The Fiscal Year (FY) 2023 Emergency Management Performance Grant (EMPG) Program is one of the grant programs that constitute DHS/FEMA's focus on all-hazards emergency preparedness, including the evolving threats and risks associated with climate change. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by DHS. Among the goals noted in the DHS Strategic Plan, the EMPG program supports the goal to Strengthen Preparedness and Resilience. The 2022-2026 FEMA Strategic Plan outlines a bold vision and three ambitious goals designed to address key challenges the agency faces during a pivotal moment in the field of emergency management. Wide-ranging and long-term, the goals defined in the plan respond to the changing landscape in which we find ourselves. The goals to meet this challenge are: Instill Equity as a Foundation of Emergency Management, Lead Whole of Community in Climate Resilience, and Promote and Sustain a Ready FEMA and Prepared Nation. These goals position FEMA to address the increasing range and complexity of disasters, support the diversity of communities we serve, and complement the nation's growing expectations of the emergency management community. All EMPG Program recipients are encouraged to review the 2022-2026 FEMA Strategic Plan and consider how FY23 EMPG Program funding can be used to support the Plan's goals and objectives as they apply to state/territory's specific needs and the needs of the whole community. The Fiscal Year (FY) 2023 Emergency Operations Center (EOC) Grant Program is intended to improve emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable EOCs with a focus on addressing identified deficiencies and needs. Fully capable emergency operations facilities at the state and local levels are an essential element of a comprehensive national emergency management system and are necessary to ensure continuity of operations and continuity of government in major disasters or emergencies caused by any hazard. NIH Medical Scientist Partnership Program (FM1 Clinical Trial Not Allowed) Varies

The purpose of the MSPP is to develop a diverse pool of combined-degree students (e.g., MD/PhD, DDS/PhD, DVM/PhD) who have conducted their PhD dissertation research at research laboratories in the NIH Intramural Research Program. The recipients will receive rigorous training in the basic, translational, and clinical biomedical sciences to prepare them for leadership positions in biomedical careers. The research and training plans are expected to provide the recipients with a strong understanding of the rigorous research study design, critical thinking, experimental methods and rigor, quantitative approaches, bioethics, and data analysis. Training also includes a mentored research experience, and extensive career and professional development, mentoring, and networking opportunities planned and supported by the program. This program thus provides the knowledge, professional skills, and experiences required to identify and transition into careers in the biomedical research workforce that utilize the combined degree.

Multi-family Energy Efficiency and Renewables No Due Date Given Varies

Provides technical assistance and incentives for the installation of energy efficiency measures and solar PV in low-income multi-family dwellings serving priority populations. These projects reduce residential energy demand and GHG emissions. Low-income residents that participate in this program benefit from lower energy costs. The program also helps preserve affordable housing by reducing owner operating costs.

CSD modeled its Multi-Family Program to improve the energy efficiency of multi-family buildings and achieve greenhouse gas emission reductions. Each building is thoroughly assessed and evaluated both visually and through the use of diagnostic energy audit tools to determine a suite of greenhouse gas reducing energy efficiency and renewable energy measures for installation and living in common areas.

The Association for Energy Affordability, Inc (AEA) serves as the statewide administrator of the LIWP Multi-Family Program. AEA conducts energy audits and modeling to identify energy efficiency measures and renewables for installation in qualifying multi-family buildings, with assistance and incentives to property owners towards agreed-upon scopes of work.

Sustainable Regional Systems Research Networks Varies

The United States is made up of regional systems comprising interdependent urban and rural systems and every community category between urban and rural. Urban systems are dependent on rural systems for the provisioning of food, energy, water, and other materials and natural resources, while rural systems are dependent on urban systems for markets, manufactured goods, and medical resources. These systems are also connected by ecological processes that both influence and are influenced by human behavior. The vital interconnection of urban-rural systems underscores the critical need for the advancement of sustainable regional systems (SRS). The goal of this solicitation is to fund convergent research and education that will advance sustainable regional systems science, engineering, and education to facilitate the transformation of current regional systems to enhance sustainability. To further the advancement of SRS science, engineering, and education, NSF will support Full Scale proposals and Planning Grant proposals for Sustainable Regional Systems Research Networks (SRS RNs). Sustainable regional systems are connected urban and rural systems that are transforming their structures and processes collaboratively with the goal of measurably and equitably advancing the well-being of people and the planet. The purpose of the SRS RNs competition is to develop and support interdisciplinary, multi-organizational teams of investigators and stakeholders working collaboratively to produce cutting-edge convergent research, education, and outreach that addresses grand challenges in sustainable regional systems. SRS RNs will study multiscale regional systems to further SRS science, engineering, and education. Key elements will include new data, methods, and models to understand interactions between natural, human-built, and social systems; improved understanding of interdependencies, mutual benefits, and trade-offs of different wellbeing outcomes for humans and the environment; new and generalizable theories of change relevant to SRS;theco-production of knowledge; andexploration of conceptsof social equity in sustainable regional systems across spatial and temporal scales. SRS RN outcomes will have the potential to inform societal actions for sustainability across urban systems and the connected rural communities that make up regional systems. Subject to availability of funds and quality of proposals, this SRS RN solicitation will support projects in the following categories: SRS RNsFull Scale Awards (Track 1). These awards will supportfundamental convergent research, education, and outreach that addressesengineering, environmental (biology, chemistry - including sensing, chemical analytics, and recyclable plastics, atmospheric sciences, hydrology, geology), computer anddata sciences, and social and behavioral sciences ofsustainable regional systems in partnerships thatmay embrace universities, colleges, practitioners, non-profit organizations, local governments, industry, and community groups. The award size is up to $15 million totalwith a duration of 5 years. SRS RNs PlanningGrants (Track 2). These awards are for capacity building to prepareproject teams to propose future well-developed SRS RN Full Scale (Track 1) proposals. Each of these Track 2 awards will provide support fora period of one year and may be requested at a level not to exceed$150,000 for the total budget. SRS RNs will conduct innovative and pioneering fundamental research and education that is of a scale and complexity that would not be possible within a single organization, center, or through the normal collaborative modes of NSF research support in core programs.

The Air District offers funds for the following:

Trucks: Funding is available to replace or repower on-road vehicles with newer, lower-emission equipment through our Carl Moyer Program, or the Goods Movement Program.

Electric Vehicle Charging Stations: Funding is available for public agencies and businesses to expand the network of publicly available plug-in electric charging stations at workplaces, multifamily dwelling units, and public locations.

Light Duty EVs in fleets: Funding is available to public agencies and businesses for the purchase or lease of zero-emissions light-duty vehicles in very high-mileage fleets.

School Buses: Funding is available to public agencies and businesses to replace or repower public school buses, replace on-board natural gas tanks, and to install charging/fueling infrastructure as part of an equipment project.

Placer County APCD Community Air Protection Incentive Program No Due Date Given Varies

In July of 2017, the California Assembly and Senate passed AB 617 directing the California Air Resources Board (CARB) to develop the Community Air Protection Program (CAPP).  The Program’s focus is to reduce exposure in communities most impacted by air pollution and uses a variety of strategies including community-level monitoring, uniform emission reporting across the State, stronger regulation of pollution sources and incentives for both mobile and stationary sources.  To support AB 617 requirements, the Legislature has appropriated incentive funding, Community Air Protection (CAP) Incentives, to be administered by air districts in partnership with local communities, to support early actions to address localized air pollution.  The District will work collaboratively with CARB and actively engage with members of impacted communities in Placer County to create a community-focused action framework to address emission impacts, respond to concerns, improve air quality, and reduce exposure to criteria air pollutants and toxic air contaminants.
