Priority Region: Nablus, Gaza, Ramallah, Jerusalem, and Hebron Program Objectives: GOALS The main goal of this program is to equip participants with English language (EL) skills and an understanding of American culture, society, history, current issues, and values, with the expectation that this will lead to greater opportunities for mutual understanding and mutually beneficial partnerships and cooperation between Palestinians and Americans. As such, the program should develop participants’ oral, written, and digital communication skills to enable them to communicate more effectively and confidently in English. OBJECTIVES Successful proposals must be designed to achieve all of the following objectives: A- To engage participants in intercultural group work and project-based learning on themed topics related to American culture, values, society, history, and current issues. B- To improve participants’ EL verbal and written communication skills and ability to engage with Americans in English on complex topics while increasing their comfort with and willingness to engage with Americans generally. C- To increase confidence in using English in professional settings to advance participants’ careers. Participants and Audiences: This program should target a group of adults ages 30-45 from a diverse range of professions and backgrounds in Nablus, Gaza, Ramallah, Jerusalem, and Hebron. The cohort should have an intermediate level of English language proficiency, indicate interest and motivation to improve their English language abilities, and lack access to traditional opportunities for doing so. Recruitment of participants should be through an online application which can also be promoted through social media networks with the assistance of the U.S. Office of Palestinian Affairs. A total of at least 200 participants should be recruited for this iteration of the program. It is anticipated that the impact of the program will extend beyond the 200 direct beneficiaries to hundreds more of their family members, friends, associates, and co-workers. B. This could be done through any of the following specific proposal objectives, but is not limited to: · Increase ability of groups within Palestinian society to communicate their narratives, build mutual understanding, exchange culture, and access audiences in the United States and internationally through English Language · Enhance employability, proficiency, and/or careers of Palestinian professionals through improved English Language skills tailored to various professional fields including but not limited to tourism, banking/finance, journalism, medicine, legal, and/or academia/teaching/education. Special Consideration will be given to proposals that demonstrate how the program advances equity with respect to race, ethnicity, religion, income, geography, gender identity, sexual orientation, and/or disability Participants and Audiences: Proposals may target various groups within Palestinian society, including but not limited to: pre-high school aged students, youth or children (less than 15 years old); college students and young adults; professional adults with intermediate or above English language skills looking for higher level English language skills for their profession; parents and/or family members of students. This is an open call for proposals and this list of potential audiences is not exhaustive. B. The Sustainable U.S.-Palestinian Higher Education Partnerships is designed to partner with U.S. Higher Education Institutions (HEIs), U.S. Not-for-Profit Organizations, and Palestinian to implement activities which advance the applicant’s goals and the U.S. OPA-PD mission: to advance a comprehensive and lasting peace through a negotiated two-state solution to the Israeli-Palestinian conflict and the development of a vibrant, representative, and responsive Palestinian civil society, private sector, and governing institutions through substantive engagement with American people, institutions, ideas and ideals in order to improve American-Palestinian relations and create greater opportunities for mutually beneficial partnership and cooperation. Priority Region: Jerusalem, West Bank, and/or Gaza Program Objectives: All proposed projects must aim to advance the OPA-PD mission goals stated above, a partnership between American and Palestinian institutions, and achieve at least one of the following specific objectives: 1. Internationalization: Supports Palestinian universities’ global and regional integration and prepares students to become globally-empowered citizens. 2. Relationships: Reinvigorates or builds upon existing partnerships or brings a new U.S. university or education sector partner to the Palestinian higher education landscape. The partnership agreement should delineate a well-defined purpose and objectives that align with the objectives of the respective institutions. Given the unique conditions of the global pandemic, it is not required that such partnership agreement be finalized at the time of proposal submission but a letter of intent from each institution to complete such an agreement should be included if a full agreement is not.3. Sustainability: The proposal should clearly demonstrate how both institutions will successfully sustain the relationship after the end of the U.S. government-funded award and how this partnership will be embedded within the institutional framework of bothorganizations.Successful proposals should incorporate the following elements:1. The