The NOAA Office of Oceanic and Atmospheric Research (OAR) invites applications for the establishment of a Cooperative Institute (CI) to assist NOAA in fulfilling NOAA’s Next Generation Strategic Plan vision of “Healthy ecosystems, communities, and economies that are resilient in the face of change.” The CI’s research will leverage its expertise in climate processing and modeling, atmospheric processes, geophysics, advanced information systems, earth system modeling, and space weather to expand our understanding of the entire earth system. The proposed CI supports NOAA mission science by developing and applying satellite systems, ships, buoys, aircraft, research facilities, high-performance computing, and information management and distribution systems. In addition, the proposed CI will partner with NOAA in the pursuit of innovative research-to-application capabilities that recognize and apply significant new understanding. The proposed CI research themes are (1) Future Atmosphere; (2) Climate Science and Prediction; (3) Earth System Data Science, Stewardship, and Application; (4) Regional Science and Applications; (5) Scientific Outreach, Education and Diversity; (6) Space Weather Science and Prediction; (7) Weather Research and Forecasting; and (8) Ecosystem Science and Prediction. The research described herein was carefully defined to complement, rather than duplicate research at other CIs. The CI may consist of one or more (e.g., a consortium) academic or non-profit, degree-granting institutions that possess an outstanding research program in one or more areas related to NOAA’s mission. In the case of a consortium applicant, NOAA will issue only one award to the lead academic institution that applied for the award and where the CI will be established and resident. The CI is strongly encouraged to work in conjunction with a range of supporting research affiliates, including, but not limited to other governmental agencies; private industry; non-traditional partners; Minority Serving Institutions (MSI); NOAA laboratories, science and data centers; other CIs; Cooperative Science Centers (CSCs); and Sea Grant Colleges.

The NOAA Climate Adaptation and Mitigation Program (CAMP) supports research, programs, projects and other activities related to NOAA’s mission, primarily through collaborations among scientists and professionals in areas of mutual interest across the full spectrum of NOAA climate sciences. This cooperative agreement will focus on the following four priority areas: 1) Improved scientific understanding of the changing climate system and its impacts; 2) Scientific assessments of current and future states of the climate system that identify potential impacts and inform science, service, and stewardship decisions; 3) Mitigation and adaptation efforts supported by sustained, reliable, and timely climate services; 4) A climate-literate public that understands its vulnerabilities to a changing climate and makes informed decisions. Eligible applicants must be academic institutions of higher learning which offer doctoral degrees in NOAA-related sciences; consortia of academic institutions of higher learning which offer doctoral degrees in NOAA-related sciences; or non-profit research institutions. Multi-institution applications will not be accepted.

NTIA issues this NOFO to describe the requirements under which it will award grants for the Tribal Broadband Connectivity Program, authorized by the Consolidated Appropriations Act, 2021, Division N, Title IX, Section 905(c), Public Law 116-260, 134 Stat. 1182 (Dec. 27, 2020) (Act). The Tribal Broadband Connectivity Program provides new federal funding for grants to eligible entities to expand access to and adoption of: (i) broadband service on Tribal Land; or (ii) for programs that promote the use of broadband to access remote learning, telework, or telehealth resources during the COVID–19 pandemic. See Section A. of this NOFO for the full description of this program. Additionally, the American Rescue Plan Act of 2021 appropriated $10 billion to the U.S. Department of the Treasury (Treasury) to establish the Coronavirus Capital Projects Fund to provide funding to states, territories, and Tribal Governments to carry out critical capital projects directly enabling work, education, and health monitoring, including remote options, in response to the public health emergency with respect to the Coronavirus Disease (COVID-19).1 NTIA is coordinating with Treasury to allow Tribal Governments to indicate their interest in receiving funding under the Treasury program when they submit their application for NTIA’s Tribal Broadband Connectivity Program in accordance with the process outlined in this NOFO. See Sections B.1 and D.2.d.3 of this NOFO for more information.

NOAA announces the availability of Federal funding, authorized pursuant to the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58 (November 15, 2021) (hereinafter, the “Bipartisan Infrastructure Bill” or “BIL”), the Consolidated Appropriations Act, 2022, Pub. L. 117-103 (March 15, 2022); and the Consolidated Appropriations Act, 2023, (December 29, 2022), for necessary expenses associated with the restoration of Pacific salmon populations. The Pacific Coastal Salmon Recovery Fund (PCSRF) program makes such funding available to the States of Washington, Oregon, Idaho, Nevada, California, and Alaska, and federally recognized Tribes of the Columbia River and Pacific Coast (including Alaska) for projects necessary for the conservation of salmon and steelhead populations listed as threatened or endangered, or identified by a State as at-risk to be so-listed; for maintaining populations necessary for exercise of tribal treaty fishing rights or native subsistence fishing; or for the conservation of Pacific coastal salmon and steelhead habitat. This announcement outlines the priorities and guidelines that will be used to award funding to eligible entities.

