This notice announces the availability of funds and solicits applications from eligible entities, including nonprofit organizations, to provide technical assistance to communities on the integration of environmental justice and equitable development when developing solutions to brownfields cleanup and revitalization challenges.

The EPA’s Office of Brownfields and Land Revitalization (OBLR) is soliciting applications for funding under Section 104(k)(7) of CERCLA, which authorizes funding to eligible entities to provide training, research, and technical assistance to facilitate the inventory of brownfield sites, site assessments, remediation of brownfield sites, community involvement, or site preparation.

Grants awarded under this solicitation will help communities, organizations, government agencies, nonprofits, and individuals tackle the challenge of cleaning up and revitalizing brownfield properties. For purposes of this grant, the general definition of technical assistance is provided below. This definition provides guidance for the types of activities the EPA is interested in supporting.

The Federal Transit Administration (FTA) announces the opportunity to apply for $180 million in competitive grants under the fiscal year (FY) 2021 Low or No Emission Grant Program (Low-No Program) (Federal Assistance Listing: 20.526). As required by Federal public transportation law, funds will be awarded competitively for the purchase or lease of low or no emission vehicles that use advanced technologies for transit revenue operations, including related equipment or facilities. Additionally, recipients are permitted to use up to 0.5 percent of their requested grant award for workforce development activities eligible under Federal public transportation law (49 U.S.C. 5314(b)) and an additional 0.5 percent for costs associated with training at the National Transit Institute. Projects may include costs incidental to the acquisition of buses or to the construction of facilities, such as the costs of related workforce development and training activities, and project administration expenses.

The purpose of this Funding Opportunity Announcement (FOA) is to support studies that will identify, develop, and/or test strategies for overcoming barriers to the adoption, adaptation, integration, scale-up, and sustainability of evidence-based interventions, practices, programs, tools, treatments, guidelines, and policies. Studies that promote equitable dissemination and implementation of evidence-based interventions among underrepresented communities are encouraged. Conversely, there is a benefit in understanding circumstances that create a need to stop or reduce (de-implement) the use of practices that are ineffective, unproven, low-value, or harmful. In addition, studies to advance dissemination and implementation research methods and measures are encouraged. All applications must be within the scope of the mission of one of the Institutes/Centers listed above.

Competitions in This Notice: IES is announcing four research competitions through two of its centers: The IES National Center for Education Research (NCER) is announcing two competitions--one competition in each of the following areas: education research training and using longitudinal data to support State education policymaking. The IES National Center for Special Education Research (NCSER) is announcing two competitions—one competition in each of the following areas: special education research and special education research training. NCSER Competitions The Special Education Research Competition (ALN 84.324A). Under this competition, NCSER encourages a broad range of research, including studies that may have more than one research focus (such as reading and behavior) and may focus broadly on students with disabilities or on a particular disability (such as autism spectrum disorders). The range of research supported through this program includes, but is not limited to, programs to improve child development and school readiness; academic and/or behavioral interventions; instructional practices and/or professional development programs for teachers and other school-based personnel; strategies for improving the family support and engagement critical to the success of students with disabilities; policies and systems-level interventions and programs to address school finance, school-community collaborations, or school structures that affect educational progress for students with disabilities; transition from secondary school to postsecondary education, career, and/or independent living; as well as access to, persistence in, and completion of postsecondary education. The purpose of this Funding Opportunity Announcement (FOA) is to solicit R01 research projects that investigate actionable synthetic vulnerabilities that can be conditionally paired with tumor responses to radiation therapy. The goal the PAIRS program is to the development of radiation-synthetic combination strategies and facilitate their adoption into the precision medicine toolkit toward building new and effective anticancer treatments.

This Funding Opportunity Announcement (FOA) supports the Cancer Moonshot Scholars Diversity Program (CMSDP) and solicits R01 grant applications that propose independent research projects within the scientific mission of the National Cancer Institute (NCI). The overarching goal of the CMSDP is to increase the number of R01 Early Stage Investigators (ESIs) awardees from underrepresented groups (URGs), while promoting scientific advancements through diversification of NCIs investigator pool. Investigators from diverse backgrounds, including those from underrepresented groups (e.g., see NOT-OD-20-031, Notice of NIHs Interest in Diversity), are eligible to apply.

This funding announcement solicits R21 grant applications that propose exploratory/developmental research projects that are consistent with the research framework detailed in the 2022-2026 National Institute of Nursing Research (NINR) Strategic Plan. This research will be rooted in nursing's holistic, contextualized approach to understanding people and their health, address the nation's most pressing and persistent health challenges with a solutions orientation, and employ innovative and rigorous study designs to inform practice and policy.

SUMMARY: The Department of Veterans Affairs (VA) is announcing the availability of funding for new grants under the Per Diem Only (PDO) grant component of the VA Homeless Providers Grant and Per Diem (GPD) program in an effort to reduce homelessness among Veterans. Applications for assistance are being accepted from eligible entities to provide per diem payments for facilitating housing stabilization for Veterans experiencing homelessness. Funding will support PDO transitional supportive housing bed models and service centers. These PDO service models are designed to meet different Veteran populations at various stages as they move to stable housing. VA anticipates that the grants will be for a period of 3 years starting in fiscal year (FY) 2024 on October 1, 2023 and ending September 30, 2026. VA anticipates awarding approximately 10,500 transitional supportive housing beds and 15 service centers nationwide. Applications will be accepted either for transitional supportive housing beds or for a service center. Applications for transitional supportive housing may include one or a combination of bed models (i.e., Bridge Housing, Clinical Treatment, Hospital to Housing, Low Demand and/or Service Intensive Transitional Housing). Each application for transitional supportive housing beds must include a minimum of one housing model per application and a minimum of five beds per housing model. Applications may not request both transitional supportive housing beds and a service center within the same application. DATES: Applications for grants must be received by the GPD National Program Office no later than 4:00 p.m. Eastern Time on Monday, February 6, 2023. In the interest of fairness to all, this deadline is firm as to date and hour. VA will treat any application received after the deadline as ineligible. The NIH Research Education Program (R25) supports research education activities in the mission areas of the NIH. The overarching goal of this NCI R25 program is to support research and educational activities that enhance the diversity of the cancer biomedical workforce. We seek to do this by providing training navigation to support scholars from diverse backgrounds, including individuals from groups shown to be underrepresented in the cancer biomedical workforce. The TEAM program will pilot test the use of training champions (TCs) at minority serving institutions (MSIs) to support the development of educational activities and scientific career development programs to enhance the preparation, productivity and progress of scholars from diverse backgrounds, including those from underrepresented racial and ethnic groups, in the Notice of NIH's Interest in Diversity, NOT-OD-20-031. The career development levels of focus for this FOA will include predoctoral and postdoctoral fellows, and early-stage investigators (ESIs). TCs are defined as personnel located within the MSI who can assist potential applicants with their plans to apply, attain, or transition to an independent grant award. This RFA will leverage TCs to assist scholars in identifying funding opportunities, networking with appropriate NCI/NIH program directors, and locating resources for competitive application preparation. TCs will also provide additional training support, navigation, and resources to enhance the skills required to successfully identify, prepare, submit, and obtain grants and career development opportunities. To accomplish the stated over-arching goal, this FOA will support creative educational activities with a primary focus on Courses for Skills Development and Mentoring Activities.

This funding opportunity announcement (FOA) supports small research projects on cancer that can be carried out in a short period of time with limited resources. The R03 grant mechanism supports different types of projects including pilot and feasibility studies; secondary analysis of existing data; small, self-contained research projects; development of research methodology; and development of new research technology.
