The U.S. Department of Agriculture (USDA), Agricultural Marketing Service (AMS), requests applications from state governments for the Local Food for Schools (LFS) Program. The goal will be to establish cooperative agreements with state governments for the purpose of purchasing domestic, locally grown foods from local producers, small businesses, and socially disadvantaged farmers/producers for distribution to schools. AMS will make only one award per state government; agencies within the state must coordinate if more than one agency wishes to implement this program. The state governments can also partner with local organizations. Up to $200 million is available from funds authorized under section 5(c) of the Commodity Credit Corporation Charter Act (15 USC 714c(c)). This announcement identifies the eligibility criteria for LFS applicants, the application forms, and associated instructions needed to apply for an LFS award. AMS encourages applications that benefit both small businesses and socially disadvantaged farmers/producers and provides food distribution to schools. For cooperative agreements intending to serve these entities, applicants should engage and involve those beneficiaries when developing projects and applications. AMS would like these relationships and purchase and distribution channels to continue past the conclusion of this program.

The Community Assistance Program - State Support Services element (CAP-SSSE) program provides funding to States to provide technical assistance to communities in the National Flood Insurance Program (NFIP) and to evaluate community performance in implementing NFIP floodplain management activities. Designation, duties, and responsibilities of State Coordinating Agencies are found in 44 CFR 60.25. These regulations identify the states commitment to the minimum floodplain management criteria and to demonstrate the capability and responsibility to implement the program. In this way, CAP-SSSE helps to; ensure that the flood loss reduction goals of the NFIP are met, build state and community floodplain management expertise and capability, and leverage state knowledge and expertise in working with their communities.

The National Dam Safety Program's mission is to reduce risks to lives, property, and the environment from dam failure by guiding public policy and leveraging industry best practices across the dam safety community. The National Dam Safety Program supports Goal 2: Lead Whole Community in Climate Resilience, Objective 2.3, Empower Risk-Informed Decision Making, of the 2022-2026 FEMA Strategic Plan. ObjectivesThe objectives of the Program are to:- Ensure that new and existing dams are safe through the development of technologically and economically feasible programs and procedures for national dam safety hazard reduction;- Encourage acceptable engineering policies and procedures to be used for dam site investigation, design, construction, operation, maintenance, and emergency preparedness;- Encourage the establishment and implementation of effective dam safety programs in each state based on state standards;- Develop and implement a comprehensive dam safety hazard education and public awareness initiative to assist in preparing for, mitigating, responding to, and recovering from dam incidents;- Develop mechanisms with which to provide Federal technical assistance for dam safety to non-Federal dam safety practitioners; and- Develop technical assistance materials, seminars, and guidelines to improve security for dams in the United States.

This Funding Opportunity Announcement encourages applications using community-engaged research methods to investigate the potential health risks of environmental exposures of concern to the community and to implement an environmental public health action plan based on research findings. The overall goal is to inform and support efforts to prevent or reduce exposure to harmful environmental exposures and improve the health of a community.

The objectives of the Early Detection Research Network (EDRN; edrn.cancer.gov) are to discover, develop and validate biomarkers and imaging methods to detect early stage cancers and to translate these into clinical tests. The EDRN provides an infrastructure that is essential for this process and has successfully completed more than10 multicenter validation studies.

The NIH Exploratory/Developmental Grant supports exploratory and developmental research projects by providing support for the early and conceptual stages of these projects. These studies may involve considerable risk but may lead to a breakthrough in a particular area, or to the development of novel techniques, agents, methodologies, models, or applications that could have a major impact on a field of biomedical, behavioral, or clinical research. This Funding Opportunity Announcement (FOA) invites Exploratory/Developmental Grant applications to study the impact of opioids, alone or in combination with other substances of misuse, on placenta function and neurodevelopment during pregnancy and in the first year of life using experimental designs that prospectively assign human participants to conditions (i.e., experimentally manipulate independent variables) and that assess biomedical and/or behavioral outcomes in humans to understand fundamental aspects of phenomena related to opioid exposure during pregnancy. NIH considers such studies as Basic Experimental Studies with Humans (BESH), or prospective basic science studies involving human participants that meet the NIH definition of basic research and fall within the NIH definition of clinical trials (see, e.g., NOT-OD-19-024). Applications should not propose a goal of clinical outcomes or products. Applications that propose studies including model animal research or observational studies involving humans should submit under the companion FOA, RFA-HD-23-031,"Opioid Exposure and Effects on Placenta Function, Brain Development, and Neurodevelopmental Outcomes (R21 Clinical Trials Not Allowed).

The HIV/Cervical Cancer Prevention 'CASCADE' Clinical Trials Network seeks to evaluate innovative approaches for overcoming barriers and reducing failures in the cervical cancer screening and treatment cascade for women living with HIV. The proposed multicenter network will conduct pragmatic clinical trials to evaluate the effectiveness of clinically proven interventions in intended-use settings with a goal to optimize the cervical cancer screening, management, and precancer treatment cascade for women living with HIV. These trials will focus on the health care continuum for secondary cervical cancer prevention, i.e., increasing screening uptake, improving management of screen positives, facilitating precancer treatment access, and optimizing precancer treatments. Data from these trials will be used to provide the necessary evidence to refine clinical practice guidelines and inform public health policy with a goal to generate crucial actionable evidence for improving cervical cancer prevention implementation programs. Six-to-eight UG1 cooperative agreement mechanism-funded Clinical Sites, led by clinical investigators and/or clinicians, will provide a pluripotent clinical infrastructure to conduct/implement multiple prevention clinical trials through the CASCADE network and interface with network grantees during concept and protocol development to provide insights and input on clinical significance and study feasibility.

This Funding Opportunity Announcement (FOA) solicits grant applications proposing exploratory research projects focused on further development and validation of emerging technologies that improve the quality of the samples used for cancer research or clinical care. This includes new capabilities to address issues related to pre-analytical degradation of targeted analytes during the collection, processing, handling, and/or storage of cancer-relevant biospecimens. This FOA solicits R33 applications where major feasibility gaps for the technology or methodology have been overcome, as demonstrated with supportive preliminary data, but still requires further development and rigorous validation to encourage adoption by the research community. The overall goal is to support the development of highly innovative technologies capable of maximizing or otherwise interrogating the quality and utility of biological samples used for downstream analyses. This FOA will support the development of tools, devices, instrumentation, and associated methods to preserve or protect sample integrity, or establish verification criteria for quality assessment/quality control and handling under diverse conditions. These technologies are expected to accelerate and/or enhance research in cancer biology, early detection and screening, clinical diagnosis, treatment, epidemiology, or address issues associated with cancer health disparities, by reducing pre-analytical variations that affect biospecimen sample quality.
