One of South Coast AQMD’s roles is to encourage the immediate use of commercially available, low, near-zero and zero emissions mobile and stationary technologies.  A variety of financial incentives, which include grants for incremental funding, subsidies or vouchers, are designed to promote voluntary introduction of new technologies on an accelerated schedule.  These incentives also provide manufacturers with justification to gear up for mass production of cleaner technologies.

Wood Stove & Fireplace Change-Out Incentive Program No Due Date Given Varies

The program offers deep discounts and, for low income qualified, may be free to some. See the FAQ below more details. In the process of reducing emissions from wood burning devices, South Coast AQMD is offering an incentive for residents, renters (with landlord approval), or landlords of a rental property in the areas surrounding cities of Riverside and San Bernardino or the community of Boyle Heights to replace their wood burning device. If you are a resident of one of these areas you may be eligible to receive funds for an installation of a cleaner burning alternative.

Burn Clean No Due Date Given Varies

Replace your old wood- or pellet-burning device with a new, cleaner option! The Burn Cleaner Program helps reduce particulate matter that comes from older wood-burning devices that contribute significantly to air pollution in the Valley during the Fall and Winter months. The replacement of existing gas and electric heating devices are not eligible under the program.

California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project No Due Date Given Varies

The California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is a unique and streamlined program to help speed the early market introduction of clean, low-carbon hybrid and electric trucks and buses. HVIP accomplishes this by addressing the biggest barrier to the purchase of medium- and heavy-duty advanced trucks: the high incremental cost of these vehicles in the early market years when production volumes are still low. All fleets are eligible, whether they're public or private, large or small. If your fleet might be interested in participating in HVIP, please visit the CALSTART website to learn more. The HVIP is administered and implemented through a partnership between ARB and CALSTART (which was selected by ARB via a competitive grant solicitation).

The Clean Green Yard Machines Commercial Voucher Program (Commercial CGYM) provides incentives for the replacement of landscape maintenance equipment to lawn care providers, such as public agencies and private entities in the San Joaquin Valley.

Clean Truck and Bus Vouchers No Due Date Given $300,000.00

The Clean Truck and Bus Vouchers program provides vouchers for the purchase of advanced technology heavy-duty trucks and buses to support the long-term transition to zero-emission vehicles in the heavy-duty market, as well as supporting investments in other emerging technology to help meet health-based ambient air quality standards, and achieve substantial greenhouse gas reductions.

Colusa County APCD Woodstove Program No Due Date Given Varies

The Woodstove Reduction Program (Program) is part of California Climate Investments, a statewide program that puts cap-and-trade dollars to work. The Program is designed to help households replace a non-EPA certified wood stove or insert used as a primary source of heat with a cleaner burning and more efficient device. Open hearth fireplaces may be eligible for the Program if the fireplace is used as a primary source of heat. This Program will offer Vouchers towards the purchase and installation of a new EPA-certified woodstove, fireplace wood insert, gas (natural gas or propane), or electric device.

Eastern Kern APCD DMV Grant Voucher Program No Due Date Given Varies

The District’s 2020 DMV Grant Voucher Program offers financial incentive in the form of a voucher for the purchase of a new eligible lower-emitting vehicle.  Applications are processed first-come first-served and vouchers issued accordingly until funds are exhausted.  Voucher awards and associated new vehicle emission classification requirements are as follows:

  • $4,000 for purchase of a Zero Emission Vehicle (ZEV) with EPA Smog Score of 10.
  • $2,000 for purchase of a Partial Zero Emission Vehicle (PZEV) with EPA Smog Score of 8 or 9.
  • $1,000 for purchase of a Super Ultra Low Emission Vehicle (SULEV) with EPA Smog Score of 6 or 7.

Lassen County APCD Wood Stove Reduction Program No Due Date Given Varies

The Wood Stove Replacement Program is funded by the Lassen County Air Pollution Control District. This program provides an incentive voucher to replace a pre-1992 or homemade non-EPA certified wood-burning stove or fireplace that is used as a primary source of heat with either an EPA-certified wood stove or insert, pellet stove or insert, natural gas, propane, or electric heating device. Vouchers of $1500 are available to all Lassen County residents with qualifying devices, who have not received a wood stove replacement grant within the last 5 years. For low-income residents enhanced vouchers of $3000 are available.

North Coast Unified AQMD Voucher Incentive Program No Due Date Given Varies

The On-Road Voucher Incentive Program (VIP) takes the current criteria of the Carl Moyer Program Fleet Modernization Program and streamlines the requirements for both the participants and the District. By streamlining the guideline requirements, the goal of the voucher program is to provide funding opportunities for fleets with 3 or fewer vehicles to quickly replace or retrofit their older heavy-duty diesel vehicles.

Fleet owners that operate vehicles with 2006 or older model year diesel engines may be eligible for funding towards the purchase of an exhaust retrofit.
