The Yolo-Solano Air Quality Management District offers an incentive program to residents that live within the District to replace their old, non-EPA certified wood stove, fireplace insert, or open-hearth fireplace with a newer, cleaner burning device, such as an EPA certified wood stove/insert or a natural gas, propane, or electric heating device.

Older school buses can produce high amounts of air pollution, much of which poses a risk to the children riding in those buses. The Yolo-Solano AQMD has made cost-effective bus retrofits and replacements a funding priority. Our Clean School Bus Program improves air quality and helps protect the health of children and others who work or live where school buses operate.

Yolo-Solano AQMD’s Clean Air Funds Program offers grants for projects designed to reduce emissions from mobile sources. Private businesses, non-profit organizations and public agencies are eligible for Clean Air Funds.

Projects that have been awarded Clean Air Funds include:

• Replacing or retrofitting diesel trucks and off-road equipment that do not qualify for other regional programs
• New electric or alternative fuel vehicles
• Design and construction of pedestrian and bicycle facilities
• Transit projects
• Public information and education programs

Businesses within the Yolo-Solano AQMD can apply for substantial grants to help fund projects that will upgrade emission controls on heavy duty off-road vehicles through the Carl Moyer Program.

Locally, the Moyer Program is administered through the Sacramento Metropolitan AQMD to maximize regional efficiency. Eligible projects include emission control upgrades of agricultural equipment (tractors, balers, irrigation pumps) and construction equipment (tractors, backhoes).  For more information about the program, visit SMAQMD’s Moyer page.

The Vanpool Voucher Incentive Program (VVIP) provides subsidies to Valley residents to participate in vanpools in lieu of using single occupant vehicle commutes. The purpose of the VVIP is to encourage commuter rideshare practices among frequent long distance (greater than 20 miles) riders in the San Joaquin Valley. The Carl Moyer Memorial Air Quality Standards Attainment Program provides incentive grants for cleaner-than-required engines, equipment, and other sources of pollution providing early or extra emission reductions. Eligible projects include cleaner on-road, off-road, marine, locomotive, and stationary agricultural pump engines. The program provides monetary grants to private companies and public agencies to clean up their heavy-duty engines beyond that required by law through retrofitting, re-powering, or replacing their engines with newer and cleaner engines.

The San Joaquin Valley is home to a large number of older cars, many of which do not meet state emissions standards. Tune In & Tune Up helps vehicle owners take voluntary action to improve air quality by subsidizing expensive smog repairs.

The District is currently accepting applications to replace on-road diesel trucks with cleaner technology units or to expand fleets with the cleanest technology available. Truck replacement projects that will accelerate emission reductions in low income and disadvantaged communities experiencing greater air quality impacts may receive priority through the project review and selection process. Projects funded under this program must achieve emission reductions not required by law or regulation. Please note that Truck Replacement Program is not a rebate program, any new truck purchased prior to contract execution is ineligible. The Tehama County Air Pollution Control District (Air District) is currently accepting application packets for Year 22 of the Carl Moyer Program and Year 3 of the FARMER Program. 

In Tehama County the Carl Moyer Program and FARMER Program provide grant funding for qualifying projects. Applicants must obtain approval and have a signed, executed contract from the Air District prior to purchase and installation of any qualifying equipment. Any equipment purchased or installed prior to contract execution is ineligible. Please note that the Carl Moyer Program and FARMER Program are NOT rebate programs.
