Program Overview: EDA has authority to provide grants to meet the full range of communities’ and regions’ economic development needs from planning and technical assistance to construction of infrastructure. These grants are made through a series of Notices of Funding Opportunity (NOFOs) that can be found on EDA’s website at https://www.eda.gov/funding/funding-opportunities and are designed to support the economic development activities most useful to a community based on its needs and circumstances. EDA funds community or regionally generated ideas and assists communities to advance to the next level of economic development. This NOFO, which supersedes the FY20 PWEAA NOFO, sets out EDA’s application submission and review procedures for two of EDA’s core economic development programs authorized under the Public Works and Economic Development Act of 1965, as amended (42 U.S.C. § 3121 et seq.) (PWEDA): (1) Public Works and Economic Development Facilities (Public Works) and (2) Economic Adjustment Assistance (EAA). EDA supports bottom-up strategies that build on regional assets to spur economic growth and resiliency. EDA encourages its grantees throughout the country to develop initiatives that present new ideas and creative approaches to advance economic prosperity in distressed communities. Through this NOFO EDA intends to advance general economic development in accordance with EDA’s investment priorities, but also to pursue projects that, where practicable, incorporate specific priorities related to equity, workforce development, and climate change resiliency so that investments can benefit everyone for decades to come.

The SoCalGas On-Bill Financing (OBF) program offers qualified business customers as well as multi-family residential owners 0% financing from $5,000 to $100,000 per meter for qualifying natural gas equipment. All institutional customers (i.e. counties, cities, school districts, etc.) as well as low-income multifamily owners may receive $5,000 to $250,000 per meter, and State of California can borrow up to $1,000,000 for one service account.

The program is open to all non-residential customers, including owners of multi-family units who do not live on premises. Participants must have had an active account for the past two years and good credit standing as determined by the Utility. The funds may be used for a wide variety of efficiency improvement projects, and the monthly loan payments will be added directly to the customer's bill. Monthly energy savings help to offset the monthly loan charges.  Review the program web site for additional information.

Notice of Funding Opportunity (NFO) Summary Up to approximately $1 billion will be made available for the Partnerships for Climate-Smart Commodities projects through this funding opportunity, which will build markets and invest in America’s climate-smart farmers, ranchers, and forest owners to strengthen U.S. rural and agricultural communities. Through the Partnerships for Climate-Smart Commodities, USDA will support the production and marketing of climate-smart commodities through a set of pilot projects that provide voluntary incentives through partners to producers and land owners, including early adopters, to: a. implement climate-smart production practices, activities, and systems on working lands, b. measure/quantify, monitor and verify the carbon and greenhouse gas (GHG) benefits associated with those practices, and c. develop markets and promote the resulting climate-smart commodities. Grant agreements under this funding opportunity will be with a single entity, i.e., “partner”; however, USDA encourages multiple partners to coordinate on projects. A range of public and private entities are eligible to apply, as described in Section C of the Full Announcement which can be found in the Related Documents tab of this opportunity. Proposals must provide a plan to pilot implementation of climate-smart agriculture and/or forestry practices on a large-scale, including meaningful involvement of small or historically underserved producers, consistent with spirit of the Justice40 initiative; a quantification, monitoring, reporting, and verification plan; and a plan to develop markets and promote climate-smart commodities generated as a result of project activities. Funding will be provided through two funding pools. Proposals in the first funding pool (requests for amounts from $5 million to $100 million per proposal) will be large-scale pilot projects that emphasize the greenhouse gas benefits of climate-smart commodity production and include direct, meaningful benefits to a representative cross-section of production agriculture, including small and/or historically underserved producers. Proposals in the second funding pool (requests for amounts from $250,000 to $4,999,999 per proposal) are limited to particularly innovative pilot projects with an emphasis on · enrollment of small and/or underserved producers and/or · monitoring, reporting, and verification activities developed at minority-serving institutions. All projects must be tied to the development of markets and promotion of climate-smart commodities. For the purposes of this funding opportunity, a “climate-smart commodity” is an agricultural commodity that is produced using agricultural (farming, ranching, or forestry) practices that reduce greenhouse gas emissions or sequester carbon. Markets for climate-smart commodities may include companies or processors sourcing climate-smart commodities to meet internal targets or other supply chain goals, biofuel and renewable energy markets, companies seeking to sell branded consumer products, or other opportunities that could provide a premium or additional revenue for participating producers and land owners. Sufficient incentives to encourage producer participation, as well as, generation of verifiable greenhouse gas reductions and carbon sequestration are critical to project success and will be considered in the evaluation criteria. It consists of five modules covering each of the following topics: 1) laws, regulations, and guidance; 2) financial assistance mechanisms; 3) uniform guidance on administrative requirements; 4) cost principles; and 5) risk management and single audit. USDA ‘s Farm Production and Conservation (FPAC) agencies also apply Federal financial assistance regulations to certain non-assistance awards (e.g., non-assistance cooperative agreements).

