This Request for Information (RFI) is being issued by the US Department of Energy’s (DOE) Building Energy Codes Program, on behalf of the Office of Energy and Renewable Energy (EERE) Building Technologies Office (BTO). The intent of this RFI is to obtain public input regarding the solicitation process and structure of a potential DOE Funding Opportunity Announcement (FOA) to fund sustained cost-effective implementation of building energy codes, in accordance with the Infrastructure Investment and Jobs Act. This will be referred to throughout the document as the Resilient and Efficient Codes Implementation (RECI) FOA. Specifically, this RFI seeks input on: • Energy Code Implementation Criteria and Requirements for Key Topic Areas • Advanced Energy Codes and Building Resilience • Methods to Support Sustained State Energy and Building Resilience Code Implementation • Funding, Partnerships, Eligible Entities, and Evaluation Criteria • Energy and Environmental Justice (EEJ) Priorities Information collected from this RFI will be used by DOE for planning purposes to develop a potential FOA. The information collected will not be published.

The Department of Energy’s (DOE’S) Office of Fossil Energy and Carbon Management (FECM) and National Energy Technology Laboratory (NETL) are focused on developing advancements in new materials needed to operate in extreme environments. FECM has previously supported the development of hydrogen turbines for coal gasification systems with pre-combustion carbon capture. This approach, with a water gas shift, produces a pure hydrogen fuel for the gas turbine and was also considered for fuel cell applications. More recently, the focus has been on high hydrogen content-fueled (70%-100% hydrogen) turbines. In this application, combustion characteristics pose a challenge. Hydrogen is a fast-burning fuel with high flame speeds, causing issues with most modern dry low-nitrogen oxide (NOx) combustors on industrial gas turbines. Previous DOE-funded research investigated issues related to hydrogen use in turbines and its effects on combustion, materials, and aerothermal heat transfer. Significant progress was made in resolving the understanding of auto-ignition, flashback, thermo-acoustics, mixing requirements and other combustion-related phenomena.A significant amount of work remains before a full commercial offering of 100% hydrogen-fueled turbines. After the hydrogen concentration exceeds 75%, there is a significant change in combustion behavior that will require new combustor designs, sensor locations, and control schemes to detect the flame and monitor for flashback and thermoacoustic instabilities. NOx emissions may become an issue at higher hydrogen concentrations due to increased flame temperature and limitations of current pre-mixed dilution technologies. Standard catalytic NOx reduction technologies with some modifications could still be a viable approach. The higher flame temperatures and increased water content could also affect the lifetime of metal hot gas path parts and ceramic recession, thereby increasing the need for new materials and coating and improved cooling schemes.This FOA focuses on development of these hot gas path parts, and specifically the advancement of ceramic matrix composite (CMC) materials to increase the temperature range of the hot gas

Consumers are encouraged to explore lending options for the financing of energy improvements that can make homes and businesses more efficient and comfortable.

On hot summer days, energy demand increases because thousands of customers are using their air conditioning units. PG&E may remotely activate SmartAC devices on those days in order to help maintain adequate power supplies and avoid power interruptions.

If you're a SmartRate™ participant, on SmartRate™ event days, your SmartAC™ device(s) are activated under the SmartRate™ program guidelines. SmartAC is free and automated. It can also help make event days more successful by helping to prevent power interruptions.

Event season: SmartAC™ events occur between May 1 and October 31.

Event length: SmartAC events Days can be as short as an hour or two and no more than six hours in a day.

Participants must have standard central air conditioners and/or heat pumps.

SmartAC technology and activation

SmartAC™ technology will be installed free of charge by a certified technician and maintained at no cost to the customer as long as you are a participant in the SmartAC program.

The SmartAC authorized contractor is Franklin Energy. A Franklin Energy technician may contact you:

To help you complete your enrollment

• To get your permission to activate the SmartAC device
• To install the SmartAC device, which may involve replacement with updated technology
• To help solve a tech issue you may have contacted the program about
• To visit your home and carry out the free AC check-up
• To leave a Welcome Kit door-hanger with your AC checkup results and program details

SmartAC™ switch technology will be installed on or near the outside compressor component of participant's air conditioning (AC) unit. Participants must have standard central air conditioners and/or heat pumps.

PG&E may remotely activate SmartAC™ device(s) in anticipation of a state or local energy emergency to help maintain adequate power supplies and avoid widespread power interruptions.

During a SmartAC™ event (or SmartDay™ event for SmartRate™ participants), your device will be remotely activated and your air conditioner will run slightly less than it normally would.

Residential participants with SmartAC™ switch technology may experience no more than 50 percent reduction in the air conditioner's average run time.

During a SmartAC™ event, if your thermostat calls for the air conditioner to make cool air, your AC will ignore that signal for approximately 15 out of 30 minutes. At all other times, the AC will respond normally, and make cool air.

Opt out policy

With the exception of extreme energy emergencies, where rotating outages may occur, participants may call a SmartAC™ representative at 1-866-908-4916 and opt-out of an event for the day, without penalty. The AC will be returned to its previous operational setting.

The purpose of this solicitation is to fund a design-build competition that will challenge multi-disciplinary project teams to design and build a mixed-use development – using cutting-edge energy technologies, tools and construction practices - that is affordable, equitable, emissions-free and resilient to climate change impacts and extreme weather events.

Replace your old wood- or pellet-burning device with a new, cleaner option! The Burn Cleaner Program helps reduce particulate matter that comes from older wood-burning devices that contribute significantly to air pollution in the Valley during the Fall and Winter months. The replacement of existing gas and electric heating devices are not eligible under the program.

The San Luis Obispo County Air Pollution Control District (APCD) is implementing the Woodsmoke Reduction Program throughout San Luis Obispo County.  The Woodsmoke Reduction Program is part of a statewide program supported by the “California Climate Investments” (CCI) program that provides grants, as shown in the table below, to qualified applicants who replace existing wood burning stoves or fireplaces that are used as a primary source of heat in their home.  Applicants can replace their old device with a natural gas, propane heating device, or a U.S. EPA certified wood stove or wood stove insert. Eligible applicants can receive a rebate for $500 or $600, and if income eligible up to $2500, to offset the cost of replacing an old, non-EPA certified wood stove or fireplace insert with a cleaner-burning stove or insert.
