Provides monetary incentives to individuals, private companies, or public organizations, that clean up heavy-duty engines more than required by California air quality regulations.

AFOSR plans, coordinates, and executes the Air Force Research Laboratory’s (AFRL) basic research program in response to technical guidance from AFRL and requirements of the Air Force. Additionally, the office fosters, supports, and conducts research within Air Force, university, and industry laboratories; and ensures transition of research results to support U.S. Air Force needs. The focus of AFOSR is on research areas that offer significant and comprehensive benefits to our national war fighting and peacekeeping capabilities. These areas are organized and managed in two scientific Departments: Engineering and Information Science (RTA), Physical and Biological Sciences (RTB), and our international offices (EAORD, SOARD, and AOARD). The research activities managed within each Department are summarized in this section.

The Small Business Financing (SBF) program offers affordable options to help California businesses shrink their energy bills and carbon footprints.

Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive grants for cleaner-than-required engines, equipment and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, off-road and stationary agricultural pump engines. The program achieves near-term reductions in emissions of oxides of nitrogen (NOx), particulate matter (PM), and reactive organic gas (ROG) which are necessary for California to meet its clean air commitments under the State Implementation Plan. NOx and ROG combine in the presence of sunlight to form ozone (smog), while PM, a component of diesel exhaust, has been identified as a toxic air contaminant by the Air Resources Board. Additional information can be found at the ARB website.

Reducing greenhouse gas emissions
Based on greenhouse gas (GHG) emissions measures, focusing our Energy Programs on the transportation and building sectors will provide the greatest impact on reducing GHG emissions locally.

Responding to community needs
As 3CE launches energy programs to meet our community’s goals, we continue to collaborate and engage with stakeholders to develop and enhance our energy programs.

The Carl Moyer Program provides monetary grants to private companies and public agencies to clean up their heavy-duty engines beyond that required by law or regulation, through repowering, replacing or retrofitting their engines, vehicles or equipment. Moyer grants also fund infrastructure projects to support California’s transformation toward zero and near-zero technologies.

Take advantage of incentives for electric forklifts and your commercial vehicles including light-duty cars, trucks or semi-tractors. Plus, electric vehicle charging installations for customers, tenants or employees are eligible for incentives ranging from $1,500 for each level 2 EV charger port to $80,000 per DC Fast Charger.

Most of our grant opportunities are administered through the help of the California Air Pollution Control Officers Association (CAPCOA).  Applications are submitted and reviewed by CAPCOA and the California Air Resource Board (CARB) staff to determine if a project meets the guidelines and criteria under the Carl Moyer Program. 

The Santa Barbara County Air Pollution Control District is providing grant funds to benefit public health by cost-effectively replacing old, high-polluting equipment with newer, cleaner equipment earlier than required by regulation or through normal attrition.

The grant funds come from the California Air Resources Board’s (CARB) Carl Moyer Program, Community Air Protection Program, Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, and California Department of Motor Vehicles surcharge revenue.

These grant programs generally follow CARB 2017 Carl Moyer Program Guidelines, Community Air Protection Project Guidelines, FARMER Guidelines, or other CARB guidelines. All funded projects in the following six project categories must comply with the requirements found within the guidelines for the specific program, including cost-effectiveness thresholds.
