The purpose of FPEP is to expand capacity, improve competition, and increase supply chain resilience within the agricultural fertilizer and nutrient management sector, in connection with the production of agricultural commodities. To meet its purpose, FPEP will support the production of agricultural commodities through the manufacturing and processing of fertilizer and nutrient alternatives.Entities are eligible regardless of legal structure and may include, but are not limited to, Tribes, Tribal entities, for‐profit entities, corporations, non‐profit entities, producer‐owned cooperatives and corporations, certified benefit corporations, and state or local government entities. Private entities must be independently owned and operated.Applications must be submitted electronically through Grants.gov. Ensure that all components of the application are complete before submission. Allow enough time for the application process, as it may take more than one attempt before your application is successfully submitted. RBCSencourages you to submit your application at least two weeks prior to the application deadline to ensure all certifications and registrations are met.This RFA provides two application submission windows. Applicants must submit applications via Grants.gov. Applications must be received by 11:59 pm Eastern Time (ET) on:• 45 days (November 14, 2022) after the date of posting, for applicants requesting financial assistance for eligible projects under the program. Priority will be given to projects that increase the availability of fertilizer (nitrogen, phosphate or potash) and nutrient alternatives to agricultural producers for use in crop years 2023 and 2024; and• 90 days (December 29, 2022) after the date of posting, for applicants requesting financial assistance for eligible projects under the program.Applications submitted after the deadline will not be considered for funding. An application is considered on time if it is received by the Agency by 11:59 pm Eastern Time..

The Continuum of Care (CoC) Program (24 CFR part 578) is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, states, and local governments to quickly rehouse homeless individuals, families, persons fleeing or attempting to flee domestic violence, dating violence, sexual assault, or stalking, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness. This Special NOFO to Address Unsheltered and Rural Homelessness (Special NOFO) is designed to provide new funds dedicated to serving highly vulnerable individuals and families with histories of unsheltered homelessness.

Choice Neighborhoods Implementation Grants support the implementation of comprehensive neighborhood revitalization plans that are expected to achieve the following three core goals: 1. Housing: Replace distressed public and assisted housing with high-quality mixed-income housing that is well-managed and responsive to the needs of the surrounding neighborhood; 2. People: Improve outcomes of households living in the target housing related to employment and income, health, and children’s education; and 3. Neighborhood: Create the conditions necessary for public and private reinvestment in distressed neighborhoods to offer the kinds of amenities and assets, including safety, good schools, and commercial activity, that are important to families’ choices about their community.

The CDFI Fund awards Capital Magnet Fund grants to certified Community Development Financial Institutions (CDFIs) and certain nonprofit organizations to finance: (1) the development, preservation, rehabilitation, or purchase of affordable housing for primarily extremely low-, very low-, and low-income families; and (2) economic development activities or community service facilities, such as day care centers, workforce development centers, and health care clinics, which in conjunction with affordable housing activities implement a concerted strategy to stabilize or revitalize a low-income area or underserved rural area. VA has awarded grants totaling more than $910 million to establish, expand, improve, operate and maintain 120 Veterans cemeteries in 48 states and territories including tribal trust lands, Guam, and Saipan. In fiscal year 2020, NCA grant funded state cemeteries provided more than 37,268 interments.Grants may be used only to establish, expand or improve Veterans cemeteries that are owned and operated by a state, territory or tribal government on trust land. Aid is granted only to states, U.S. territories and federally recognized tribal governments, not to private organizations, counties, cities or other government agencies.VA can provide up to 100 percent of the development cost for an approved project. For establishment of new cemeteries, VA can provide for operating equipment as well. VA cannot pay for acquisition of land.Cemeteries funded under the grant program must conform to the standards and guidelines pertaining to site selection, planning and construction prescribed by VA.Cemeteries must be operated solely for the interment of Veterans (as defined in 38 CFR part 39.2), and their eligible family members (see 38 CFR part 39.10).The administration, operation, and maintenance of a VA-supported state cemetery is solely the responsibility of the state, territory or tribal government.VA is authorized to reimburse states "plot allowance" of up to $828.00 for expenses incurred in the burial of certain eligible Veteran.

