The Locomotive Program provides incentive funds for the replacement of old high-polluting locomotives to new Tier 4 units. Alternative switcher locomotives include genset locomotives (Multi-engine switcher) and electric-hybrid locomotives. Multi-engine switchers are typically powered by two or three off-road engines, while electric hybrids use a small diesel engine to charge batteries that provide locomotive power.

The Division of Environmental Biology (DEB) Coresupports research and training on evolutionary and ecological processes acting at the level of populations, species, communities, and ecosystems. DEB encourages research that elucidates fundamental principles that identify and explain the unity and diversity of life and its interactions with the environment over space and time. Research may incorporate field, laboratory, or collection-based approaches; observational or manipulative studies; synthesis activities; phylogenetic discovery projects; or theoretical approaches involving analytical, statistical, or computational modeling. Proposals should be submitted to the core clusters (Ecosystem Science, Evolutionary Processes, Population and Community Ecology, and Systematics and Biodiversity Science). DEB also encourages interdisciplinary proposals that cross conceptual boundaries and integrate over levels of biological organization or across multiple spatial and temporal scales.Research addressing ecology and ecosystem science in the marine biome should be directed to the Biological Oceanography Program in the Division of Ocean Sciences; research addressing evolution and systematics in the marine biome should be directed to the Evolutionary Processes or Systematics and Biodiversity Science programs in DEB. All DEB programs also encourage proposals that leverage NSF-supported data networks, databases, centers, and other forms of scientific infrastructure, including but not limited to the National Ecological Observatory Network (NEON), Long-Term Ecological Research (LTER), Environmental Data Initiative (EDI), and Integrated Digitized Biocollections (iDigBio). The Division of Environmental Biology seeks to strengthen the U.S. Environmental Biology workforce by increasing the participation of all individuals in science. DEB is dedicated to expanding traditional broader impacts and supporting proposals that include inclusive and effective efforts to recruit and retain biology students, postdoctoral researchers, and early-investigators from underrepresented groups

Business Bucks is an energy-saving program that offers up to $5,000 Energy Efficiency Retrofits to small and mid-sized businesses.

Yolo-Solano AQMD’s Clean Air Funds Program offers grants for projects designed to reduce emissions from mobile sources. Private businesses, non-profit organizations and public agencies are eligible for Clean Air Funds.

Projects that have been awarded Clean Air Funds include:

• Replacing or retrofitting diesel trucks and off-road equipment that do not qualify for other regional programs
• New electric or alternative fuel vehicles
• Design and construction of pedestrian and bicycle facilities
• Transit projects
• Public information and education programs

 LIHEAP is a federally funded program aimed to assist low-income households that pay a high portion of their income to meet their energy needs. LIHEAP is funded by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services.

There are several portions of the program that help accomplish this goal, such as:

• The Home Energy Assistance Program (HEAP) provides one-time financial assistance to help balance an eligible household's utility bill.
• The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Such an example would be a household receiving a 24-48 hour disconnect notice or service termination by their utility company. Another example would be a household facing an energy-related crisis that could be deemed potentially life-threatening in the household, such as a combustible appliance.
• LIHEAP Weatherization provides free energy efficiency upgrades to low-income households to lower their monthly utility bills while also improving the health and safety of the household's occupants.  
• Education on basic energy efficiency practices and instruction on the proper use and maintenance of installed weatherization measures.
• Energy budget counseling. 

Sedimentary Geology and Paleobiology supports innovative research that advances understanding of the deep-time sedimentarycrust and investigates environmental change and evolution of the biosphere through the pre-Holocene geologic record. The program seeks to fundprojects that focus on: (1) the evolution of life, ecology, environments, and biogeography based on the study of fossils, sediments and/or geochemical proxies; (2) geological processes forming and shaping the Earth's sedimentary lithosphere –including the study of mechanisms leading to rich organic and inorganic resources locked in rock sequences; (3) new geochronological projects aiming to measuretherate andsequenceofeventsofpre-Holocenesedimentary and biological (fossil) processes; and (4) the production, transportation,anddepositionofphysical, bioclasticandchemicalsediments of the geologic record.Projects that are focused on the study of modern and/or Holocene sedimentary, geochemical and/or biological samples should clearly address how the project will lead to understanding of deep-time (pre-Holocene) geological, environmental, and biological (fossil) processes.

