Santa Barbara County Clean Air Grants No Due Date Given Varies

The Santa Barbara County Air Pollution Control District is providing grant funds to benefit public health by cost-effectively replacing old, high-polluting equipment with newer, cleaner equipment earlier than required by regulation or through normal attrition.

The grant funds come from the California Air Resources Board’s (CARB) Carl Moyer Program, Community Air Protection Program, Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, and California Department of Motor Vehicles surcharge revenue.

These grant programs generally follow CARB 2017 Carl Moyer Program Guidelines, Community Air Protection Project Guidelines, FARMER Guidelines, or other CARB guidelines. All funded projects in the following six project categories must comply with the requirements found within the guidelines for the specific program, including cost-effectiveness thresholds.

Locomotive Program No Due Date Given Varies

The Locomotive Program provides incentive funds for the replacement of old high-polluting locomotives to new Tier 4 units. Alternative switcher locomotives include genset locomotives (Multi-engine switcher) and electric-hybrid locomotives. Multi-engine switchers are typically powered by two or three off-road engines, while electric hybrids use a small diesel engine to charge batteries that provide locomotive power.

Antelope Valley AQMD Vehicle Buyback Program No Due Date Given Varies

This Voluntary Accelerated Vehicle Retirement (VAVR) Program is locally implemented by the Antelope Valley AQMD, not operated by the State of California.  Your participation is entirely voluntary.  Purchased vehicles will be dismantled.

  • Passenger vehicles 10,000 lbs. or less.
  • Vehicle must be driven to auto dismantler site.
  • In good operating condition

Lassen County APCD Wood Stove Reduction Program No Due Date Given Varies

The Wood Stove Replacement Program is funded by the Lassen County Air Pollution Control District. This program provides an incentive voucher to replace a pre-1992 or homemade non-EPA certified wood-burning stove or fireplace that is used as a primary source of heat with either an EPA-certified wood stove or insert, pellet stove or insert, natural gas, propane, or electric heating device. Vouchers of $1500 are available to all Lassen County residents with qualifying devices, who have not received a wood stove replacement grant within the last 5 years. For low-income residents enhanced vouchers of $3000 are available.

The Clean Green Yard Machines Commercial Voucher Program (Commercial CGYM) provides incentives for the replacement of landscape maintenance equipment to lawn care providers, such as public agencies and private entities in the San Joaquin Valley.

One of South Coast AQMD’s roles is to encourage the immediate use of commercially available, low, near-zero and zero emissions mobile and stationary technologies.  A variety of financial incentives, which include grants for incremental funding, subsidies or vouchers, are designed to promote voluntary introduction of new technologies on an accelerated schedule.  These incentives also provide manufacturers with justification to gear up for mass production of cleaner technologies.

On-Road Clean Air Vehicles and Infrastructure

The Air District offers funds for the following:

Trucks: Funding is available to replace or repower on-road vehicles with newer, lower-emission equipment through our Carl Moyer Program, or the Goods Movement Program.

Electric Vehicle Charging Stations: Funding is available for public agencies and businesses to expand the network of publicly available plug-in electric charging stations at workplaces, multifamily dwelling units, and public locations.

Light Duty EVs in fleets: Funding is available to public agencies and businesses for the purchase or lease of zero-emissions light-duty vehicles in very high-mileage fleets.

School Buses: Funding is available to public agencies and businesses to replace or repower public school buses, replace on-board natural gas tanks, and to install charging/fueling infrastructure as part of an equipment project.

Off-Road Equipment

Off-road Equipment: Upgrade or replace off-road diesel equipment.

Marine Vessels: Upgrade or replace commercial diesel-powered marine vessels.

Agricultural Equipment: Upgrade or replace off-road diesel farm equipment.

Locomotives: Upgrade or replace locomotive equipment.