Purpose. Through funding of national intermediaries, the Section 4 Capacity Building program (Section 4) enhances the capacity and ability of community development corporations (CDCs) and community housing development organizations (CHDOs) to carry out affordable housing and community development activities that benefit low- and moderate-income families and persons. Eligible Activities and Priorities. Funds may only be used to conduct the following activities: 1. Training, education, support, and advice to enhance the technical and administrative capabilities of CDCs and CHDOs. This may include building the capacity of CDCs and CHDOs to: Participate in consolidated planning, fair housing planning and Continuum of Care homeless assistance efforts that help ensure community-wide participation in assessing area needs; Navigate the increased housing and community development resources provided by the Federal Government and assist in directing Federal investments to underserved communities; Consult broadly within the community; Cooperatively plan for the use of available resources in a comprehensive and holistic manner; and Assist in evaluating performance under these community planning and coordination efforts and in linking plans with neighboring communities to foster regional planning. 2. Pass-through grants, loans, predevelopment assistance, or other financial assistance to CDCs and CHDOs to increase their capacity to carry out community development and affordable housing activities that benefit low-income or low- and moderate-income families and persons. 3. Such other activities as may be determined by the grantees in consultation with the Secretary or his or her designee.

Through this NOFO, HUD is announcing the availability of approximately $72,158,000 in FY 2022 funding for its Community Compass Technical Assistance and Capacity Building Program (Community Compass). Contingent upon the availability of FY 2023 appropriations, we reserve the right to award FY 2023 funds based on this single NOFO competition.As HUD’s integrated technical assistance (TA) and capacity building initiative, Community Compass is designed to help HUD’s customers navigate complex housing and community development challenges by equipping them with the knowledge, skills, tools, capacity, and systems to implement HUD programs and policies successfully and sustainably and provide effective administrative and managerial oversight of HUD funding.We recognize that our customers often interact with a variety of HUD programs, and other federal programs servicing common customers, as they deliver housing or community development services. Community Compass brings together TA investments from across HUD program offices, including the offices of Community Planning and Development, Fair Housing and Equal Opportunity, Housing, and Public and Indian Housing. This cross-funding approach allows TA to address the needs of grantees and subgrantees across multiple HUD programs, often within the same engagement, as well as address intra-agency and inter-agency issues. You are encouraged to procure contractors and consultants that demonstrate experience across a wide variety of HUD programs, as well as in specific skill and policy areas. Through this NOFO, HUD will also address the TA needs of some emerging priorities that include: Violence Against Women Act's (VAWA) 2022 Reauthorization, racial and gender equity, transit-oriented development, housing supply, reentry housing for persons exiting jails and prisons, and mental health. You are also encouraged to assemble a diverse team of professionals, including persons from the communities HUD serves, that can contribute a perspective that incorporates lived experiences into the development and delivery of technical assistance. Community Compass is centrally managed by HUD Headquarters with the involvement of our Regional, Field, and Area Offices.

The Transformative Climate Communities (TCC) Program provides unique opportunities to address climate change mitigation and adaptation together at the community scale.  Implementation Grants fund transportation, greening, energy, water, waste, housing, and health projects together.  Planning Grants fund community-led development of projects and goals to improve resilience.  TCC applications are developed through intensive community engagement.

The Rural eConnectivity Program (ReConnect) Program provides loans, grants, and loan/grant combinations to facilitate broadband deployment in rural areas. In facilitating the expansion of broadband services and infrastructure, the program will fuel long-term economic development and opportunities in rural America. The ReConnect Program is authorized by the Consolidated Appropriations Act, 2018 (Pub. L. 115-141), which directs the program to be conducted under the Rural Electrification Act of 1936 (7 U.S.C. 901 et seq ). The policies and procedures for the ReConnect Program are codified in a final rule, 7 CFR part 1740, that was published in the Federal Register on February 26, 2021 (86 FR 11603). The Rural Utilities Service (RUS), a Rural Development agency of the United States Department of Agriculture (USDA), is issuing a Funding Opportunity Announcement (FOA) to announce that it is accepting applications for fiscal year 2022 (FY 2022) for the ReConnect Program. In addition, the FOA defines requirements that are determined at the time a funding announcement is published, as outlined in the regulation. As part of this announcement, the Agency is also informing potential applicants and other interested parties about its intention to seek information on a topic that will help inform future funding announcements. Beginning on November 24, 2021, applications can be submitted through the RUS on-line application portal until 11:59 a.m. Eastern on February 22, 2022. Applications will not be accepted after February 22, 2022 until a new application opportunity has been opened with the publication of an additional FOA in the Federal Register .