This NOFO funds two distinct programs, both of which are described in more detail below, and designed to support underserved communities and populations across the country in developing successful economic development plans and projects: 1) the Economic Recovery Corps Fellows program and 2) the Equity Impact Investments program. The Economic Recovery Corps program will add staff resources to local organizations focused on improving economic resilience and competitiveness in distressed regions across the country. EDA is seeking applications from eligible parties to create and launch a nationwide network of Economic Recovery Corps Fellows (Fellows) to help regions recover from the coronavirus pandemic by providing supplemental staff resources (i.e., Fellows) to economic development capacity-building organizations to increase their ability to effectively engage in local and regional economic development. Eligible applicants should consider strategies to build and form a national initiative that will place and coordinate Fellows across America to support two key activities: Technical Assistance – enable communities to access funding and participate in economic development programs and initiatives through preparation, training, and implementation assistance Knowledge and Insights – study, organize, and disseminate information, data, and analysis to accelerate the adoption of future-focused economic development principles and practices The Equity Impact Investments program will provide technical assistance to enable organizations serving underserved populations and communities to participate in economic development planning and projects. Under the Equity Impact Investments Program, EDA is hoping to make one national award and is seeking applications from eligible parties to coordinate organizations with a proven track record of effectively working with, conducting outreach to and delivering outcomes for underserved populations and communities to improve equity outcomes for both future and current EDA grantees. EDA seeks proposals that will drive the equity outcomes of economic development work through a suite of technical assistance and coordination activities. Applicants should be well-versed in how to build and implement successful economic development plans that deliver tangible results. Applicants should leverage this expertise, along with a strong network of local and regional economic and community development organizations, to effectively bring organizations that serve underserved populations and communities into local economic development projects and plans.

: NOAA’s National Weather Service, Office of the Director of the Office of International Affairs is soliciting proposals for Capacity Development for Weather, Water, and Climate Forecasting and Disaster Risk Reduction (CDDRR). The CDDRR program’s goal is to improve the performance of all operational meteorological hydrological, and disaster/emergency management services worldwide. Improving agencies’ performance for enhanced decision support services is done through collaboration between operational hydrologists/meteorologists, scientists, and other staff with expertise across a wide range of environmental, economic, and social and behavioral sciences. These activities engage operational hydrologists, meteorologists, and researchers in development and implementation of innovative programs which are pivotal to the improvement of weather and climate early warning services in developing countries. All funding is contingent upon the availability of Federal appropriations. NOAA anticipates that up to $3,000,000.00 will be available annually, for a total of $15 million over five years. NOAA anticipates making one award for the five-year period and anticipates providing funds one or more times each year for five years. NOAA has no obligation to provide additional funding in connection with that award in subsequent years. Funding for each subsequent year of a multi-year proposal is at the discretion of NOAA and is subject to the availability of funds.. The actual annual funding that the awardee receives may be less than the anticipated amount and will depend on the availability of funding, the quality of the deliverables, and the satisfactory progress in achieving the stated goals described in project proposals, and continued relevance to program objectives. Applications should include information that demonstrates an applicant’s knowledge of the current status of and meet the technical and programmatic development and implementation requirements, including the structured and intense training programs, of the Weather Ready Nations (WRNs) and Global Flash Flood Guidance (GFFG) programs and address the objectives as discussed in the Program Objectives Section. Both programs have various projects and activities underway through other funding mechanisms and the applicant must be able to seamlessly support those programs. The applicant must also understand the current needs and requirements for countries in the process of implementing (or at least addressing) end-to-end, people-centered, early warning systems at national levels for multiple hazards. Most importantly, the applicant must have experience providing technology transfer and training to National Meteorological and Hydrologic Services globally. The applicant will be expected to work closely with the NWS/IAO partners in these programs such as the World Meteorological Organization (WMO).

The purpose of this notice is for the National Geodetic Survey to solicit grant proposals from eligible organizations to implement activities that modernize and improve the National Spatial Reference System (NSRS) and advance the science of geodesy in the United States. NOAA encourages proposals submitted in response to this announcement to include student collaboration and education. The program priorities under this grant program include; 1) Research and develop new methodologies for defining and applications for working with the NSRS; 2) develop and evaluate tools, models, and guidelines to access, analyze, and manipulate geodetic data; 3) enhance infrastructure of geodetic control, coastal remote sensing data, survey measurements, and other physical datasets that comprise the NSRS; 4) support education, capacity building, and technology transfer for the future of geodesy; 5) coordinate through partnerships with local, state, and regional users (e.g. state and local governments, universities, and/or the public sector). NOAA encourages applicants and awardees to support the principles of diversity and inclusion when writing their proposals and performing their work.
