Notice of Intent to Issue Funding Opportunity Announcement No. DE-FOA-0002317 Energy Infrastructure Deployment on Tribal Lands - 2020 The Department of Energy’s (DOE’s) Office of Indian Energy is charged by Congress under the Indian Tribal Energy Development and Self Determination Act of 2005 (Energy Policy Act of 2005 (EPAct 2005, Title V, § 502, codified at 42 USC § 7144e and 25 USC § 3501 et seq.), to “provide, direct, foster, coordinate, and implement energy planning, education, management, conservation, and delivery programs that – (1) Promote Indian tribal energy development, efficiency, and use; (2) Reduce and stabilize energy costs; (3) Enhance and strengthen Indian tribal energy and economic infrastructure relating to natural resource development and electrification; and (4) Bring electric power and service to Indian land and homes for tribal members located on Indian lands or acquired, constructed, or improved (in whole or in part) with Federal funds.” 42 USC § 7144e(b). Through this planned Funding Opportunity Announcement (FOA), DOE’s Office of Indian Energy will be continuing its efforts to maximize the deployment of energy solutions for the benefit of American Indians and Alaska Natives and help build the knowledge, skills, and resources needed to implement those energy solutions. DOE’s Office of Indian Energy plans to solicit applications from Indian Tribes, which include Alaska Native Regional Corporations and Village Corporations (hereafter referred collectively as “Indian Tribes”), Intertribal Organizations, and Tribal Energy Development Organizations to: 1) Install energy generating system(s)or energy efficiency measure(s) for tribal building(s) (Topic Area 1); or, 2) Deploy community-scale energy generating system(s) or energy storage on Tribal Lands (Topic Area 2); or, 3) Install integrated energy system(s) for autonomous operation (independent of the traditional centralized electric power grid) to power a single or multiple essential tribal facilities during emergency situations or for tribal community resilience (Topic Area 3); or, 4) Deploy energy infrastructure or integrated energy system(s) to electrify Tribal Buildings (Topic Area 4). DOE envisions awarding multiple financial assistance awards in the form of grants. The estimated period of performance for each award will be approximately from one (1) to two (2) years, but no longer than three (3) years including a 12 month mandatory verification period. This Notice is issued so that interested parties are aware of the DOE’s intention to issue this FOA in the near term. All of the information contained in this Notice is subject to change. DOE will not respond to questions concerning this Notice. However, once the FOA has been released, DOE will provide an avenue for potential Applicants to submit questions. DOE’s Office of Indian Energy plans to issue the FOA on or about March or April 2020 via the EERE Exchange website (https://eere-exchange.energy.gov/). The Manufacturing Systems Integration (MSI) Program supports fundamental research addressing the opportunities and challenges that digital technologies present for the next industrial revolution, with particular emphasis on the digital integration of design and manufacturing within the larger life cycle ecosystem. Manufacturing Systems Integration proposals should address underlying principles and advances that are generalizable for globally competitive and world leading industries. Connectivity, automation, and secure collaboration are examples of areas that are integral to digital environments capable of supporting the innovation, realization and sustainment of manufactured products and systems in the value creation process. Fundamental generalizable research for manufacturing systems integration might include, for example: Digital representation, protocols, and/or processes for integration and collaboration in manufacturing systems (machines and/or humans) Intelligent self-organizing production systems Ease of use, interoperability and seamless integration of technologies, machines, and humans Service-oriented architectures and systems Data sets that are compatible and usable across platforms Reliable and secure communications within and across the manufacturing value chain Integration of distributed manufacturing systems across time and space, including incorporating both legacy and leading-edge equipment and technologies Methods for assessing the impact and value of externalities throughout the life cycle within the digital environment Interdisciplinary, convergent proposals that bring diverse perspectives, populations, disciplines, and capabilities together are welcome. It is strongly encouraged and expected that investigators discuss their ideas with a MSI program director well in advance of proposal submission.

The U.S. Standard Grants Program is a competitive, matching grants program that supports public-private partnerships carrying out projects in the United States that further the goals of the North American Wetlands Conservation Act. Projects must involve only long-term protection, restoration, enhancement and/or establishment of wetland and associated upland habitats to benefit migratory birds. The program requires a 1:1 non-federal match and research funding is ineligible. This program supports the DOI and FWS mission of protecting and managing the nation's natural resources by collaborating with partners and stakeholders to conserve land and water and to expand outdoor recreation and access.

Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award funding to an existing cooperative agreement with the International Labor Organization to extend the implementation of a project in Burma to increase knowledge and public awareness of child labor, strengthen local capacity to address the issue, and reduce child labor in target communities. The CDS&E-MSS program accepts proposals that engage with the mathematical and statistical challenges presented by (1) the ever-expanding role of computational experimentation, modeling, and simulation on the one hand, and (2) the explosion in production and analysis of digital data from experimental and observational sources on the other. The goal of the program is to promote the creation and development of the next generation of mathematical and statistical software tools, and the theory underpinning those tools, that will be essential for addressing these challenges. The research supported by the CDS&E-MSS program will aim to advance mathematics or statistics in a significant way and will address computational or big-data challenges. Proposals of interest to the program must include a Principal Investigator or co-Principal Investigator who is a researcher in an area supported by the Division of Mathematical Sciences. The program welcomes submission of proposals that include multidisciplinary collaborations or provide opportunities for training through research involvement of junior mathematicians or statisticians.This program is part of the wider NSFComputational and Data-enabled Science and Engineering (CDS&E) enterprise.

All programs must include a U.S. element, priority, or goal, or a connection with U.S. expert(s), organization(s), or institution(s), in a specific field that will promote increased understanding of U.S. policy and perspectives. Applicants are strongly encouraged to partner with English Clubs, American Spaces, or U.S. exchange program alumni to conduct activities.

Created by the U.S. Federal Government in 2000 as part of the Community Renewal Tax Relief Act, the New Markets Tax Credit (NMTC) program encourages investment in low-income communities. Through the NMTC Program, real estate projects or businesses in a low-income community are able to generate capital by providing investors- typically a bank or financial institution- a tax credit as an additional incentive for capital investment.

The Antarctic Sciences Section (ANT) of the Office of Polar Programs (OPP) supports cutting-edge research that: Improves understanding of interactions among the Antarctic region and global systems; Expands fundamental knowledge of Antarctic systems, biota, and processes; Utilizes previously collected samples or focuses on non-field-supported themes; Utilizes the unique characteristics of the Antarctic region as a science observing platform; and Builds capacity and enhances diversity in the US workforce for polar-related science. ANT encourages and supports non-fieldworkresearch that crosses and combines disciplinary perspectives and approaches from other fields.ANT encourages and supports research that uses existing data and samples and other research not requiring a presence in Antarctica. Proposals that require USAP support for field work must use solicitation NSF 23-XXX,Antarctic Research Requiring U.S. Antarctic Program (USAP) Support for Fieldwork. Diversifying and broadening participation is a priority for the Antarctic Sciences Section. ANT encourages the leadership, partnership, and contributions of individuals who are members of groups underrepresented and/or underserved in all opportunities in STEM education programs and careers. ANT promotes and expects that all individuals, including those from groups that are underrepresented and/or underserved in STEM are treated equitably and inclusively throughout the Foundation’s proposal and award process.
