Through WaterSMART Water Marketing Strategy Grants, Reclamation provides cost-shared financial assistance to States, Indian tribes, and local governments to develop water marketing strategies to establish or expand water markets or water marketing activities between willing participants, in compliance with state and Federal laws. Water Marketing Strategy Grants are a component of Reclamation’s WaterSMART Grants Program, which also includes Water and Energy Efficiency Grants and Small-Scale Water Efficiency Projects. The objective of this NOFO is to invite States, Indian tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation to develop a water marketing strategy to increase water supply reliability. Applicants under this NOFO may request funding to develop a water marketing strategy (project) to establish or expand water markets or water marketing activities. A “water marketing strategy” is a framework for implementation of water marketing activities. Development of a water marketing strategy must include: (1) Outreach and partnership building; (2) Scoping and planning activities (e.g., hydrologic, economic, legal and other types of analysis); and (3) Development of a water marketing strategy document describing how water marketing activities will be implemented. For the purposes of this NOFO, “water marketing” refers to water rights transactions (e.g., the voluntary lease, sale, or exchange of water or water rights), or voluntary agreements governing water rights, water use, or water management (e.g., non-diversion agreements, dry-year options, and agreements governing groundwater recharge and storage), undertaken in accordance with State and Federal laws, between willing participants.

This Small-Scale Water Efficiency Projects FOA supports Small-Scale Water Efficiency Projects that have been prioritized through planning efforts led by the applicant. These projects are generally in the final design stage, environmental and cultural resources compliance have been initiated or already completed, and the non-Federal funding, necessary permits, and other required approvals have been secured. Through Small-Scale Water Efficiency Projects, Reclamation provides assistance to states, tribes, irrigation districts, water districts, and other entities with water or power delivery authority to undertake small-scale water efficiency projects that have been prioritized through planning efforts led by the applicant. These projects conserve and use water more efficiently; mitigate conflict risk in areas at a high risk of future water conflict; and accomplish other benefits that contribute to water supply reliability in the western United States. WaterSMART’s Environmental Water Resources Projects provide support for priorities identified in Presidential Executive Order (E.O.) 14008: Tackling the Climate Crisis at Home and Abroad, and is aligned with other priorities such as those identified in E.O. 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government. The Environmental Water Resources Projects also support the goals of the Interagency Drought Relief Working Group established in March 2021 and the National Drought Resiliency Partnership.

This Notice of Funding Opportunity (NOFO) supports Drought Resiliency Projects that will build long-term resilience to drought and reduce the need for emergency response actions. These projects are generally in the final design stage—environmental and cultural resources compliance may have been initiated, and the non-Federal funding, necessary permits, and other required approvals have been secured.

The Volunteer Income Tax Assistance (VITA) grant program is an IRS initiative designed to support free tax preparation service for the underserved through various partner organizations. This service helps low- to moderate-income individuals, persons with disabilities, the elderly, and limited English speakers file their taxes each year. IRS awards matching funds to these support organizations that offer free tax preparation services during the tax filing season at locations in all 50 states, Puerto Rico and the District of Columbia.

VA has awarded grants totaling more than $910 million to establish, expand, improve, operate and maintain 120 Veterans cemeteries in 48 states and territories including tribal trust lands, Guam, and Saipan. In fiscal year 2020, NCA grant funded state cemeteries provided more than 37,268 interments.Grants may be used only to establish, expand or improve Veterans cemeteries that are owned and operated by a state, territory or tribal government on trust land. Aid is granted only to states, U.S. territories and federally recognized tribal governments, not to private organizations, counties, cities or other government agencies.VA can provide up to 100 percent of the development cost for an approved project. For establishment of new cemeteries, VA can provide for operating equipment as well. VA cannot pay for acquisition of land.Cemeteries funded under the grant program must conform to the standards and guidelines pertaining to site selection, planning and construction prescribed by VA.Cemeteries must be operated solely for the interment of Veterans (as defined in 38 CFR part 39.2), and their eligible family members (see 38 CFR part 39.10).The administration, operation, and maintenance of a VA-supported state cemetery is solely the responsibility of the state, territory or tribal government.VA is authorized to reimburse states "plot allowance" of up to $828.00 for expenses incurred in the burial of certain eligible Veteran.

The purpose of this Funding Opportunity is to invite proposals for funding from eligible non-profit organizations, local and state government agencies, private sector firm and institutions of higher education to provide quality training and counseling to veteran small business owners and entrepreneurs. A key component of this Funding Opportunity is for applicants to provide training to transitioning military personnel and spouses through the Boots to Business (B2B) Training Program and to veterans and military spouses through the Reboot Training Program. Additionally, applicants will provide counseling, training, technical and financial skill development, comprehensive business assessments and mentoring services to veteran, active duty, Reserve, National Guard, military spouse and family member entrepreneurs, and small business owners interested in starting, expanding and diversifying small businesses.

Notice of Funding Opportunity Summary This Notice of Funding Opportunity (NFO) is being released prior to appropriation and/or apportionment of funds for fiscal year 2022. Enactment of additional continuing resolutions or an appropriations act may affect the availability or level of funding for this program. NRCS Vermont is seeking support from and opportunities to partner with like-minded natural resource conservation partners. The overall intent of this solicitation is to seek conservation partners to provide technical services for activities related to conservation delivery assistance identified in Section A of this announcement. The purpose of this funding opportunity announcement (FOA) is to solicit applications that further examine and characterize molecular underpinnings surrounding telomere status and accompanying biological pathways in response to environmental insults. Specifically, the intent is to further stimulate the field on how general telomere maintenance modulates downstream biological pathway(s) leading to cellular and organismal dysfunction. It is anticipated that proposed studies examining exposure affects at telomeric regions can actually potentiate early onset of age-related diseases. This FOA ultimately seeks to identify key mechanistic insights into telomere dynamics and how this could better dissect the interplay between environmental exposures at this vulnerable site contribute to disease (e.g., cancer, CVD, and other age-related outcomes, such as neurodegeneration).

Notice of Funding Opportunity Summary NRCS is announcing the availability of Conservation Innovation Grants (CIG) On-Farm Conservation Innovation Trials (On-Farm Trials) to stimulate the adoption and evaluation of innovative conservation approaches in partnership with agricultural producers. For 2022, applications will be accepted from eligible entities for projects addressing at least one of the following priorities: irrigation management technologies; climate smart agricultural solutions; nutrient management; and soil health demonstration (SHD) trial. Up to $25 million is available for On-Farm Trials in 2022. NRCS anticipates that at least $10 million of On-Farm Trials funding in 2022 will be awarded to entities applying for the SHD component.
