The Tehama County Air Pollution Control District (Air District) is currently accepting application packets for Year 22 of the Carl Moyer Program and Year 3 of the FARMER Program. 

In Tehama County the Carl Moyer Program and FARMER Program provide grant funding for qualifying projects. Applicants must obtain approval and have a signed, executed contract from the Air District prior to purchase and installation of any qualifying equipment. Any equipment purchased or installed prior to contract execution is ineligible. Please note that the Carl Moyer Program and FARMER Program are NOT rebate programs.

Plant Genome Research Program No Due Date Given Varies

The Plant Genome Research Program (PGRP) supports genome-scale research that addresses challenging questions of biological, societal and economic importance. PGRP encourages the development of innovative tools, technologies and resources that empower a broad plant research community to answer scientific questions on a genome-wide scale. Emphasis is placed on the scale and depth of the question being addressed and the creativity of the approach. Data produced by plant genomics should be usable, accessible, integrated across scales and of high impact across biology. Training, broadening participation, and career development are essential to scientific progress and should be integrated in all PGRP-funded projects. Two funding tracks are currently available: RESEARCH-PGR TRACK: Genome-scale plant research to address fundamental questions in biology, including processes of economic and/or societal importance. TRTech-PGR TRACK: Tools, resources and technology breakthroughs that further enable functional plant genomics.

North Coast Unified AQMD Carl Moyer Program No Due Date Given Varies

The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) provides incentive grants for cleaner-than-required engines, equipment, and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, marine, and agricultural sources. Projects may include engine re-powers, the purchase of new vehicles using alternative fuels, and engine retrofit devices approved by the California Air Resources Board (CARB). The District implements the program from funding received from CARB.

Program Overview: EDA has authority to provide grants to meet the full range of communities’ and regions’ economic development needs from planning and technical assistance to construction of infrastructure. These grants are made through a series of Notices of Funding Opportunity (NOFOs) that can be found on EDA’s website at https://www.eda.gov/funding/funding-opportunities and are designed to support the economic development activities most useful to a community based on its needs and circumstances. EDA funds community or regionally generated ideas and assists communities to advance to the next level of economic development. This NOFO, which supersedes the FY20 PWEAA NOFO, sets out EDA’s application submission and review procedures for two of EDA’s core economic development programs authorized under the Public Works and Economic Development Act of 1965, as amended (42 U.S.C. § 3121 et seq.) (PWEDA): (1) Public Works and Economic Development Facilities (Public Works) and (2) Economic Adjustment Assistance (EAA). EDA supports bottom-up strategies that build on regional assets to spur economic growth and resiliency. EDA encourages its grantees throughout the country to develop initiatives that present new ideas and creative approaches to advance economic prosperity in distressed communities. Northern Sierra AQMD Wood Stove Change-Out Program No Due Date Given Varies

The Air District is offering a change-out program to qualified homeowners within the Greater Portola PM2.5 Non-attainment Area in Plumas County, California for replacement of non-EPA certified wood stoves with new, efficient, cleaner burning EPA certified devices.  This program is funded by the U.S. EPA’s 2015 Targeted Air Shed Grant Program, the District’s AB2766 program and other agencies.  This 5-year voluntary program is only available to residents within the non-attainment area.

Placer County APCD Carl Moyer Program No Due Date Given Varies

The Carl Moyer Program provides monetary grants to private companies and public agencies to clean up their heavy-duty engines beyond that required by law or regulation, through repowering, replacing or retrofitting their engines, vehicles or equipment. Moyer grants also fund infrastructure projects to support California’s transformation toward zero and near-zero technologies.

A Green Business Program is a community building program. A Green Business recognition program is a positive bridge between government agencies and businesses. It can be a powerful incentive for businesses to take advantage of government assistance to conserve resources and save money. It also engages the public to patronize businesses that operate more sustainably. The Green Business Program can also help government agencies meet City/County sustainability goals through GHG reductions, resource conservation mandates. These goals might those mandated in a Climate Action Plan or outlined in solid waste diversion or water conservation targets. A Green Business Program can also improve environmental compliance by encouraging businesses to adopt numerous “beyond compliance” related to waste reduction, pollution prevention, and water conservation.

Colusa County APCD FARMER Program No Due Date Given Varies

The Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program provides funding through local air districts for agricultural equipment, agricultural pump engines, tractors, and other equipment used in agricultural operations. The FARMER Program is supported in part by California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work.
