WaterSMART’s Environmental Water Resources Projects provide support for priorities identified in Presidential Executive Order (E.O.) 14008: Tackling the Climate Crisis at Home and Abroad, and is aligned with other priorities such as those identified in E.O. 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. The Environmental Water Resources Projects also support the goals of the Interagency Drought Relief Working Group established in March 2021 and the National Drought Resiliency Partnership.

This Notice of Funding Opportunity (NOFO) supports Drought Resiliency Projects that will build long-term resilience to drought and reduce the need for emergency response actions. These projects are generally in the final design stage—environmental and cultural resources compliance may have been initiated, and the non-Federal funding, necessary permits, and other required approvals have been secured.

This Program Announcement is issued under the provisions of section 104 of the Water Resources Research Act of 1984 (Public Law 98-242), as amended by Public Laws 101-397, 104-147, 106-374, 109-471, and 117–58. Section 104 of the Water Resources Research Act directs the Secretary of the Interior to administer program grants to Institutes established under the provisions of section 104(a) of the Act. Water Resources Research Institutes have been established in each of the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands, and Guam. The Institute in Guam also serves the Federated States of Micronesia and the Commonwealth of the Northern Mariana Islands. The Institute in Hawaii also serves American Samoa. Notice of Funding Opportunity Summary This Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2022. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program. NRCS Vermont is seeking support from and opportunities to partner with like-minded natural resource conservation partners. The overall intent of this solicitation is to seek conservation partners to provide technical services for activities related to conservation delivery assistance identified in Section A of this announcement. The purpose of this funding opportunity announcement (FOA) is to solicit applications that further examine and characterize molecular underpinnings surrounding telomere status and accompanying biological pathways in response to environmental insults. Specifically, the intent is to further stimulate the field on how general telomere maintenance modulates downstream biological pathway(s) leading to cellular and organismal dysfunction. It is anticipated that proposed studies examining exposure affects at telomeric regions can actually potentiate early onset of age-related diseases. This FOA ultimately seeks to identify key mechanistic insights into telomere dynamics and how this could better dissect the interplay between environmental exposures at this vulnerable site contribute to disease (e.g., cancer, CVD, and other age-related outcomes, such as neurodegeneration).

Notice of Funding Opportunity Summary NRCS is announcing the availability of Conservation Innovation Grants (CIG) On-Farm Conservation Innovation Trials (On-Farm Trials) to stimulate the adoption and evaluation of innovative conservation approaches in partnership with agricultural producers. For 2022, applications will be accepted from eligible entities for projects addressing at least one of the following priorities: irrigation management technologies; climate smart agricultural solutions; nutrient management; and soil health demonstration (SHD) trial. Up to $25 million is available for On-Farm Trials in 2022. NRCS anticipates that at least $10 million of On-Farm Trials funding in 2022 will be awarded to entities applying for the SHD component. The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications for the fiscal year (FY) 2022 USDA Regional Food Business Centers (Regional Food Centers). The Regional Food Centers will serve as the cornerstone of USDA’s development of local and regional supply chains. They will offer coordination, technical assistance, and capacity building support to small and mid-sized food and farm businesses, with the goal of creating a more resilient, diverse, and competitive food system. AMS will award cooperative agreements to regionally based partners to support USDA’s work on regional food supply chains. USDA is using approximately $400 million in funds authorized under the Consolidated Appropriations Act, 2021, Pub. L. No. 116—260, Division N, Title VII, Subtitle B, Section 751 to develop and implement the program, with approximately $360 million going directly to fund the Regional Centers.Through this solicitation, AMS will fund at least six USDA Regional Food Centers. There are three High Priority Areas that will each have at least one Regional Center specifically serving all or part of that area: Colonias (counties on the US/Mexico border), high need areas of the Delta and the Southeast, and the high need areas of Appalachia. In addition, there will be one national Tribal Center. There will also be Regional Food Centers that serve other areas of the country beyond these High Priority areas and the Tribal Center.This announcement identifies the eligibility criteria for USDA Regional Food Centers, and the application forms and associated instructions needed to apply for a USDA Regional Food Center agreement.This program is intended to benefit small and mid-sized producers, processors, aggregators, and distributors that sell into all types of markets, including local and regional markets. This program is inclusive of all types of products produced locally or regionally, including fruits, vegetables, meat, poultry, fish, grains, and dairy. Applicants are required to prioritize service to underserved communities and businesses. Applicants to be USDA Regional Food Centers should engage and involve these beneficiaries when developing projects and applications.

The U.S. Department of Agriculture, Forest Service will support projects in the Great Lakes basin that implement the following strategic, priority actions: Mitigate Forest Insect and Disease Impacts–Implement targeted reforestation and forest protection actions to minimize invasive forest insect and disease impacts on watersheds. Reduce Runoff from Degraded Sites through Green Infrastructure – Capture or treat stormwater runoff by planting trees and other vegetation as an integral component of green infrastructure. Restore and Connect Coastal and Riparian Forest Habitats– Protect, restore, and enhance high-quality coastal zone and connecting riparian ecosystems where trees are an important component. The minimum and maximum Federal funding requests vary depending on program area, with an overall range of $50,000 to $300,000.
