The Fiscal Year (FY) 2023 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMA's focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the Nation's critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. Among the five basic homeland security missions noted in the DHS Quadrennial Homeland Security Review, PSGP supports the goal to Strengthen National Preparedness and Resilience. The 2022-2026 FEMA Strategic Plan creates a shared vision for the field of emergency management and sets an ambitious, yet achievable, path forward to unify and further professionalize emergency management across the country. PSGP supports the goal of Readying the Nation for Catastrophic Disasters. The purpose of FPEP is to expand capacity, improve competition, and increase supply chain resilience within the agricultural fertilizer and nutrient management sector, in connection with the production of agricultural commodities. To meet its purpose, FPEP will support the production of agricultural commodities through the manufacturing and processing of fertilizer and nutrient alternatives.Entities are eligible regardless of legal structure and may include, but are not limited to, Tribes, Tribal entities, for‐profit entities, corporations, non‐profit entities, producer‐owned cooperatives and corporations, certified benefit corporations, and state or local government entities. Private entities must be independently owned and operated.Applications must be submitted electronically through Grants.gov. Ensure that all components of the application are complete before submission. Allow enough time for the application process, as it may take more than one attempt before your application is successfully submitted. RBCSencourages you to submit your application at least two weeks prior to the application deadline to ensure all certifications and registrations are met.This RFA provides two application submission windows. Applicants must submit applications via Grants.gov. Applications must be received by 11:59 pm Eastern Time (ET) on:• 45 days (November 14, 2022) after the date of posting, for applicants requesting financial assistance for eligible projects under the program. Priority will be given to projects that increase the availability of fertilizer (nitrogen, phosphate or potash) and nutrient alternatives to agricultural producers for use in crop years 2023 and 2024; and• 90 days (December 29, 2022) after the date of posting, for applicants requesting financial assistance for eligible projects under the program.Applications submitted after the deadline will not be considered for funding. An application is considered on time if it is received by the Agency by 11:59 pm Eastern Time..

The CDLPI program objective is to provide financial assistance to States and other eligible entities to improve the national CDL program. The national CDL program focuses on the concept that each driver has only one driving record and only one licensing document, commonly referred to as "One Driver — One License — One Record." Further, the national CDL program requires States to conduct knowledge and skills testing before issuing a Commercial Learner’s Permit (CLP) and/or CDL; to maintain a complete and accurate driver history record for anyone who obtains a CLP and/or CDL; and to impose driver disqualifications, as appropriate.

In June of 2022, the USDA launched the Food System Transformation framework which aims to build a more resilient food supply chain, create a fairer food system, and make nutritious food more accessible and affordable for consumers, with a particular focus on equity. Under this RFA, the School Food System Transformation Challenge Sub-Grant Cooperative Agreement will reflect FNS’ commitment to encourage the offering of healthier food products in the marketplace for school meals through engagement with the food industry and incentivizing innovation and partnerships. Increasing access to nutritious and appealing foods for kids is critical to the success of strong school meal standards. The selected Cooperator(s) will collaborate with food industry partners to support school districts, food producers, suppliers, distributors, and community partners. The goal of this RFA is to select a Cooperator or Cooperators who will implement and manage the School Food System Transformation Challenge Sub-Grants. The Healthy Meals Incentives Recognition Awards for SFAs, the Healthy Meals Incentives Sub-Grants for Small and/or Rural SFAs, and the Healthy Meals Summits were released under another RFA and are not included herein. The School Food System Transformation Challenge Sub-Grants described in this RFA were created to focus efforts to stimulate innovation in strengthening the availability of and access to nutritious food products in the K-12 school food marketplace. In addition, these sub-grants will support a more resilient food system through expanding manufacturing and purchasing capacity at the local and regional level. This, in turn, increases equitable access to healthy food products both in schools and in communities by way of support for agricultural producers, growers, and processors impacted by COVID-19. The School Food System Transformation Challenge Sub-Grants will support collaborative projects between school districts, food producers, suppliers, distributors, and/or community partners to stimulate innovation in strengthening the availability of and access to nutritious food products in the K-12 school food marketplace.

