Community Connect Grant Program $3,000,000.00

The Community Connect Grant Program provides financial assistance to eligible applicants that will provide service at or above the Broadband Grant Speed to all premises in rural, economically-challenged communities where broadband service does not exist. The deployment of broadband services on a “community-oriented connectivity” basis stimulates economic development and provides enhanced educational and health care opportunities in rural areas. RUS will give priority to rural areas that demonstrate the greatest need for broadband services, based on the criteria contained herein. All applicants should carefully review and prepare their applications according to instructions in the FY 2021 Community Connect Grant Program Application Guide (Application Guide) and program resources. Hydrogen and Fuel Cell Technologies Office (HFTO) FY 2021 Funding Opportunity Announcement (FOA) The HFTO FY21 FOA will build upon the FY19 H2@Scale and FY20 H2@Scale New Markets FOAs by enhancing the performance and durability and reducing cost of heavy duty (HD) fuel cell components, expanding hydrogen production via high-temperature electrolysis and biological-based waste conversion technologies, growing the domestic supply chain for HD hydrogen fueling stations, and cost analysis for hydrogen and fuel cell technologies. WaterSMART Grants: Small-Scale Water Efficiency Projects $75,000.00

This Small-Scale Water Efficiency Projects FOA supports Small-Scale Water Efficiency Projects that have been prioritized through planning efforts led by the applicant. These projects are generally in the final design stage, environmental and cultural resources compliance have been initiated or already completed, and the non-Federal funding, necessary permits, and other required approvals have been secured. Through Small-Scale Water Efficiency Projects, Reclamation provides assistance to states, tribes, irrigation districts, water districts, and other entities with water or power delivery authority to undertake small-scale water efficiency projects that have been prioritized through planning efforts led by the applicant. These projects conserve and use water more efficiently; mitigate conflict risk in areas at a high risk of future water conflict; and accomplish other benefits that contribute to water supply reliability in the western United States. Regional Infrastructure Accelerators $2,000,000.00

Section 1441 of the FAST Act authorized the establishment of the Regional Infrastructure Accelerators (RIA) demonstration program to assist entities in developing improved infrastructure priorities and financing strategies for the accelerated delivery of a project that is eligible for funding under the Transportation Infrastructure Finance and Innovation Act of 1998 (TIFIA) program under Chapter 6 of Title 23, United States Code. The Further Consolidated Appropriations Act, 2020, enacted on December 20, 2019, appropriated $5 million for this program. As a part of the implementation plan, the Bureau is issuing this Notice of Funding Opportunity (NOFO) to solicit applications for designating and funding an RIA that will: 1) serve a defined geographic area; 2) act as a resource to qualified entities in the geographic area in accordance with Section 1441 of the FAST Act; and 3) demonstrate the effectiveness of an RIA to accelerate the delivery of eligible projects through the Bureau’s innovative financing programs including the TIFIA credit program, and, to the extent applicable, the Railroad Rehabilitation and Improvement Financing (RRIF) credit program and Private Activity Bonds (PABs) and other innovative financing methods.

WaterSMART Grants: Water Marketing Strategy Grants for Fiscal Year (FY) 2021 $400,000.00

Through WaterSMART Water Marketing Strategy Grants, Reclamation provides cost-shared financial assistance to States, Indian tribes, and local governments to develop water marketing strategies to establish or expand water markets or water marketing activities between willing participants, in compliance with state and Federal laws. Water Marketing Strategy Grants are a component of Reclamation’s WaterSMART Grants Program, which also includes Water and Energy Efficiency Grants and Small-Scale Water Efficiency Projects. The objective of this NOFO is to invite States, Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation to develop a water marketing strategy to increase water supply reliability. Applicants under this NOFO may request funding to develop a water marketing strategy (project) to establish or expand water markets or water marketing activities. A “water marketing strategy” is a framework for implementation of water marketing activities. Development of a water marketing strategy must include: (1) Outreach and partnership building; (2) Scoping and planning activities (e.g., hydrologic, economic, legal and other types of analysis); and (3) Development of a water marketing strategy document describing how water marketing activities will be implemented. For the purposes of this NOFO, “water marketing” refers to water rights transactions (e.g., the voluntary lease, sale, or exchange of water or water rights), or voluntary agreements governing water rights, water use, or water management (e.g., non-diversion agreements, dry-year options, and agreements governing groundwater recharge and storage), undertaken in accordance with State and Federal laws, between willing participants.

The objective of the NOFO is to invite eligible applicants to submit applications for projects that benefit federally listed and other special-status species whose habitats and populations have been impacted by operation of the Central Valley Project (CVP). An additional objective is to ensure the award selection process is in compliance with competition requirements related to federal financial agreements, and to ensure public participation in the Central Valley Project Conservation Program (CVPCP).
