California Conservation Corps Forest Health No Due Date Given Varies

Corpsmembers aged 18 – 25 years old complete a year of paid service and receive on-the-job training while completing projects that reduce greenhouse gas emissions.  California Conservation Corps (CCC) projects include reforestation, forest fuel reduction, habitat restoration, urban greening and community forestry.

Individuals can apply to participate in the Forest Health CCC program and organizations can apply to provide projects for the Forest Health CCC program.

Sacramento Metro AQMD Wood Stove & Fireplace Incentive Programs No Due Date Given Varies

There are an estimated 320,000 fireplaces and wood stoves in Sacramento County homes. Wood smoke created from the use of wood and pellets in these devices is a significant source of particulate matter, hydrocarbons, nitrogen oxides, toxic air contaminants and odors, especially during the winter. These pollutants are linked to serious health impacts. 

The Sac Metro Air District is committed to reducing pollution coming from wood burning fireplaces and wood stoves. It has an incentive program that helps people change out their existing wood burning units to cleaner units, and an enforcement program to stimulate compliance with rules related to wintertime burning activities.

Farmworker Housing Energy Efficiency and Solar PV No Due Date Given Varies

The LIWP Farmworker Housing Component provides no-cost rooftop solar photovoltaic (PV) systems and energy efficiency upgrades to low-income farmworker households to reduce greenhouse gas emissions and lower energy costs for participants. The Farmworker Housing Component is part of CSD's Low-Income Weatherization Program (LIWP) and is designed to reduce greenhouse gas emissions by saving energy and generating clean renewable energy. 

Farmworkers are one of the most vulnerable populations in the state because of seasonal employment and low wages. Farmworker families pay a larger share of their annual income on home energy, and often cut back on other critical needs to pay their energy bills. This new LIWP Farmworker Housing Component will increase the energy efficiency of homes owned or rented by farmworker families; reduce energy bills; provide access to solar energy; and provide health and safety improvements to homes. All services will be provided at no cost to eligible low-income farmworker households. LIWP, part of California Climate Investments, is an energy efficiency and renewable energy generation program administered by CSD that reduces greenhouse gas emissions and provides important co-benefits to households and communities including energy cost savings and job creation and training opportunities.

CSD selected La Cooperativa Campesina de California as the Administrator for the Farmworker Housing Component though a competitive procurement and a funding award of approximately $10.7 million. La Cooperativa, a nonprofit corporation, was established in 1995 with the mission to improve the lives of California's farmworkers, their families, and rural communities through advocacy and service. La Cooperativa previously served as a Regional Administrator for LIWP's Single-Family Energy Efficiency and Solar PV Program in a region that included Imperial, San Bernardino, Riverside, Orange, and San Diego Counties. While this program was not focused solely on farmworker housing, many farmworker households were able to benefit from accessing services under the program. La Cooperativa and a team of partner organizations that includes MAROMA Energy Services and Migrant and Seasonal Farmworker Agencies will lead efforts across twelve counties with the highest farmworker populations to enroll eligible farmworker households and install energy saving and solar measures in single-family dwellings and buildings of 2-4 units.

SLO Wood Smoke Reduction Program No Due Date Given Varies

The San Luis Obispo County Air Pollution Control District (APCD) is implementing the Woodsmoke Reduction Program throughout San Luis Obispo County.  The Woodsmoke Reduction Program is part of a statewide program supported by the “California Climate Investments” (CCI) program that provides grants, as shown in the table below, to qualified applicants who replace existing wood burning stoves or fireplaces that are used as a primary source of heat in their home.  Applicants can replace their old device with a natural gas, propane heating device, or a U.S. EPA certified wood stove or wood stove insert. Clean Vehicle Rebate Program No Due Date Given Varies

The Clean Vehicle Rebate Project (CVRP) promotes clean vehicle adoption by offering rebates of up to $7,000 for the purchase or lease of new, eligible zero-emission vehicles, including electric, plug-in hybrid electric and fuel cell vehicles. As long as funds are available, eligible California residents can follow a simple process to apply for a CVRP rebate after purchasing or leasing an eligible vehicle.

Santa Barbara County Clean Air Grants No Due Date Given Varies

The Santa Barbara County Air Pollution Control District is providing grant funds to benefit public health by cost-effectively replacing old, high-polluting equipment with newer, cleaner equipment earlier than required by regulation or through normal attrition.

The grant funds come from the California Air Resources Board’s (CARB) Carl Moyer Program, Community Air Protection Program, Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, and California Department of Motor Vehicles surcharge revenue.

These grant programs generally follow CARB 2017 Carl Moyer Program Guidelines, Community Air Protection Project Guidelines, FARMER Guidelines, or other CARB guidelines. All funded projects in the following six project categories must comply with the requirements found within the guidelines for the specific program, including cost-effectiveness thresholds.

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue, on behalf of the Hydrogen and Fuel Cell Technologies Office, a Funding Opportunity Announcement (FOA) entitled “Hydrogen and Fuel Cell Technologies Office FOA in Support of Hydrogen Shot.” Clean hydrogen and fuel cell technologies are important elements of a comprehensive energy portfolio, particularly for use in hard-to-decarbonize sectors of the economy (such as heavy-duty transportation and industrial applications) and to enable long duration energy storage for a clean electric grid. These elements directly support administration goals to put the United States on a path to achieving carbon pollution–free electricity by 2035 and net-zero emissions economy-wide by no later than 2050 to benefit all Americans. This FOA will support research, development, and demonstration (RD&D) of affordable hydrogen and fuel cell technologies, as aligned with the vision outlined in DOE’s draft national clean hydrogen strategy and roadmap—affordable clean hydrogen for a net-zero carbon future for a sustainable, resilient, and equitable economy. This FOA will address significant challenges to successful implementation of the national clean hydrogen strategy and roadmap, including the need for cost reductions and performance improvements for both fuel cell and hydrogen infrastructure technologies. This Notice is issued so that interested parties are aware of the EERE’s intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. Notice of Intent to Issue Bipartisan Infrastructure Law (BIL) Funding Opportunity Announcement No. DE-FOA-0002922 “Clean Hydrogen Electrolysis, Manufacturing, and Recycling” $2.00

The Office of Energy Efficiency and Renewable Energy (EERE) intends to issue a Funding Opportunity Announcement (FOA) entitled “Bipartisan Infrastructure Law: Clean Hydrogen Electrolysis, Manufacturing, and Recycling.” The activities to be funded under this FOA support Sec. 40314 of the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law, or BIL[1]), which amended Title VIII of the Energy Policy Act (EPAct) of 2005 to include a new section 815, “Clean Hydrogen Manufacturing and Recycling” and a new section 816, “Clean Hydrogen Electrolysis Program.” Through these provisions, the BIL will invest $500 million for the development of manufacturing and recycling of clean hydrogen technologies, and $1 billion for electrolyzer development for the five (5) year period encompassing Fiscal Years (FYs) 2022 through 2026. This FOA will be an integrable part of the programs developed under these provisions. In addition to this FOA (which includes up to $750M of the total $1.5B), other activities included in the programs will include funding for national laboratories, Small Business Innovative Research projects, Prizes, and additional FOAs or other funding mechanisms. These activities will support the broader government-wide approach to accelerate progress in clean hydrogen technologies and maximize the benefits of the clean energy transition as the nation works to curb the climate crisis, empower workers, and advance environmental justice.
