The Transformative Climate Communities (TCC) Program provides unique opportunities to address climate change mitigation and adaptation together at the community scale.  Implementation Grants fund transportation, greening, energy, water, waste, housing, and health projects together.  Planning Grants fund community-led development of projects and goals to improve resilience.  TCC applications are developed through intensive community engagement.

CAL FIRE’s Forest Health Program funds active restoration and reforestation activities aimed at providing for more resilient and sustained forests to ensure future existence of forests in California while also mitigating climate change, protecting communities from fire risk, strengthening rural economies and improving California’s water & air.

Through grants to regionally-based partners and collaboratives, CAL FIRE seeks to significantly increase fuels management, fire reintroduction, treatment of degraded areas, and conservation of forests.

Project activities funded by CAL FIRE's Forest Health Grant Program may include:

• Forest fuels reduction
• Prescribed fire
• Pest management
• Reforestation
• Biomass utilization
• Conservation easements and/or land acquisition through the Forest Legacy Program
• Research through the Forest Research Program

The Affordable Housing and Sustainable Communities Program (AHSC) creates healthier communities and reduces greenhouse gas emissions by increasing the supply of affordable housing near jobs, amenities, and transportation options. This program has received $1,121.8 million. $433.8 million has been implemented

Who can access funds?

Local governments, transportation and transit agencies, non-profit and for-profit housing developers, joint powers authorities, K-12 school, college and university districts, federally recognized Native American tribes.

The California Department of Food and Agriculture's (CDFA) Dairy Digester Research and Development Program (DDRDP) awards competitive grants to California dairy operations and digester developers for the implementation of dairy digesters that result in long-term methane emission reductions on California dairies and minimize or mitigate adverse environmental impacts. 

Loans enrolled in the On-Road Heavy-Duty Vehicle Air Quality Loan Program can be used to finance heavy-duty trucks and buses (over 14,000 GVWR) equipped with engines certified to specified engine emission standards for 2007 and newer model year engines, and diesel exhaust retrofits. The California Capital Access Program (CalCAP) together with the California Air Resources Board may provide up to 100% coverage on certain loan defaults.

The purpose of this solicitation is to fund a design-build competition that will challenge multi-disciplinary project teams to design and build a mixed-use development – using cutting-edge energy technologies, tools and construction practices - that is affordable, equitable, emissions-free and resilient to climate change impacts and extreme weather events.

The California Department of Food and Agriculture's (CDFA) Alternative Manure Management Program (AMMP) awards competitive grants to California dairy and livestock operations for technologies and specific management practices that result in long-term methane emission reductions and maximize environmental benefits. 

Financial incentives to implement non-digester practices to reduce or avoid methane emissions, including solid separation, conversion from flush to scrape manure collection and enhanced pasture-based management practices.

The Clean Truck and Bus Vouchers program provides vouchers for the purchase of advanced technology heavy-duty trucks and buses to support the long-term transition to zero-emission vehicles in the heavy-duty market, as well as supporting investments in other emerging technology to help meet health-based ambient air quality standards, and achieve substantial greenhouse gas reductions.

The Healthy Soils Program (HSP) provides financial incentives for implementation and/or demonstration of on-farm conservation management practices that improve soil health, sequester carbon and reduce greenhouse gas emissions. The HSP has two components: the HSP Incentives Program and the HSP Demonstration Projects. The HSP Incentives Program provides financial assistance for implementation of conservation management that improve soil health, sequester carbon and reduce greenhouse gas (GHG) emissions. The HSP Demonstration Projects showcase California farmers and rancher's implementation of HSP practices.

The California Environmental Protection Agency (CalEPA) Environmental Justice (EJ) Small Grants Program offers funding opportunities authorized by California Code of Regulations Title 27, Division 1, Chapter 3, Article 1 to assist eligible non-profit community organizations and federally-recognized Tribal governments address environmental justice issues in areas disproportionately affected by environmental pollution and hazards. The EJ Small Grants are awarded on a competitive basis.

2021 Notice of Funding Availability

In March 2021, CalEPA announced it is accepting applications for its 2021 grant cycle. For each project, the maximum grant amount is $50,000. CalEPA plans to announce the grant awards in the fall of 2021. The grant term will be 18 months, approximately from fall 2021 through Spring 2023.
