Created by the U.S. Federal Government in 2000 as part of the Community Renewal Tax Relief Act, the New Markets Tax Credit (NMTC) program encourages investment in low-income communities. Through the NMTC Program, real estate projects or businesses in a low-income community are able to generate capital by providing investors- typically a bank or financial institution- a tax credit as an additional incentive for capital investment.

The Community Assistance Program - State Support Services element (CAP-SSSE) program provides funding to States to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. Designation, duties, and responsibilities of State Coordinating Agencies are found in 44 CFR 60.25. These regulations identify the states commitment to the minimum floodplain management criteria and to demonstrate the capability and responsibility to implement the program. In this way, CAP-SSSE helps to; ensure that the flood loss reduction goals of the NFIP are met, build state and community floodplain management expertise and capability, and leverage state knowledge and expertise in working with their communities.

This program helps qualified non-profits create a revolving loan fund (RLF) that can provided financing for the extension and improvement of water and waste disposal systems in rural areas.

NMFS, in coordination with the New England Fishery Management Council (Council), is soliciting proposals under the Sea Scallop Research Set Aside (RSA) Program. Projects funded under the Scallop RSA Program must enhance the knowledge of the scallop fishery resource or contribute to the body of information on which scallop management decisions are made. Priority will be given to proposals that investigate research priorities developed by the Council, which are detailed under the Program Priorities section of this announcement. Successful applicants will be awarded scallop RSA quota. No federal funds are provided for research under this notification. Rather, proceeds generated from the sale of RSA quota will be used to fund approved activities and compensate scallop vessel owners. New Program Requirements: Commercial Fishing Vessel Safety: Fieldwork activities may require additional safety inspections and permitting per US Coast Guard safety requirements. Documentation must be filed with NOAA and approved prior to initiating on-water activities. Complete information concerning this requirement is provided under section IV.B of this announcement. Recipients will be REQIRED TO SUBMIT RECEIPTS, or other proof of purchase for any equipment or supplies costing $5,000 or more. The receipts should be included on the next scheduled progress report after the purchase has been made.

The purpose of the program is to promote economic development and job creation projects through the awarding of grant funds to eligible entities. Applicationswill compete in two separate categories, business opportunity grants and business enterprise grants, for use in funding various business and community projects that serve rural areas.

The DWS Grant Program has been established to help individuals with low to moderate incomes finance the costs of household water wells and individually owned decentralized wastewater systems that they own or will own. Grant funds must be used to establish and maintain a revolving fund to provide loans and sub-grants to eligible individuals for individually owned water well systems and/or individually owned wastewater systems. Individual households may use the loan and/or sub-grant funds to construct, refurbish, rehabilitate, or replace decentralized water systems up to the point of entry to a home. Point of entry for the well system is the junction where water enters into a home water delivery system after being pumped from a well. For septic systems, in lie of the point of entry, the point of exit is substituted. The point of exit is the junction where wastewater exits out of the home wastewater collection system into the septic tank and drain field. Grant funds may be used to pay administrative expenses associated with providing DWS loans and/or sub-grants.

Grant funds may be used to pay administrative expenses associated with providing Household Water Well loans.
