Notice of Funding Opportunity (NFO) Summary Up to approximately $1 billion will be made available for the Partnerships for Climate-Smart Commodities projects through this funding opportunity, which will build markets and invest in America’s climate-smart farmers, ranchers, and forest owners to strengthen U.S. rural and agricultural communities. Through the Partnerships for Climate-Smart Commodities, USDA will support the production and marketing of climate-smart commodities through a set of pilot projects that provide voluntary incentives through partners to producers and land owners, including early adopters, to: a. implement climate-smart production practices, activities, and systems on working lands, b. measure/quantify, monitor and verify the carbon and greenhouse gas (GHG) benefits associated with those practices, and c. develop markets and promote the resulting climate-smart commodities. Grant agreements under this funding opportunity will be with a single entity, i.e., “partner”; however, USDA encourages multiple partners to coordinate on projects. A range of public and private entities are eligible to apply, as described in Section C of the Full Announcement which can be found in the Related Documents tab of this opportunity. Proposals must provide a plan to pilot implementation of climate-smart agriculture and/or forestry practices on a large-scale, including meaningful involvement of small or historically underserved producers, consistent with spirit of the Justice40 initiative; a quantification, monitoring, reporting, and verification plan; and a plan to develop markets and promote climate-smart commodities generated as a result of project activities. Funding will be provided through two funding pools. Proposals in the first funding pool (requests for amounts from $5 million to $100 million per proposal) will be large-scale pilot projects that emphasize the greenhouse gas benefits of climate-smart commodity production and include direct, meaningful benefits to a representative cross-section of production agriculture, including small and/or historically underserved producers. Proposals in the second funding pool (requests for amounts from $250,000 to $4,999,999 per proposal) are limited to particularly innovative pilot projects with an emphasis on · enrollment of small and/or underserved producers and/or · monitoring, reporting, and verification activities developed at minority-serving institutions. All projects must be tied to the development of markets and promotion of climate-smart commodities. For the purposes of this funding opportunity, a “climate-smart commodity” is an agricultural commodity that is produced using agricultural (farming, ranching, or forestry) practices that reduce greenhouse gas emissions or sequester carbon. Markets for climate-smart commodities may include companies or processors sourcing climate-smart commodities to meet internal targets or other supply chain goals, biofuel and renewable energy markets, companies seeking to sell branded consumer products, or other opportunities that could provide a premium or additional revenue for participating producers and land owners. 2020 Urban and Community Forestry Challenge Cost Share Grant Program $300,000.00

The health and vitality of our urban & community forests are critical to all our Nation’s Forests. Communities often act as gateways for invasive pests and disease, and well managed community forests, especially when a part of shared stewardship across the landscape, can slow or even halt the spread before they infect neighboring private, state or National forests. Our forests are also under threat from natural disasters including wildland fires, hurricanes, tornados, flooding and landslides. Well managed forests are better prepared to withstand these threats, protecting lives, infrastructure, homes, habitats, water quality, economies, and social health and well-being. To better equip our communities in preventing and responding to these threats, the U&CF program requests innovative proposals that strengthen urban and community forest resiliency and align with the goals in the National Ten Year Urban and Community Forestry Action Plan (2016-2026). Collaborative solutions may include but are not limited to: research; prevention; planning; policy; preparedness; implementation; best management practices; recovery; and reforestation that promotes the resilience of our Nation’s urban & community forests. Assistance to High Energy Cost Communities $3,000,000.00

The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces the availability of up to $10 million in competitive grants to assist communities with extremely high energy costs. The grant funds may be used to acquire, construct, or improve energy generation, transmission, or distribution facilities serving communities where the average annual residential expenditure for home energy exceeds 275% of the national average. Eligible projects also include on-grid and off-grid renewable energy projects and the implementation of energy efficiency and energy conservation projects for eligible communities. Projects cannot be for the primary benefit of a single household or business. Grant funds may not be used for the preparation of the grant application, operating costs, or for the purchase of any equipment, structures, or real estate not directly associated with the provision of community energy services.

ENERGY TECHNOLOGY DEPLOYMENT ON TRIBAL LANDS - 2020 $2,000,000.00

This Funding Opportunity Announcement (FOA) is consistent with the principles of tribal sovereignty and self-determination, and with an all of-the-above energy strategy that recognizes the breadth of energy resources on Tribal Lands, and each Tribe’s right to use them as they see fit. Projects sought under this FOA are fuel and technology neutral. Specifically, DOE’s Office of Indian Energy is soliciting applications from Indian Tribes, which include Alaska Native Regional Corporations and Village Corporations, Intertribal Organizations, and Tribal Energy Development Organizations to: (1) Install energy generating system(s) and energy efficiency measure(s) for Tribal Building(s) (Topic Area 1); or, (2) Deploy community-scale energy generating system(s) or energy storage on Tribal Lands (Topic Area 2); or, (3) Install integrated energy system(s) for autonomous operation (independent of the traditional centralized electric power grid) to power a single or multiple essential tribal facilities during emergency situations or for tribal community resilience (Topic Area 3); or, (4) Deploy energy infrastructure and integrated energy system(s) to electrify Tribal Buildings (Topic Area 4). Healthy Homes Production Grant Program for Tribal Housing $1,000,000.00

Purpose and Summary. The purpose of the HHP program is to assist American Indian and Alaska Native tribal governments identify and remediate housing related health and safety hazards. This program will assist American Indian and Alaska Native tribal governments to develop comprehensive programs to identify and remediate housing issues that contribute to health and safety issues in urban, tribal communities. The Healthy Homes Production (HHP) Program is part of HUD’s overall Healthy Homes Initiative launched in 1999. The program takes a comprehensive approach to addressing multiple childhood diseases and injuries in the home by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time. The program builds upon HUD’s experience with Lead Hazard Control programs to expand the Department’s efforts to address a variety of high-priority environmental health and safety hazards. Applicants receiving an award will be expected to accomplish the following objectives: 1. Maximize both the number of vulnerable residents (children, elderly) protected from housing-related environmental health and safety hazards and the number of housing units where these hazards are controlled; 2. Identify and remediate priority housing-related health and safety hazards in privately owned, low-income rental and/or owner occupied housing, especially in units and/or buildings where children and elderly reside; 3. Promote cost-effective and efficient healthy home methods and approaches that can be replicated and sustained; 4. Support public education and outreach that furthers the goal of protecting children and other vulnerable populations from housing-related health and safety hazards; 5. Build local capacity to operate sustainable programs that will prevent and control housing-related environmental health and safety hazards in low- and very low-income residences and develop a professional workforce that is trained in healthy homes assessment and remediation principles; 6. Promote integration of this grant program with housing rehabilitation, property maintenance, weatherization, healthy homes initiatives, other lead-based paint hazard control programs, other health and safety programs, and energy efficiency improvement activities and programs; 7.
