Bridge Investment Program - Planning, Bridge Projects, and Large Bridge Projects No Due Date Given $10,000,000,000.00

This Notice of Funding Opportunity (NOFO) is to solicit applications for three categories of Bridge Investment Program (BIP) funding opportunities: (1) Planning; (2) Bridge Projects (projects with eligible costs less than $100 million); and (3) Large Bridge Projects (projects with eligible costs greater than $100 million). Eligible applicants may submit applications for any of the three funding categories, but each category has distinct eligibility and selection criteria and application deadlines. These funds will be awarded on a competitive basis for planning, feasibility analysis, and revenue forecasting associated with the development of a project that would subsequently be eligible to apply for BIP funding under either the Bridge Projects or Large Bridge Projects funding categories.A total of $2.36 billion in 2022 BIP funds are available for the Bridge Projects and Large Bridge Projects funding opportunities. These funds will be awarded on a competitive basis for bridge replacement, rehabilitation, preservation, and protection projects that: (1) improve the safety, efficiency, and reliability of the movement of people and freight over bridges; and (2) improve the condition of bridges in the United States by reducing (a) the number of bridges, and total person miles traveled over bridges, that are in poor condition or that are in fair condition and at risk of falling into poor condition within the next three years, or (b) the number of bridges, and total person miles traveled over bridges, that do not meet current geometric design standards or cannot meet the load and traffic requirements typical of the regional transportation network. In addition, Large Bridge Projects that receive a BIP award of not less than $100 million are eligible for multiyear grants, in which DOT can award available funds to a project over the course of several years in accordance with an agreement and in alignment with its schedule. In selecting Bridge Projects and Large Bridge Projects, FHWA will consider the extent to which BIP funds leverage non-Federal contributions from sponsors and stakeholders involved in the planning, design, and construction of eligible projects.

Bipartisan Infrastructure Law: Additional Clean Hydrogen Programs (Section 40314): Regional Clean Hydrogen Hubs Funding Opportunity Announcement (FOA) $1,250,000,000.00

The U.S. Department of Energy is releasing this Funding Opportunity Announcement (FOA) to solicit Regional Clean Hydrogen Hubs (H2Hubs) in accordance with the Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law (BIL). This $8 billion program will support the development of H2Hubs that demonstrate the production, processing, delivery, storage, and end-use of clean hydrogen, in support of the Biden Administration’s goal to achieve a carbon-free electric grid by 2035 and a net zero emissions economy by 2050.The H2Hubs will form the foundation of a national clean hydrogen network that substantially reduces the nation’s environmental impact across several sectors of the economy. Matching the scale up of clean hydrogen production to a growing regional demand is a key pathway to achieving large-scale, commercially viable hydrogen ecosystems. H2Hubs will enable this pathway by demonstrating low-carbon intensity and economically viable hydrogen-based energy ecosystems that can replace existing carbon-intensive processes. This will accelerate the deployment of these technologies, attract greater investments from the private sector, and promote substantial U.S. manufacturing of all types of hydrogen related technologies.Section 40314 of the IIJA (Public Law 117-58) (enacted on November 15, 2021) amended the Energy Policy Act of 2005 to add a new section 813 which establishes the program for Regional Clean Hydrogen Hubs. Under this statutory authority, the Secretary of Energy shall select at least 4 regional clean hydrogen hubs using several criteria articulated in the statute. These selection criteria include: (1) feedstock diversity; (2) end-use diversity; (3) geographic diversity; (4) hubs in natural gas-producing regions; (5) employment; and (6) any additional criteria that are necessary or appropriate in the judgement of the Secretary. Further details about these statutory selection criteria are in section 813 of EPACT 2005 (codified at 42 U.S.C. § 16161a). H2Hubs will include numerous partners that will bring together diverse technologies producing and utilizing large amounts of hydrogen in different ways. These clean hydrogen hubs will demonstrate balanced hydrogen supply and demand, connective infrastructure, and a plan to financial viability after the DOE funding has ended. The H2Hubs will also include substantial engagement of Tribes as well as local and regional stakeholders to ensure that they generate local, regional, and national benefits.

INFRA Grants $800,100,000.00

The Nationally Significant Freight and Highway Projects (NSFHP) program provides Federal financial assistance to highway and freight projects of national or regional significance. This discretionary grant program was established in the 2015 Fixing America’s Surface Transportation (FAST) Act. This program, previously known as FASTLANE, was renamed the Infrastructure For Rebuilding America (INFRA) program in 2017.

DOT receives hundreds of INFRA applications each year to build and repair critical pieces of our freight and highway transportation networks. Project applications are selected based on established criteria to align them with national and regional economic vitality goals.

INFRA increases the impact of projects by leveraging non-Federal funding contributions and incentivizing project sponsors to pursue innovative delivery and financing strategies, including public-private partnerships. Additionally, the program promotes the incorporation of innovative technology that will improve our transportation system. The Department also holds INFRA grant recipients accountable for their performance in project delivery and operations.

Eligible projects for INFRA grants are: highway freight projects carried out on the National Highway Freight Network (23 U.S.C. 167); highway or bridge projects carried out on the National Highway System (NHS), including projects that add capacity on the Interstate System to improve mobility or projects in a national scenic area; railway-highway grade crossing or grade separation projects; or a freight project that is 1) an intermodal or rail project, or 2) within the boundaries of a public or private freight rail, water (including ports), or intermodal facility. A project within the boundaries of a freight rail, water (including ports), or intermodal facility must be a surface transportation infrastructure project necessary to facilitate direct intermodal interchange, transfer, or access into or out of the facility and must significantly improve freight movement on the National Highway Freight Network. Improving freight movement on the National Highway Freight Network may include shifting freight transportation to other modes, thereby reducing congestion and bottlenecks on the National Highway Freight Network. For a freight project within the boundaries of a freight rail, water (including ports), or intermodal facility, Federal funds can only support project elements that provide public benefits.
