NMFS, in coordination with the New England Fishery Management Council (Council), is soliciting proposals under the Sea Scallop Research Set Aside (RSA) Program. Projects funded under the Scallop RSA Program must enhance the knowledge of the scallop fishery resource or contribute to the body of information on which scallop management decisions are made. Priority will be given to proposals that investigate research priorities developed by the Council, which are detailed under the Program Priorities section of this announcement. Successful applicants will be awarded scallop RSA quota. No federal funds are provided for research under this notification. Rather, proceeds generated from the sale of RSA quota will be used to fund approved activities and compensate scallop vessel owners. New Program Requirements: Commercial Fishing Vessel Safety: Fieldwork activities may require additional safety inspections and permitting per US Coast Guard safety requirements. Documentation must be filed with NOAA and approved prior to initiating on-water activities. Complete information concerning this requirement is provided under section IV.B of this announcement. Recipients will be REQIRED TO SUBMIT RECEIPTS, or other proof of purchase for any equipment or supplies costing $5,000 or more. Projects funded under the Monkfish RSA Program must enhance the knowledge of the monkfish fishery resource or contribute to the body of information on which monkfish management decisions are made. Priority will be given to proposals that investigate research priorities developed by the Council, which are detailed under the Program Priorities section of this announcement.Successful applicants will be awarded monkfish RSA days-at-sea (DAS). No federal funds are provided for research under this notification. Pacific Islands Fisheries Science Center Cooperative Ecosystem Studies Unit Broad Agency Announcement $1.00

The purpose of this notice is to request applications for special projects and programs associated with NOAA's mission goals. This notice provides the general public with information and guidelines on how NOAA will select proposals and administer discretionary Federal assistance under this CESU Broad Agency Announcement (CESU BAA). This CESU BAA is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through our competitive discretionary programs. Pacific Islands Ocean Acidification Masters Student Fellowship $32,000.00

The NOAA Ocean Acidification Program (OAP) is supporting a competitive graduate fellowship that will support students conducting research, in pursuit of a Masters degree, related to ocean acidification (OA) in the Pacific Islands region to help fill a critical gap in capacity for OA research and monitoring in the region. OAP is seeking to fund students who would contribute to the body of knowledge on regional vulnerabilities to OA and potential solutions to build greater resilience against the impacts of OA. Successful applicants will conduct research that addresses physical/chemical oceanographic, biological, and/or socioeconomic questions and concepts. This funding call is part of a broader initiative, which involves multiple international scientific networks and capacity building organizations. The goals of this fellowship are to (A) support early-career scientists who will provide the Pacific Islands region with ocean acidification research expertise, and (B) provide Pacific Island countries and communities with additional knowledge, information, and resources, which can be used to build greater resilience against acidification and its impacts. Subject to the availability of funding, OAP anticipates up to $300,000 USD total will be available to support approximately 3-6 graduate fellows, with each fellow funded at the approximate level of $20,000 - $32,000 USD per year for 2 years. Each award is intended to fund the fellow’s tuition, stipend, research budget, and/or other costs associated with completing a 2-year Masters degree program. 2023 NOAA Great Lakes Bay Watershed Education and Training (B-WET) program $80,000.00

The NOAA Bay Watershed Education and Training (B-WET) program is an environmental education program that promotes locally relevant, authentic experiential learning focused on K-12 audiences. The primary delivery of B-WET is through competitive funding that promotes Meaningful Watershed Educational Experiences (MWEEs; defined in Section I.A.b.) for students, related professional development for teachers, and help to support regional education and environmental priorities in the Great Lakes. B-WET was established in 2002 in the Chesapeake Bay watershed and currently exists in seven regions: California, Chesapeake Bay, Hawaii, Gulf of Mexico, New England, Pacific Northwest, and Great Lakes. The Office of National Marine Sanctuaries coordinates four of the seven B-WET regions. The Office of National Marine Sanctuaries serves as the trustee for a network of underwater areas encompassing more than 620,000 square miles of marine and Great Lakes waters from Washington State to Florida Keys, and from Lake Huron to American Samoa. The network includes a system of 15 national marine sanctuaries and Papahanaumokuakea and Rose Atoll marine national monuments. The Great Lakes B-WET region was established in 2011 with funding for awards provided by the Environmental Protection Agency through the Great Lakes Restoration Initiative (https://www.glri.us/). The Great Lakes B-WET program supports grantee capacity building and connects grantees to local NOAA assets and relevant STEM (Science, Technology, Engineering, and Mathematics) expertise, while being responsive to local education and environmental priorities. For the purposes of this solicitation, the Great Lakes region is defined as counties in the Great Lakes watershed in the states of Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania, and Wisconsin.

National Sea Grant College Program Dean John A. Knauss Marine Policy Fellowship $89,000.00

The National Sea Grant College Program was enacted by U.S. Congress in 1966 (amended in 2008, Public Law 110-394) to support federal and state partnerships that harness the intellectual capacity of the nation’s universities and research institutions to solve problems and generate opportunities in coastal communities. This notice announces that applications may be submitted for the 2023 National Sea Grant College Program Dean John A. Knauss Marine Policy Fellowship (Sea Grant Knauss Fellowship Program). The National Sea Grant College Program (Sea Grant) anticipates funding not less than 35 applicants, of which approximately 17 will be assigned to the Legislative branch. Application packages will each propose a total of $89,000 in funding. Detailed breakout of this funding is described in Section II.A and Section III.F of this announcement. Applicants are strongly encouraged to reach out to the Sea Grant program in their state/territory at least one to two months prior to the state application deadline to receive application support and provide notification of intent to apply.