Through this NOFO, HUD is announcing the availability of approximately $72,158,000 in FY 2022 funding for its Community Compass Technical Assistance and Capacity Building Program (Community Compass). Contingent upon the availability of FY 2023 appropriations, we reserve the right to award FY 2023 funds based on this single NOFO competition.As HUD’s integrated technical assistance (TA) and capacity building initiative, Community Compass is designed to help HUD’s customers navigate complex housing and community development challenges by equipping them with the knowledge, skills, tools, capacity, and systems to implement HUD programs and policies successfully and sustainably and provide effective administrative and managerial oversight of HUD funding.We recognize that our customers often interact with a variety of HUD programs, and other federal programs servicing common customers, as they deliver housing or community development services. Community Compass brings together TA investments from across HUD program offices, including the offices of Community Planning and Development, Fair Housing and Equal Opportunity, Housing, and Public and Indian Housing. This cross-funding approach allows TA to address the needs of grantees and subgrantees across multiple HUD programs, often within the same engagement, as well as address intra-agency and inter-agency issues. You are encouraged to procure contractors and consultants that demonstrate experience across a wide variety of HUD programs, as well as in specific skill and policy areas. Through this NOFO, HUD will also address the TA needs of some emerging priorities that include: Violence Against Women Act's (VAWA) 2022 Reauthorization, racial and gender equity, transit-oriented development, housing supply, reentry housing for persons exiting jails and prisons, and mental health. You are also encouraged to assemble a diverse team of professionals, including persons from the communities HUD serves, that can contribute a perspective that incorporates lived experiences into the development and delivery of technical assistance. The Rural eConnectivity Program (ReConnect) Program provides loans, grants, and loan/grant combinations to facilitate broadband deployment in rural areas. In facilitating the expansion of broadband services and infrastructure, the program will fuel long-term economic development and opportunities in rural America. The ReConnect Program is authorized by the Consolidated Appropriations Act, 2018 (Pub. L. 115-141), which directs the program to be conducted under the Rural Electrification Act of 1936 (7 U.S.C. 901 et seq ). The policies and procedures for the ReConnect Program are codified in a final rule, 7 CFR part 1740, that was published in the Federal Register on February 26, 2021 (86 FR 11603). The Rural Utilities Service (RUS), a Rural Development agency of the United States Department of Agriculture (USDA), is issuing a Funding Opportunity Announcement (FOA) to announce that it is accepting applications for fiscal year 2022 (FY 2022) for the ReConnect Program. In addition, the FOA defines requirements that are determined at the time a funding announcement is published, as outlined in the regulation. As part of this announcement, the Agency is also informing potential applicants and other interested parties about its intention to seek information on a topic that will help inform future funding announcements. Beginning on November 24, 2021, applications can be submitted through the RUS on-line application portal until 11:59 a.m. Eastern on February 22, 2022. Applications will not be accepted after February 22, 2022 until a new application opportunity has been opened with the publication of an additional FOA in the Federal Register . The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Geothermal Technologies Office (GTO) a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law Enhanced Geothermal Systems (EGS) Pilot Demonstrations.” Awards made under this Funding Opportunity Announcement (FOA) will be funded, in whole or in part, with funds appropriated by the Infrastructure Investment and Jobs Act, also more commonly known as the Bipartisan Infrastructure Law (BIL). The BIL is a once-in-a-generation investment in infrastructure, which will grow a more sustainable, resilient, and equitable economy through enhancing U.S. competitiveness, driving the creation of good-paying union jobs, and ensuring stronger access to economic, environmental, and other benefits for disadvantaged communities. The BIL appropriates more than $62 billion to the Department of Energy (DOE) to invest in American manufacturing and workers; expand access to energy efficiency; deliver reliable, clean and affordable power to more Americans; and deploy the technologies of tomorrow through clean energy demonstrations. As part of and in addition to upgrading and modernizing infrastructure, DOE’s BIL investments will address the climate crisis and support efforts to build a clean an equitable energy economy that achieves zero carbon electricity by 2035, and puts the United States on a path to achieve net-zero emissions economy-wide by no later than 2050 to benefit all Americans. The Department of Energy’s (DOE’s) Geothermal Technologies Office’s (GTO) 2022 Enhanced Geothermal ShotTM analysis, building on the 2019 GeoVision report, concludes that with aggressive technology improvements, in areas relevant to enhanced geothermal systems (EGS), geothermal power generation could provide 90 gigawatts-electric (GWe) firm, flexible power to the U.S. grid by 2050. Enhanced Geothermal Systems are engineered geothermal reservoirs, created where there is hot rock (175-300+°C), but little to no natural permeability and/or fluid saturation. During EGS development, subsurface permeability is enhanced via safe, well-engineered reservoir stimulation processes that re-open pre-existing fractures, create new ones, or a combination of both. These open conduits increase permeability and allow fluid to circulate throughout the hot rock. The fluid transports the otherwise stranded heat to the surface where clean, renewable electricity can be generated with current power generation technologies. Relative to other geothermal resources, EGS have the potential to provide the most growth in the electric sector, and in the GeoVision scenarios, support noteworthy growth within the non-electric sector for district heating and other direct-use applications. This potential expands if superhot EGS resources (>375°C) are accounted for. Without significant and sustained investment in EGS technology development and demonstrations to refine our ability to access and develop these resources, however, the 90 GWe target will not be achieved. This FOA invites applications to participate in a research program cooperative agreement to support the Prevention and Treatment through a Comprehensive Care Continuum for HIV-affected Adolescents in Resource Constrained Settings Implementation Science Network (PATC3H-IN). The Network will expand successes achieved by PATC3H to new geographic settings with limited implementation science (IS) research capacity and/or risk populations who are poorly represented in international adolescent HIV research (e.g. sexual and gender minorities; commercial sex workers; drug users) and stimulate much needed IS research in a neglected area of public health significance: prevention of new HIV infections among adolescents at risk and the identification of, and linkage and retention to care of and long-term viral suppression among youth living with HIV in low-to-middle income countries (LMICs). These settings must have an HIV epidemic density defined by UNAIDS estimates as either a country 1) in which at least 200,000 people are living with HIV and the number has not decreased by more than 5% over the last 2 consecutive years of available data or 2) has an HIV incidence among youth ages 10 to 24 years of 0.01% or more.
