NTIA issues this NOFO to describe the requirements under which it will award grants for the Tribal Broadband Connectivity Program, authorized by the Consolidated Appropriations Act, 2021, Division N, Title IX, Section 905(c), Public Law 116-260, 134 Stat. 1182 (Dec. 27, 2020) (Act). The Tribal Broadband Connectivity Program provides new federal funding for grants to eligible entities to expand access to and adoption of: (i) broadband service on Tribal Land; or (ii) for programs that promote the use of broadband to access remote learning, telework, or telehealth resources during the COVID–19 pandemic. See Section A. of this NOFO for the full description of this program. Additionally, the American Rescue Plan Act of 2021 appropriated $10 billion to the U.S. Department of the Treasury (Treasury) to establish the Coronavirus Capital Projects Fund to provide funding to states, territories, and Tribal Governments to carry out critical capital projects directly enabling work, education, and health monitoring, including remote options, in response to the public health emergency with respect to the Coronavirus Disease (COVID-19).1 NTIA is coordinating with Treasury to allow Tribal Governments to indicate their interest in receiving funding under the Treasury program when they submit their application for NTIA’s Tribal Broadband Connectivity Program in accordance with the process outlined in this NOFO. See Sections B.1 and D.2.d.3 of this NOFO for more information.

The NOAA Climate Adaptation and Mitigation Program (CAMP) supports research, programs, projects and other activities related to NOAA’s mission, primarily through collaborations among scientists and professionals in areas of mutual interest across the full spectrum of NOAA climate sciences. This cooperative agreement will focus on the following four priority areas: 1) Improved scientific understanding of the changing climate system and its impacts; 2) Scientific assessments of current and future states of the climate system that identify potential impacts and inform science, service, and stewardship decisions; 3) Mitigation and adaptation efforts supported by sustained, reliable, and timely climate services; 4) A climate-literate public that understands its vulnerabilities to a changing climate and makes informed decisions. Eligible applicants must be academic institutions of higher learning which offer doctoral degrees in NOAA-related sciences; consortia of academic institutions of higher learning which offer doctoral degrees in NOAA-related sciences; or non-profit research institutions. Multi-institution applications will not be accepted.

EPA is issuing this solicitation to request applications for the design and management of a new Environmental Justice (EJ) competitive pass-through program where EPA will competitively select multiple pass-through entities to provide grant funds via subawards to community-based nonprofit organizations and other eligible subrecipient groups representing underserved and disadvantaged communities. The definition of the term Pass-through entity in 2 CFR 200.1 provides that a pass-through entity is a non-Federal entity that provides a subaward to a subrecipient to carry out part of a federal program. The EPA provides extensive guidance to pass-through entities in the EPA Subaward Policy and related materials available on the EPA internet website.

The rivers of the Central Valley of California support populations of Fall Run Chinook, Spring Run Chinook, and Winter Run Chinook salmon (Oncorhynchus tshawytscha) and Steelhead Trout (O. Mykiss). Water resources development, stream channel manipulations, and other anthropogenic actions have reduced and modified historical salmonid habitats. Gravel is regularly transported from spawning sites on the river and there is less utilizable rearing habitat. Infrastructure entrains juveniles, impairs passage, and increases susceptibility to predation.Relevant purposes of the Central Valley Project Improvement Act (CVPIA) include:To protect, restore, and enhance fish, wildlife, and associated habitats in the Central Valley and Trinity River basins of California;To address impacts of the Central Valley Project (CVP) on fish, wildlife and associated habitats;To improve the operational flexibility of the CVP;To achieve a reasonable balance among competing demands for use of CVP water, including the requirements of fish and wildlife, agricultural, municipal and industrial and power contractors.

