The purpose of this FOA is to identify and evaluate the ongoing and long-term impacts of the pandemic era, focusing specifically on governmental (local, state, tribal, federal) policy and programmatic actions that address two specific social determinants of health: food/nutrition security and housing security. Applications are requested to examine how these food/nutrition and housing policies and programs aimed at lessening the effects of the pandemic era impacted health and health equity in individuals, families, and communities from health disparity populations. Health disparity populations include Blacks/African Americans, Hispanics/Latinos, American Indians and Alaska Natives, Asian Americans, Native Hawaiians and other Pacific Islanders, socioeconomically disadvantaged populations, underserved rural populations, and sexual and gender minorities.

Supplemental Environmental Projects No Due Date Given Varies

The Air Resources Board (CARB) Supplemental Environmental Project (SEP) Policy allows community-based projects to be funded from a portion of the penalties received during settlement of enforcement actions. SEPs can improve public health, reduce pollution, increase environmental compliance, and bring public awareness to neighborhoods most burdened by environmental harm.

We are currently seeking project proposals that could be funded under proposed policy changes to CARB’s SEP Policy.

In order to qualify, project proposals must meet all the following criteria:

  • Reduce direct/indirect air emissions or exposure to air pollution (e.g. Diesel PM, NOX, Greenhouse gases, VOCs, etc.)
  • Relate to the violation
  • Not benefit the violator
  • Go above and beyond regulatory requirements
  • Demonstrate that the proposal is technically, economically and legally feasible.
  • Pursuant to Assembly Bill 1071, higher consideration will be given to projects within or that benefit disadvantaged communities.

In order for a project to be considered for funding, a SEP Proposal Form with supporting documentation is required. These proposals must meet the minimum requirements as listed above.

The Residential Zero Net Energy Transformation (RZNET) program will  assist SDG&E multifamily and manufactured housing customers with navigating their path to zero net energy. 

What is Zero Net Energy(ZNE)?  ZNE is the total amount of energy used by the building on an annual basis is equal to or less than the amount of renewable energy (energy created by sources that are naturally replenished, such as wind, rain, or solar) created on-site.

RZNET allows you to connect with an Energy Advisor that will help you make informed decisions about how to achieve your energy efficiency goals. 

RZNET program participants on the path to zero net energy, begin with the installation of no-cost measures and a complimentary ASHRAE Level 1 audit. Information on advanced energy efficiency, solar PV installations, and battery storage opportunities for multifamily and manufactured housing properties is also available.

HEAL Initiative: Rapidly Assessing the Public Health Impact of Emerging Opioid Threats (UG1 - Clinical Trial Optional) Varies

The need to rapidly develop methods to assess the prevalence / health impact of emerging illicit drugs has never been greater. Illicit chemists are marketing potent drugs of abuse taken from deep wells of scientific and patent literature, which we can expect to continue to yield new drugs for many years. Over the last few years, fentanyl/fentalogs (fentanyl-related opioids) have flooded the illicit opioid market, which has complicated patient stabilization / harm reduction, and caused mortality rates to skyrocket. Even understanding the drugs being used is difficult due to unstandardized analytical methods, and urine test strip kit variabilities. When test strips do detect fentalogs they simply indicate fentanyl and clinicians base treatment on this homogenous grouping. However, it is unclear that the addictive or mortality risk of fentalogs are generalizable. Initially fentanyl was reported to be long-lasting and poorly antagonizable, but such reports diminished when carfentanil, an ultrapotent and long-lasting fentalog, diminished in drug supplies. Now, ultrapotent "nitazene" opioids are on the market and a lack of validated analytical protocols and standards, has meant these drugs are over-looked in most jurisdictions. Nitazene urine test strips do not yet exist and so clinicians are ill-equipped to recognize nitazenes and respond appropriately. Users certainly do not know whether nitazenes (or fentalogs) are illicit purchased drugs. This FOA promotes development and distribution of tools to detect nitazenes in the necessary range of settings needed to enable appropriately calculated responses. Additionally, this RFA builds-in funds to allow awardees to rapidly bring their discoveries and expertise to bear on the future generations of threats that are surely coming

The purpose of this initiative is to stimulate new observational and intervention research on structural factors, organizational practices, policies, and other social, cultural, and contextual influences that lead to inequities at the intersection of HIV and substance use among underserved racial/ethnic populations affected by persistent HIV disparities.
