Under the MAP, FAS enters into assistance agreements with eligible Participants to share the cost of certain marketing and promotion activities designed to foster healthy exports and market diversification by encouraging the development, maintenance, and expansion of diverse commercial export markets for United States agricultural commodities and products. Assistance may be provided for either generic or brand promotion activities. While activities generally take place overseas, reimbursable activities may also take place in the United States. Financial assistance under the MAP is made available on a competitive basis, and applications are reviewed against the evaluation criteria contained herein. FAS endeavors to enter into agreements with eligible Participants to cover as broad an array of agricultural commodity sectors as possible and to maximize the likelihood that benefits generated will be available throughout the relevant agricultural sectors and that no single entity gains an undue advantage or sole benefit from program activities. All U.S. agricultural commodities, except tobacco, are eligible for consideration. Applicants should refer to and have a common understanding of the MAP programmatic regulations,7 CFR Part 1485, and the definitions contained within to fully understand this opportunity.

FY22 Community Innovation and Outreach (CIAO) Cooperative Agreement $20,000,000.00

The Food and Nutrition Service (FNS) administers the nutrition assistance programs of the United States Department of Agriculture (USDA). FNS works to promote nutrition security through the administration of 15 Federal nutrition assistance programs, including the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). WIC is a Federal nutrition assistance program that serves low-income pregnant, postpartum, and breastfeeding women, infants, and children up to five years old who are at nutritional risk. WIC provides nutritious foods, nutrition education including breastfeeding promotion and support, and referrals to health and social services to participants in all 50 states, 33 Indian Tribal Organizations, American Samoa, the District of Columbia, Guam, the Commonwealth of the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands.FNS anticipates awarding up to $20 million to a Grantee (for the purpose of this RFA, this term is used in a general way to include cooperators who are awarded and manage cooperative agreements) to ultimately test the effectiveness of community outreach strategies in increasing WIC participation, especially among underserved populations within a community. This announcement of funding is for a one-time cooperative agreement with an accredited institution of higher education (college/university), nonprofit research entity, or other nonprofit organization.

Notice of Funding Opportunity SummaryThis Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2023. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program.The Natural Resources Conservation Service (NRCS), an agency under the United States Department of Agriculture (USDA), is seeking support from natural resource conservation partners to work together to help enhance conservation delivery in the State of Mississippi. The overall intent of this announcement is to solicit partnerships to help enhance the implementation of key conservation objectives and priorities outlined further in this document. Proposals will be accepted from eligible entities delivering conservation programs and services in Mississippi for competitive consideration of awards for projects between one (1) and five (5) years in duration. NRCS anticipates the amount of funding available for this announcement will be approximately $5,000,000 annually which will be awarded to multiple recipients. All applicants must be capable of providing support throughout the State of Mississippi. Meat and Poultry Intermediary Lending Program $15,000,000.00

Meat and Poultry Processing Intermediary Lending Program (MPILP) grants are available to qualified applicants (intermediary lenders) to facilitate financing for the start-up, expansion, and operation of entities engaged in primary processing (slaughter) or further processing of meat and poultry, to strengthen the financing capacity for independent processors, and to help create a more resilient, diverse, and secure U.S. food supply chain. The MPILP will also help strengthen the capacity of lenders that are financing or plan to finance meat or poultry processors. Eligible processing facilities include USDA inspected facilities that process amenable species under a Federal Grant of Inspection, facilities that process nonamenable species eligible for voluntary USDA inspection, state or tribal inspected facilities that adhere to USDA regulations, and custom exempt facilities that adhere to USDA regulations. As reflected in the public comments to AMS–TM–21–0058, Investments and Opportunities for Meat and Poultry Processing Infrastructure, 86 FR 37728 (July 16, 2021), access to capital through loans was identified as a need for small and mid-sized meat and poultry processors. This program will expand access to financing for meat and poultry processing in the near term and will build financing capacity longer term. This program will facilitate access to affordable capital to address the ongoing need for meat and poultry processing enterprises in America’s rural and urban communities, as there are no geographic restrictions. The Gus Schumacher Nutrition Incentive Program Competitive Grants Program $15,000,000.00

Applications to the Agriculture and Food Research Initiative - Sustainable Agricultural Systems (SAS) Request for Applications (RFA) must focus on approaches that promote transformational changes in the U.S. food and agriculture system. NIFA seeks creative and visionary applications that take a systems approach for projects focused on the themes in the USDA Science Blueprint: (1) sustainable agricultural intensification; (2) agricultural climate adaptation; (3) value-added innovation; and/or (4) food and nutrition translation. These projects are expected to significantly improve the supply of affordable, safe, nutritious, and accessible agricultural products, while fostering economic development and rural prosperity in America. These approaches must demonstrate current needs and anticipate future social, cultural, behavioral, economic, health, and environmental impacts. Additionally, the outcomes of the work being proposed should result in societal benefits, including promotion of rural prosperity and enhancement of quality of life for all those involved in food and agricultural value chains from production to utilization and consumption.
