The Carl Moyer Program was established in 1998 as a partnership between the California Air Resources Board (CARB) and local air districts. This grant program provides funding for replacing, repowering, or retrofitting eligible heavy-duty engines with cleaner-than-required technology.

Provides monetary incentives to individuals, private companies, or public organizations, that clean up heavy-duty engines more than required by California air quality regulations.

The Carl Moyer Memorial Air Quality Standards Attainment Program (Carl Moyer Program) provides incentive grants for cleaner-than-required engines, equipment, and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, marine, and agricultural sources. Projects may include engine re-powers, the purchase of new vehicles using alternative fuels, and engine retrofit devices approved by the California Air Resources Board (CARB). The District implements the program from funding received from CARB.

Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, off-road and stationary agricultural pump engines. The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG) which are necessary for California to meet its clean air commitments under the State Implementation Plan. NOx and ROG combine in the presence of sunlight to form ozone (smog), while PM, a component of diesel exhaust, has been identified as a toxic air contaminant by the Air Resources Board. Additional information can be found at the ARB website. 

The Sustainable Agricultural Lands Conservation (SALC) Program fights climate change by protecting our productive farmlands and encouraging compact transit-oriented communities.

The SALC Program utilizes Cap-and-Trade proceeds to protect agricultural lands on the outskirts of cities and near residential neighborhoods from development.  The SALC program simultaneously supports California’s food security and encourages infill development and low-carbon transportation to curb sprawl.  Urban sprawl not only increases greenhouse gas emissions and air pollution, as people have to drive further to get where they need to go, but also encroaches on agricultural lands that both store carbon and sustain our economy.

Replace, repower or retrofit qualifying diesel engine-powered equipment or vehicles with newer, cleaner, diesel engines.  The District is currently providing assistance for:  marine vessel repower, some stationary agricultural pumps, and off-road diesel equipment, including tractors.  Applicants may receive up to 80% replacement cost, depending on their project scoring.

The AFRI Foundational and Applied Science Program supports grants in six AFRI priority areas to advance knowledge in both fundamental and applied sciences important to agriculture. The six priority areas are: Plant Health and Production and Plant Products; Animal Health and Production and Animal Products; Food Safety, Nutrition, and Health; Bioenergy, Natural Resources, and Environment; Agriculture Systems and Technology; and Agriculture Economics and Rural Communities. Research-only, extension-only, and integrated research, education and/or extension projects are solicited in this Request for Applications (RFA). The Agricultural Tractor Replacement Program provides incentive funds for the replacement of in-use, off-road mobile equipment that are engaged in agricultural operations as defined by the California Air Resources Board. Funds are provided on a first come, first serve basis and applicants must obtain approval and have a signed, executed contract from the SJVAPCD prior to purchase of new equipment. Any equipment purchased prior to contract execution is ineligible as this is not a rebate program.

The U.S. Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) is announcing the availability of up to $5,000,000 in funds provided by the American Rescue Plan to Tribes, Tribal Nations, and organizations working on their behalf to support projects in the priority areas below: 1. Address gaps in surveillance and investigation activities for SARS-CoV-2 in animals, including farmed animals, captive wildlife, free-ranging wildlife, and companion animals. 2. Expand knowledge of species susceptibility to SARS-CoV-2 to improve understanding of potential roles or routes of transmission. 3. Develop surveillance tools and strategies for the rapid detection and characterization of new variants of SARS-CoV-2 to support an early warning system to prevent or limit future SARS-CoV-2 outbreaks. 4. Identify effective interventions, and other measures to prevent transmission of SARS-CoV-2 at the human-animal interface and/or impacts to the food supply.
