The objectives of the Early Detection Research Network (EDRN; edrn.cancer.gov) are to discover, develop and validate biomarkers and imaging methods to detect early stage cancers and to translate these into clinical tests. The EDRN provides an infrastructure that is essential for this process and has successfully completed more than10 multicenter validation studies.

OJP is committed to advancing work that promotes civil rights and racial equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety and protects the public from crime and evolving threats, and builds trust between law enforcement and the community. Mentoring is a prominent strategy for delinquency prevention and victimization recovery that offers at-risk youth structured support from older or more experienced mentors to provide positive role models and promote resilience. With this solicitation, in collaboration with the Office of Juvenile Justice and Delinquency Prevention (OJJDP), NIJ seeks applications for rigorous youth mentoring research and independent evaluation projects that address one or both of the following two topical areas: Barriers/impediments for youth involved in the justice system to access mentoring services. Mentoring programs that serve youth involved in the justice system. Applicants to this solicitation must submit proposals that address one or both of these two topical areas. No other applications will be considered. NIJ will give special consideration to proposals with methods that include meaningful engagement with the people with lived experience of the subject of study; including, but not limited to, justice practitioners, community members, crime victims, service providers and individuals who have experienced justice system involvement. Applicants are encouraged to propose multidisciplinary research teams to build on the complementary strengths of different methods and areas of subject matter expertise. NIJ also seeks proposals that include consideration and measurement of issues of diversity, discrimination, and bias across age, gender and gender identity, race, ethnicity, religion, and sexual orientation, as applicable. Applications proposing research involving partnerships with mentoring, juvenile justice, or other agencies, should include a letter of support, signed by an appropriate decision-making authority from each proposed, partnering agency. A letter of support should include the partnering agency’s acknowledgement that de-identified data derived from, provided to, or obtained through an award funded by NIJ will be archived by the grant recipient with the National Archive of Criminal Justice Data (NACJD) at the conclusion of the award. Applicants and their potential partners are encouraged to review NIJ’s data archiving guidance. If selected for an award, grantees will be expected to have a formal agreement in place with partnering agencies by January 1, 2024. That formal agreement must include a provision to meet the data archiving requirements of the award. NIJ seeks proposals that include robust, creative, and multi-pronged dissemination strategies that include strategic partnerships with organizations and associations that are best equipped to ensure that research findings lead to changes in policies and practices related to the subjects of study. Special consideration will be given to proposals that dedicate at least 15% of the requested project award funding toward implementing such strategies, as demonstrated in the Budget Worksheet and Budget Narrative. In the case of partnerships that will involve the use of federal award funds by multiple partnering agencies to carry out the proposed project, only one entity/partnering agency may be the applicant (as is the case with any application submitted in response to this solicitation); any others must be proposed as subrecipients. The EMP is established to develop, maintain, or expand markets for exports of United States agricultural commodities and to promote cooperation and exchange of information between agricultural institutions and agribusinesses in the United States and emerging markets. The EMP assists U.S. entities in developing, maintaining, or expanding exports of U.S. agricultural commodities and products by funding activities that enhance emerging markets’ food and rural business systems, including reducing trade barriers. The EMP is intended primarily to support export market development efforts of the private sector, but EMP resources may also be used to assist public organizations. The EMP is administered by personnel of the Foreign Agricultural Service (FAS) on behalf of the Commodity Credit Corporation (CCC).

The United States Department of the Interior (Department), Bureau of Reclamation’s (Reclamation) Snow Water Supply Forecasting Program (Program) aims to improve the skill of water supply forecasts via enhancing snow monitoring through the deployment of emerging technologies to complement existing monitoring techniques and networks. This new program was authorized in December 2020 by P.L. 116-260, Sec. 1111, Snow Water Supply Forecasting Program Authorization Act. The program was authorized for FY 2022 - FY 2026. Reservoir operations and related water management decisions rely on estimates of current and future water availability. These estimates depend on technologies to observe basin conditions such as snowpack. In many Western basins, snowpack and subsequent snow melt runoff constitutes a significant portion of the annual water supply. Accordingly, monitoring snowpack is of great interest to water managers and water users alike. Traditionally, basin snowpack information is based on a sparse network of observing stations across large watersheds. These networks provide high quality information at station locations but extrapolating that information to an entire watershed is a challenge. This challenge, in large part, motivates the Program. As such, the NOFO invites proposals from eligible applicants that are invested in and capable of demonstrating emerging or deploying existing snow monitoring technologies and/or use of snow monitoring data to enhance water supply forecast skill. Considering this and the Act’s emphasis on partner agency coordination, strong applications will have partnerships with water management and forecasting entities to facilitate transfer of knowledge, foster use of data in forecasts, and evaluate utility of information for informing water management decisions. This supports Department of the Interior priority of addressing the drought crisis by providing water managers the best available information to inform the management of this scarce and critical resource. In Phase I, applicants submit technical proposals in the required format and length as specified in Section D.2.1. Application Format and Length as well as with the required content further detailed in Section D.2.2. Application Content. Submission to Phase I is required for Phase II consideration. Reclamation’s application review committee (ARC) will select a set of highly qualified applications from Phase I to move to Phase II of the application process. The purpose of the RRTCs, which are funded through the Disability and Rehabilitation Research Projects and Centers Program, is to achieve the goals of, and improve the effectiveness of, services authorized under the Rehabilitation Act through well-designed research, training, technical assistance, and dissemination activities in important topical areas as specified by NIDILRR. These activities are designed to benefit people with disabilities, family members or caregivers, rehabilitation service providers, policymakers and other research stakeholders. The purpose of this particular RRTC is to conduct research, training, and related activities to contribute to optimal health and function outcomes of people with intellectual and developmental disabilities. This RRTC's activities will include a focus on, but will not be limited to research toward services, supports, and interventions for people with intellectual and developmental disabilities who have co-occurring behavioral disorders, mental illness, or psychiatric disability. The RRTC will also conduct research toward development of self-report measures of health that can be directly answered by people with intellectual and developmental disabilities. NIDILRR plans to make one grant under this opportunity in FY 2023. The grant will have a 60-month project period, with five 12-month budget periods.

The objective of this program by the NOAA Pacific Islands Fisheries Science Center (PIFSC) is to advance the scientific foundation for the conservation of cetaceans in the Pacific Islands Region. Research supported through this program will contribute to the assessment of whale and dolphin populations in the central and western Pacific Ocean, which requires an understanding of distribution, stock structure, habitat use, and natural and anthropogenic threats, along with estimates of abundance, demography, and mortality. For FY2023, program priorities include 1) Research to inform mitigation measures to reduce interactions between hook-and-line fisheries and false killer whales in the central and western Pacific; 2) Research on the demographics, abundance, and/or movement patterns of Main Hawaiian Islands insular and Hawaii pelagic false killer whale populations; 3) Research on abundance, distribution, and/or human disturbance of spinner dolphins in the main Hawaiian Islands, with special emphasis on spinner dolphins in the Maui Nui region; and 4) Research to inform cetacean stock assessment in the Pacific Islands Region.

The purpose of this Funding Opportunity Announcement (FOA) is to invite applications for the Developmental Centers for AIDS Research (D-CFAR) program to provide administrative and shared research support to enhance HIV/AIDS research. D-CFARs provide core facilities, expertise, resources, and services not readily obtained otherwise through more traditional funding mechanisms. Additionally, D-CFARs provide support to assist investigators in the development of a competitive standard CFAR.
