Antelope Valley AQMD EV Charging Stations Program No Due Date Given Varies

This incentive based program is to encourage local entities within the Antelope Valley Air Quality Management District (AVAQMD) to install electric vehicle charging stations to offer public options for electric vehicle charging.  Ideal project sites include but are not limited to retail centers, multi-unit dwellings, workplaces, hospitals, public transit stations, and park & rides.  This program will reimburse District Board approved projects up to 80 percent of the total costs of infrastructure, charging equipment and installation where the maximum funding amount is determined by meeting general criteria.

Lassen County APCD Carl Moyer Program No Due Date Given Varies

The Lassen County Air Pollution Control District (Air District) is currently accepting application packets for Year 22 of the Carl Moyer Program. Applications can be submitted now through August 30, 2020. A Carl Moyer Application can be found below.

In Lassen County the Carl Moyer Program provide grant funding for qualifying projects. Applicants must obtain approval and have a signed, executed contract from the Air District prior to purchase and installation of any qualifying equipment. Any equipment purchased or installed prior to contract execution is ineligible. 

Eligible funding categories include:

  • Agricultural diesel engine projects (i.e. tractors, forklifts, baler, agricultural pumps, etc.)
  • On and off-road diesel projects (i.e. filters and/or replacements)

Northern Sierra AQMD Carl Moyer Program No Due Date Given Varies

Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, off-road and stationary agricultural pump engines. The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG) which are necessary for California to meet its clean air commitments under the State Implementation Plan. NOx and ROG combine in the presence of sunlight to form ozone (smog), while PM, a component of diesel exhaust, has been identified as a toxic air contaminant by the Air Resources Board. Additional information can be found at the ARB website

Truck Replacement Program No Due Date Given Varies

The District is currently accepting applications to replace on-road diesel trucks with cleaner technology units or to expand fleets with the cleanest technology available. Truck replacement projects that will accelerate emission reductions in low income and disadvantaged communities experiencing greater air quality impacts may receive priority through the project review and selection process. Projects funded under this program must achieve emission reductions not required by law or regulation. Please note that Truck Replacement Program is not a rebate program, any new truck purchased prior to contract execution is ineligible. Antelope Valley AQMD Vehicle Buyback Program No Due Date Given Varies

This Voluntary Accelerated Vehicle Retirement (VAVR) Program is locally implemented by the Antelope Valley AQMD, not operated by the State of California.  Your participation is entirely voluntary.  Purchased vehicles will be dismantled.

  • Passenger vehicles 10,000 lbs. or less.
  • Vehicle must be driven to auto dismantler site.
  • In good operating condition
  • DMV registration history showing owned and operated for the past 24 months.  Some exceptions apply as detailed below.     Click here to obtain your DMV registration history online.
  • Clear California Title with no liens.
  • Take and pass smog check if within 60 days of required smog.
  • Pass vehicle inspection test.

Modoc County APCD Carl Moyer Program No Due Date Given Varies

Modoc County is now accepting applications for the 2021 Carl Moyer Funding! Modoc County is asking for applications to be turned in by January 1st, 2021 to be considered for other grant opportunities! Northern Sonoma County APCD Carl Moyer Program No Due Date Given Varies

Replace, repower or retrofit qualifying diesel engine-powered equipment or vehicles with newer, cleaner, diesel engines.  The District is currently providing assistance for:  marine vessel repower, some stationary agricultural pumps, and off-road diesel equipment, including tractors.  Applicants may receive up to 80% replacement cost, depending on their project scoring.

Locomotive Program No Due Date Given Varies

The Locomotive Program provides incentive funds for the replacement of old high-polluting locomotives to new Tier 4 units. Alternative switcher locomotives include genset locomotives (Multi-engine switcher) and electric-hybrid locomotives. Multi-engine switchers are typically powered by two or three off-road engines, while electric hybrids use a small diesel engine to charge batteries that provide locomotive power.

Choose from one of the following when you purchase or lease a new plug-in electric vehicle (pre-owned vehicles are not eligible):

  • $599 incentive to charge free for two years (approximately covers the average cost to charge your plug-in electric vehicle for two years), or

On-Road Clean Air Vehicles and Infrastructure

The Air District offers funds for the following:

Trucks: Funding is available to replace or repower on-road vehicles with newer, lower-emission equipment through our Carl Moyer Program, or the Goods Movement Program.

Electric Vehicle Charging Stations: Funding is available for public agencies and businesses to expand the network of publicly available plug-in electric charging stations at workplaces, multifamily dwelling units, and public locations.

Light Duty EVs in fleets: Funding is available to public agencies and businesses for the purchase or lease of zero-emissions light-duty vehicles in very high-mileage fleets.

School Buses: Funding is available to public agencies and businesses to replace or repower public school buses, replace on-board natural gas tanks, and to install charging/fueling infrastructure as part of an equipment project.

Off-Road Equipment

Off-road Equipment: Upgrade or replace off-road diesel equipment.

Marine Vessels: Upgrade or replace commercial diesel-powered marine vessels.

Agricultural Equipment: Upgrade or replace off-road diesel farm equipment.
