 LIHEAP is a federally funded program aimed to assist low-income households that pay a high portion of their income to meet their energy needs. LIHEAP is funded by the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services.

There are several portions of the program that help accomplish this goal, such as:

• The Home Energy Assistance Program (HEAP) provides one-time financial assistance to help balance an eligible household's utility bill.
• The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Such an example would be a household receiving a 24-48 hour disconnect notice or service termination by their utility company. Another example would be a household facing an energy-related crisis that could be deemed potentially life-threatening in the household, such as a combustible appliance.
• LIHEAP Weatherization provides free energy efficiency upgrades to low-income households to lower their monthly utility bills while also improving the health and safety of the household's occupants.  
• Education on basic energy efficiency practices and instruction on the proper use and maintenance of installed weatherization measures.
• Energy budget counseling.

The Office of State and Community Energy Programs is issuing this Funding Opportunity Announcement (FOA) titled Energy Improvements at Public K-12 School Facilities - Bipartisan Infrastructure Law (BIL) - Renew America's Schools. The activities to be funded under this FOA support BIL section 40541 and the broader government-wide approach to support projects that enable replicable and scalable impacts, create innovative, sustaining partnerships, leverage funding and economies of scale, focus on disadvantaged communities, improve student, teacher, and occupant health, enrich learning and growth, assist schools that serve as community assets (e.g., neighborhood cooling centers or disaster recovery shelters), and are crafted thoughtfully within the context of public school facilities (e.g., procurement restraints, construction windows, etc.). Topic Area 1 – High-Impact Energy Efficiency and Health Improvements Proposals contemplated under this topic area will include energy improvements that result in direct reduction to school energy costs, increase energy efficiency, and lead to improvements in teacher and student health, including indoor air quality. Energy cost savings may be realized by reduced loads and/or by demand flexibility and demand response approaches. Topic Area 2 - Innovative Energy Technology Packages Proposals contemplated under this topic include innovative energy technology packages. Applicants may include any improvement, repair, or renovation to a school that incorporates two or more of the following energy improvements: • Energy efficiency measures • Installation of renewable energy technologies • Alternative fueled vehicle infrastructure on school grounds • Purchase or lease of alternative fueled vehicles to be used by a school DOE expects to make a total of approximately $80,000,000 of federal funding available for new awards under this FOA, subject to the availability of appropriated funds. DOE anticipates making approximately 20-100 awards under this FOA. DOE may issue one, multiple, or no awards. Individual awards may vary between $500,000 and $15,000,000. Based on funding availability, this project will seek to train a total of 100 aspiring women entrepreneurs in TAO states, in cohorts of 25 women in four different locations of Warangal, Tirupati, Visakhapatnam, and Bhubaneswar, in basic business principles using the established Academy of Women Entrepreneurs/ DreamBuilder curriculum. This program will last approximately eight months and will involve 13 bi-weekly sessions, delivered in a combination of virtual and in-person classes, as well as two in-person bootcamps to provide additional training. Participants must be from 18 to 50 years of age with intermediate or better English skills. Chosen participants should be women who have limited resources to develop a business plan to start or grow their small businesses. The participant cohorts of 25 women (plus three alternates in each location) will take place in Warangal, Tirupati, Visakhapatnam, and Bhubaneswar. A select number of participants will be given the opportunity to make an express application to the American Center New Delhi-based NEXUS business incubator for advanced training. Ideally, the program will be announced with a call for applications on March 8, 2023 (International Women’s Day), and classes will begin in April of 2023. The final bootcamp should be completed by December 2023.

The Bureau of Energy Resources (ENR) of the U.S. Department of State announces an opportunity for organizations to submit applications to carry out the Accelerating Women’s Empowerment in Energy (AWEEA) by providing a convening forum and workforce development activities to support the empowerment and professional development of women currently working in or seeking work in the clean energy sector in order to overcome historic gender-based marginalization.

The Department of Energy’s (DOE’S) Office of Fossil Energy and Carbon Management (FECM) and National Energy Technology Laboratory (NETL) are focused on developing advancements in new materials needed to operate in extreme environments. FECM has previously supported the development of hydrogen turbines for coal gasification systems with pre-combustion carbon capture. This approach, with a water gas shift, produces a pure hydrogen fuel for the gas turbine and was also considered for fuel cell applications. More recently, the focus has been on high hydrogen content-fueled (70%-100% hydrogen) turbines. In this application, combustion characteristics pose a challenge. Hydrogen is a fast-burning fuel with high flame speeds, causing issues with most modern dry low-nitrogen oxide (NOx) combustors on industrial gas turbines. Previous DOE-funded research investigated issues related to hydrogen use in turbines and its effects on combustion, materials, and aerothermal heat transfer. Significant progress was made in resolving the understanding of auto-ignition, flashback, thermo-acoustics, mixing requirements and other combustion-related phenomena.A significant amount of work remains before a full commercial offering of 100% hydrogen-fueled turbines. After the hydrogen concentration exceeds 75%, there is a significant change in combustion behavior that will require new combustor designs, sensor locations, and control schemes to detect the flame and monitor for flashback and thermoacoustic instabilities. NOx emissions may become an issue at higher hydrogen concentrations due to increased flame temperature and limitations of current pre-mixed dilution technologies. Standard catalytic NOx reduction technologies with some modifications could still be a viable approach. The higher flame temperatures and increased water content could also affect the lifetime of metal hot gas path parts and ceramic recession, thereby increasing the need for new materials and coating and improved cooling schemes.This FOA focuses on development of these hot gas path parts, and specifically the advancement of ceramic matrix composite (CMC) materials to increase the temperature range of the hot gas

This FOA seeks to advance innovative fish passage technologies by providing data on biological effects and fish passage performance. Technology innovations include: 1) novel solutions that are accompanied by analytical or experimental evidence that has established proof-of-concept and provides a rationale for next steps testing needs in terms of a critical path for research and development leading to market adoption; and 2) innovations to existing technologies that reduce negative impacts to fish, increase performance, show potential to dramatically reduce costs, and/or present applications to novel use cases (e.g., different fish species evaluations, environmental conditions, or types of infrastructure). The development of technical solutions to enable and improve safe, timely, and effective fish passage and protection at hydropower dams can improve hydropower’s environmental performance, supports infrastructure sustainability, and contributes to fish restoration goals. The Affordable Multifamily Financing program targets multifamily properties where at least 50% of the units are income restricted.

Like all of the programs highlighted on GoGreen Financing, the Affordable Multifamily Financing program is designed to encourage growth in private market lending and features a credit enhancement to help financing entities mitigate risk. It is designed to leverage and complement existing state and utility efforts to encourage affordable multifamily properties to install energy efficiency retrofits.

Africa Regional Services based in Paris (ARS) of the U.S. Department of State’s Bureau of African Affairs, Office of Public Diplomacy and Public Affairs announces an open competition for U.S. citizen individuals to submit a statement of interest (SOI) to be considered for a small grant as a guest speaker, artist, STEAM expert, or athlete/coach to conduct outreach activities that enhance the understanding of the United States in sub–Saharan Africa. ARS Speakers generally give professional lectures, seminars, as well as artistic and cultural workshops and masterclasses or conduct athletic camps and trainings. Please carefully follow all instructions below. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise one-page statement of interest, in English, designed to clearly communicate their area of expertise, credentials, and foreign language ability and attach a CV or resume. The SOI should include a description of the speaker’s presentation style, preferred audience, topics covered with a short outline, testimonials/brief endorsement, previous experience as a speaker and links to videos of presentation (if available).