Businesses within the Yolo-Solano AQMD can apply for substantial grants to help fund projects that will upgrade emission controls on heavy duty off-road vehicles through the Carl Moyer Program.

Locally, the Moyer Program is administered through the Sacramento Metropolitan AQMD to maximize regional efficiency. Eligible projects include emission control upgrades of agricultural equipment (tractors, balers, irrigation pumps) and construction equipment (tractors, backhoes).  For more information about the program, visit SMAQMD’s Moyer page.

The Manufacturing Systems Integration (MSI) Program supports fundamental research addressing the opportunities and challenges that digital technologies present for the next industrial revolution, with particular emphasis on the digital integration of design and manufacturing within the larger life cycle ecosystem. Manufacturing Systems Integration proposals should address underlying principles and advances that are generalizable for globally competitive and world leading industries. Connectivity, automation, and secure collaboration are examples of areas that are integral to digital environments capable of supporting the innovation, realization and sustainment of manufactured products and systems in the value creation process. Fundamental generalizable research for manufacturing systems integration might include, for example: Digital representation, protocols, and/or processes for integration and collaboration in manufacturing systems (machines and/or humans) Intelligent self-organizing production systems Ease of use, interoperability and seamless integration of technologies, machines, and humans Service-oriented architectures and systems Data sets that are compatible and usable across platforms Reliable and secure communications within and across the manufacturing value chain Integration of distributed manufacturing systems across time and space, including incorporating both legacy and leading-edge equipment and technologies Methods for assessing the impact and value of externalities throughout the life cycle within the digital environment Interdisciplinary, convergent proposals that bring diverse perspectives, populations, disciplines, and capabilities together are welcome. It is strongly encouraged and expected that investigators discuss their ideas with a MSI program director well in advance of proposal submission.

Executive Summary: The U.S. Department of Agriculture (USDA), Farm Service Agency (FSA), requests applications for the National Organic Certification Cost Share Program (NOCCSP) and the Agricultural Management Assistance (AMA) Organic Certification Cost Share Program, collectively referred to as the OCCSP, for fiscal year (FY) 2022. The purpose of the OCCSP awards is to defray the costs of receiving and maintaining organic certification.In FY 2022, the available funding for these two programs is approximately $7 million for the NOCCSP and $943,000 for the AMA. FSA awards the OCCSP funds to eligible State Agencies* that serve as administering entities, to reimburse organic operations for specific organic certification costs.This is the initial request for applications, which outlines the eligibility and performance criteria for State Agencies seeking NOCCSP and AMA funding in FY 2022. For eligible certification costs incurred from October 1, 2021, through September 30, 2022, organic operations may request reimbursement until November 1, 2022, unless the State Agency requests and receives approval for a different application deadline. The State Agencies may provide reimbursements to certified organic operators for 50% of the operation’s total allowable certification costs, up to a maximum of $500 per certification scope: crops, livestock, wild crops, handling (i.e., processing), and State Organic Program fees. If additional funding is authorized for FY 2022, FSA and State Agencies may amend the FY 2022 grant agreements to provide additional funds and increase the payment amounts for certified operations.

The Tehama County Air Pollution Control District (Air District) is currently accepting application packets for Year 22 of the Carl Moyer Program and Year 3 of the FARMER Program. 

In Tehama County the Carl Moyer Program and FARMER Program provide grant funding for qualifying projects. Applicants must obtain approval and have a signed, executed contract from the Air District prior to purchase and installation of any qualifying equipment. Any equipment purchased or installed prior to contract execution is ineligible. Please note that the Carl Moyer Program and FARMER Program are NOT rebate programs.