The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) was amended by the Small Business Liability Relief and Brownfields Revitalization Act in 2002 to include Section 104(k), which provides federal financial assistance authorities for brownfields revitalization, including grants for assessment, cleanup, and revolving loan funds. The Brownfields Utilization, Investment, and Local Development (BUILD) Act (Public Law 115-141) enacted in 2018 reauthorized EPA’s Brownfields Program and made additional amendments to CERCLA that affect EPA’s brownfield grant authorities, and ownership and liability provisions. (EPA’s Brownfields Program provides funds to empower states, tribal nations, communities, and nonprofit organizations to prevent, inventory, assess, clean up, and reuse brownfield sites. This guidance provides information on applying for Community-wide Assessment Grants for States and Tribes. This program is being funded by the Infrastructure Investment and Jobs Act (Public Law 117-58, the “Bipartisan Infrastructure Law”).

The Department of Energy Office of Fossil Energy and Carbon Management, in collaboration with the Office of Manufacturing and Energy Supply Chains, is issuing this Funding Opportunity Announcement. Awards made under this Announcement will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, also more commonly known as the Bipartisan Infrastructure Law. The Bipartisan Infrastructure Law will invest appropriations of $156 million for the design, construction, and operation of a Rare Earth Element Demonstration Facility that demonstrates the extraction, separation and refining from unconventional feedstock materials to high purity individual or binary rare earth metals and/or critical minerals and materials.

The Cooperating Technical Partners (CTP) Program exists to strengthen and enhance the effectiveness of the National Flood Insurance Program (NFIP). The CTP Program supports efforts to Strengthen National Preparedness and Resilience, one of the main goals of the DHS 2020-2024 DHS Strategic Plan. Additionally, the program supports the National Mitigation Investment Strategy, a supporting document to Presidential Policy Directive (PPD-8) on National Preparedness and Strategic Goal One and Two of FEMA's Strategic Plan, Building a Culture of Preparedness and Readying the Nation for Catastrophic Disaster. It helps achieve these goals by fostering strong federal, state, tribal, regional and local partnerships to identify flood risks, reduce flood losses and promote community resiliency. The objectives of the CTP Program are to primarily support the mission and objectives of the NFIP's Flood Hazard Mapping Program through FEMA's flood hazard identification and risk assessment programs, including the Risk Mapping, Assessment and Planning (Risk MAP) initiative. The vision for Risk MAP is to deliver quality data that increases public awareness of flood hazard risk and leads to action that reduces flood risk to life and property. The CTP supports Risk MAP to develop flood hazard data and maps for communities that have never had identified risks as well as building on effective flood hazard data and flood insurance rate maps (FIRMS); increase public awareness of risk and potential mitigation options to reduce risk and better inform mitigation planning. NOAA announces the availability of Federal funding, authorized pursuant to the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58 (November 15, 2021) (hereinafter, the “Bipartisan Infrastructure Bill” or “BIL”), the Consolidated Appropriations Act, 2022, Pub. L. 117-103 (March 15, 2022); and the Consolidated Appropriations Act, 2023, (December 29, 2022), for necessary expenses associated with the restoration of Pacific salmon populations. The Pacific Coastal Salmon Recovery Fund (PCSRF) program makes such funding available to the States of Washington, Oregon, Idaho, Nevada, California, and Alaska, and federally recognized Tribes of the Columbia River and Pacific Coast (including Alaska) for projects necessary for the conservation of salmon and steelhead populations listed as threatened or endangered, or identified by a State as at-risk to be so-listed; for maintaining populations necessary for exercise of tribal treaty fishing rights or native subsistence fishing; or for the conservation of Pacific coastal salmon and steelhead habitat. This announcement outlines the priorities and guidelines that will be used to award funding to eligible entities.

Desalination is an essential tool in stretching the limited water supplies in the Western United States. Desalination projects develop and supplement municipal and irrigation water supplies through the treatment of ocean or brackish water, thereby providing a local supply, providing flexibility during water shortages, and diversifying the water supply portfolio. These projects provide growing communities with new sources of clean water and increase water management flexibility, making our water supply more reliable. Desalination projects are an important part of the Department’s WaterSMART Program. For further information on the WaterSMART Program, see www.usbr.gov/watersmart. The objective of this Notice of Funding Opportunity (NOFO) is to invite sponsors of projects eligible under section 4009(c) of the WIIN Act (Projects) to request cost-shared funding for planning, design, and/or construction of those Projects.