proposal should establish a partnership and joint activities that support thedevelopment of a substantive and long-term linkage between the cooperating U.S. andPalestinian educational institutions to encourage collaboration; engagement at theadministrative and faculty level (and student-level as appropriate); and the sharing ofknowledge and expertise.2. The proposal should explain the importance of the area of collaboration for both highereducation institutions and how it aligns with their priorities; provide details about theproposed internationalization model and how it will operate; and clearly show how theexpected results will help the partnering organizations achieve their objectives.3. The proposal should contain clearly stated, measurable goals and objectives, and specificindicators of success along with a plan for measuring those indicators to evaluate theproject’s success in achieving its goals and objectives. Use of Specific, Measurable,Attainable, Relevant, and Time-bound objectives (SMART) is recommended.4. While there are no requirements about specific subject matter/fields of collaboration, theOPA hopes to fund a partnership with this award that is not purely focused on Englishlanguage capacity building, since the U.S. government has many other resourcessupporting this field. This could include building upon previous programs or launching new initiatives with alumni from past projects. • Grassroots elements that support underserved communities. The project proposal does not need to have an Israeli element or a component of bringing Israelis and Palestinians together, but it must be building the conditions and laying the groundwork for a negotiated solution to the Israeli-Palestinian conflict. Please describe your theory of change and how you believe your project serves this goal as part of your proposal. The work plan should identify clear problems related to the strategic goals described herein, and propose feasible solutions based on a concrete and coherent methodology to address the problems identified. Program Objectives: All proposed projects must aim to advance the U.S. OPA-PD mission goals stated above, contain a substantive American element, and achieve all the following specific objectives: Execute a Women Entrepreneurs Expo (Bazaar) in Jerusalem and lead-up and follow-on activities for Palestinian women entrepreneurs to: enhance participants’ entrepreneurial skills improve the quality and diversify the range of products and services offered by the participants. empower these entrepreneurs to expand their businesses to new markets; and promote shared economic prosperity between Palestinians and Americans. Establish connections for Palestinian women entrepreneurs with American experts to advance Palestinian modernization of sales platforms (virtual and in person) and improve the quality of products and services, bringing about growth and transformation. Help scale participants’ businesses to the next level through group and individual coaching to Palestinian women entrepreneurs by local Palestinian businesswomen and community members as well as mentors, peers, or experts in the United States to Participants and Audiences: Palestinian women entrepreneurs, artists, designers, including but not limited to participants in previous Annual U.S.-supported Palestinian Women’s Micro-Enterprise Bazar. Entrepreneurial & Economic Empowerment (E3) Hub $150,000.00

The U.S. Office of Palestinian Affairs E3 Hub is established as a center to focus on entrepreneurial competencies, economic empowerment, and advancement of employment skills of Palestinians audiences. Activities may include joint performances, exhibits, workshops, tournaments, trainings, and projects/works. 4. Support civil society organizations working on youth initiatives and civic participation, including to promote effective, nonviolent activism. 5. Provide students with skills and experiences needed to be more competitive for higher education and employment opportunities. May include soft skills, English skills, technology skills and other skills that will prepare them for success. 6. Support trade and economic growth through encouraging Palestinian businesses to adopt an outward orientation and integration into world supply chains. 7. Foster awareness and understanding of common/shared economic interests of Americans and Palestinians, encourage economic partnerships between Americans and Palestinians, and/or support the implementation of U.S. businesses practices within the Palestinian private sector, particularly inclusivity practices that encourage the participation of marginalized communities, youth, and women. 8. Address the gap between the skills of Palestinian university graduates and those necessary for graduates to compete in both the Palestinian and regional private sector, especially in high-tech markets, including by providing students and/or the workforce with education and vocational programs that will make them more competitive for employment opportunities. 9. Support gender advocacy, inclusivity, and empowerment, through training or awareness campaigns aimed at advancing gender parity and/or equity throughout society. 10. Promote exchange of expertise in health, social, and environmental sciences, particularly in support of marginalized communities, to equip local leaders and organizations with skills, networks, and knowledge to serve individuals and communities most at risk of not receiving support or social services. 11.
