Safety Administration (FMCSA), as a joint sponsor of the Safety IDEA program. FMCSA has been funding the Safety IDEA program since the program started in October 2001. In 2013, the Rail Safety IDEA program has become completely independent and separate from the FMCSA; therefore, all projects funded by this Grant must be railroad related projects. The Rail Safety IDEA programs explore innovative concepts that are initiated and proposed by researchers, inventors, universities, or companies, both within and outside the usual transportation research community.

Provide program funding for Operation Lifesaver, Inc., using funds designed and provided under the approved budget for the Federal Railroad Administration's Office of Safety for fiscal year 2022.

This program funds projects that improve the safety, efficiency, and reliability of intercity passenger and freight rail.

This is a Congressional appropriation to fund the Short Line Safety Institute (Institute), a 501(c)(3) organization whose mission is, "to provide the leadership to enhance the safety culture and safety performance of short line and regional railroads through voluntary, non-punitive partnerships." The Institute's Strategic goals are to enhance and improve safety practices and to increase the short line and regional railroad industry's culture of commitment to safety. The Institute will address these strategic goals through Four Pillars of activities: safety culture assessments, education and training, research, and communications.

The Passenger Rail Investment and Improvement Act of 2008 (PRIIA) Section 212 requires establishment of a Northeast Corridor Commission (NEC Commission). The NEC Commission was established “to promote mutual cooperation and planning pertaining to the rail operations and related activities of the Northeast Corridor.” The statute requires several deliverables, including a statement of goals, recommendations, access costs and a report on Northeast Corridor economic development. The NEC Commission is comprised of 18 voting members, nine of which represent each of the eight states and the District of Columbia, five of which represent the U.S. Department of Transportation, and four of which represent Amtrak.