PG&E is providing 0% loans for energy efficiency projects pursued by their non-residential customers. Financing is available to fund many technologies, including lighting, HVAC, electric motors, LED street lights, refrigeration, food service equipment and water pumps. Projects may be eligible for for financing if it qualifies for a rebate or incentive through a PG&E program.

Loan funds must be used to purchase and install qualifying energy-efficient equipment. Customers may use a contractor or self-install the equipment. PG&E will inspect the facility before the old equipment is removed, and again after the new products are operating.

Loan terms and monthly payment amounts are determined based on the equipment's estimated monthly savings. Business customers may qualify for loans between $5,000 and $100,000, with loan periods of up to 5 years. Government agencies may qualify for loans between $5,000 and $4,000,000 per PG&E meter, with loan periods of up to 10 years.

United States Department of the Interior, National Park Service (NPS) Notice of Intent to Award. This is not a request for applications. This posting is to provide public notice of the NPS' intention to fund the following project activities without full and open competition: Cooperative Agreement P20AC00705 with the Delta Protection Commission, for the project titled, "Sacramento-San Joaquin Delta National Heritage Area."

Executive Summary: The U.S. Department of Agriculture (USDA), Farm Service Agency (FSA), requests applications for the National Organic Certification Cost Share Program (NOCCSP) and the Agricultural Management Assistance (AMA) Organic Certification Cost Share Program, collectively referred to as the OCCSP, for fiscal year (FY) 2022. The purpose of the OCCSP awards is to defray the costs of receiving and maintaining organic certification.In FY 2022, the available funding for these two programs is approximately $7 million for the NOCCSP and $943,000 for the AMA. FSA awards the OCCSP funds to eligible State Agencies* that serve as administering entities, to reimburse organic operations for specific organic certification costs.This is the initial request for applications, which outlines the eligibility and performance criteria for State Agencies seeking NOCCSP and AMA funding in FY 2022. For eligible certification costs incurred from October 1, 2021, through September 30, 2022, organic operations may request reimbursement until November 1, 2022, unless the State Agency requests and receives approval for a different application deadline. The State Agencies may provide reimbursements to certified organic operators for 50% of the operation’s total allowable certification costs, up to a maximum of $500 per certification scope: crops, livestock, wild crops, handling (i.e., processing), and State Organic Program fees. The main purpose of the Low-No Program is to support the transition of the nation’s transit fleet to the lowest polluting and most energy efficient transit vehicles. The Low-No Program provides funding to State and local governmental authorities for the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities.

The purpose of the Office on Violence Against Women (OVW)'s Research and Evaluation (R&E) Initiative is to research and evaluate approaches to combating domestic/dating violence, sexual assault, and stalking. By generating more knowledge about strategies for serving victims and holding offenders accountable, communities that benefit from Violence Against Women Act (VAWA) funding will be better equipped to align their work with practices that are known to be effective, and they will be more capable of generating empirical knowledge on the efficacy of new and promising ways of doing things. R&E is designed to support researcher-practitioner partnerships and a broad range of methods, including qualitative, mixed-method, and quasi-experimental designs.

The U.S. Fish and Wildlife Services (Service) National Wildlife Refuge System (NWRS) is accepting proposals from organizations with an interest and capacity to work cooperatively with the USFWS, our Friends Groups and a pre-determined advertising partner to deploy a `high-profile, high-impact" integrated marketing campaign. The goal of the campaign aims to increase broad awareness of the recreational benefits of the NWRS public lands and waters, recruit new users to nearby outdoor recreation, work to ensure welcoming and inviting visitor experiences, and attract new industry and community partnerships. One agreement will be awarded through this announcement. This opportunity is open to non-profit, state, county, city or township.
